STATEMENT OF WORK
Information Collection and Review
1. Conduct project kickoff meeting within one week of contract award date or date approved by MCAAP personnel. Provide MCAAP personnel with a detailed list of items needed to compile the semi-annual reports.
Task 1: Sampling. MCAAP personnel will complete the following sampling and provide sample results for data interpretation/Semi-Annual Report generation by the contractor:
1.1. MCAAP personnel will complete low-flow method groundwater sampling at 26 existing OB/OD Area monitoring wells. Groundwater samples must be submitted for the analysis of Perchlorates, Total Metals (Al, As, Sb, Ba, Cd, Cr, Cu, Pb, Hg, Se, Ag), energetics including explosive compounds, semi-volatile organic compounds (SVOCs), and Nitrate/Nitrite. Field water quality sampling (i.e. pH, conductivity, temperature, dissolved oxygen, and oxidation reduction potential) and groundwater elevation data collection will also be conducted.
1.2. MCAAP personnel will complete surface water/sediment sampling at four OB/OD Area locations. Samples must be submitted for the analysis of energetics including explosive compounds, Perchlorate, Total Metals (Al, As, Sb, Ba, Cd, Cr, Cu, Pb, Hg, Se, Ag – surface water & sediment), Dissolved Metals (Al, As, Sb, Ba, Cd, Cr, Cu, Pb, Hg, Se, Ag – surface water), Nitrate/Nitrite (surface water), Hardness (surface water), and Total Organic Carbon (sediment).
1.3. MCAAP personnel will complete soil sampling at OB/OD firebreak locations. Samples must be submitted for the analysis of energetics including explosive compounds, Perchlorate, Total Metals (Al, As, Sb, Ba, Cd, Cr, Cu, Pb, Hg, Se, Ag), Semi-Volatile Organic Compounds, Particle Size Distribution, Total Organic Carbon, and Percent Moisture. A total of 18 firebreak individual incremental composite samples (plus 4 field QA/QC samples) will be collected in support of the soil monitoring work plan project objectives, each consisting of 45 increments or subsamples. OB/OD firebreak soil sampling is conducted every 5 years. The most recent soil sampling event occurred September 2020 and is required to be conducted during the August – September 2025 sampling event.
1.4. MCAAP personnel will complete semi-annual groundwater sampling at the New Active Landfill for 6 existing monitoring wells. Groundwater samples must be submitted for the analysis of pH, chemical oxygen demand, specific conductivity, chloride, sulfate, calcium, magnesium, nitrates, sodium, carbonates, potassium, total metals, energetics including explosive compounds, semi-volatile organic compounds (SVOCs), and volatile organic compounds (VOCs). Field water quality sampling (i.e. pH, conductivity, temperature, dissolved oxygen, and oxidation reduction potential) and groundwater elevation data collection will also be conducted.
1.5. MCAAP personnel will complete semi-annual groundwater sampling at the Fuel Farm for 8 existing monitoring wells. Samples must be submitted for the analyses of TPH-GRO, TPH-DRO, TPH-oil range organics (ORO), chemical oxygen demand (COD), semi-volatile organic compounds (SVOCs), and volatile organic compounds (VOCs) which include BTEX, 1,2-dichloroethane, and MTBE. Field water quality sampling (i.e. pH, conductivity, temperature, dissolved oxygen, and oxidation reduction potential) and groundwater elevation data collection will also be conducted. Supplemental field analyses must also be conducted to include chlorine, chloride, Iron2+, total iron, Manganese2+, Nitrite, Ammonia, Ozone, Sulfide, Sulphate, and Total Alkalinity.
Task 2: Reporting. The Contractor must provide semi-annual reports to include the following (at a minimum):
1) Tabled results for all OB/OD, Landfill, and Fuel Farm reports
2) Maps of sample locations (PDF image) for all OB/OD, Landfill, and Fuel Farm reports. MCAAP will provide the contractor OB/OD, Landfill, and Fuel Farm monitoring well location information
3) Groundwater contour and flow maps for all OB/OD, Landfill, and Fuel Farm reports
4) Time-series graphs to depict contaminant concentrations/groundwater flow over time for all OB/OD, Landfill, and Fuel Farm reports
5) Copies of sampling Field Logs included for all OB/OD, Landfill, and Fuel Farm reports
6) Copies of laboratory results for all OB/OD, Landfill, and Fuel Farm reports
7) Historical sampling tabled results for all OB/OD, Landfill, and Fuel Farm reports. An electronic copy of the tabled historical sampling results must be managed and provided to MCAAP in Microsoft Excel format
8) Laboratory Third Party Data Evaluation reporting. An electronic copy of the Laboratory Third Party Data
Evaluation report in Adobe PDF format will be provided to the contractor for inclusion in the semi-annual report
9) Semi-annual reports must be finalized and ready for submission to DEQ no later than 180-days after the sampling data has been received from the laboratory, or within an alternate timeframe approved by DEQ.
Reports must be provided to MCAAP in electronic Adobe PDF format. The contractor must meet or exceed the following deliverable schedule:
a. The contractor must submit draft reports for MCAAP review within 90-days of receiving the laboratory data results
b. MCAAP will review the draft reports and send concurrence or requested changes within 30-days of receipt.
c. The contractor must submit final reports to MCAAP within 30-days of receiving draft report review
d. MCAAP will submit the final reports to DEQ
Task 3: Training. The contractor will generate a training plan and provide on-site sample collection training for MCAAP personnel to ensure adherence to EPA Low-Flow (Minimal Drawdown) Groundwater Sampling Procedures ; American Society for Testing and Materials (ASTM) Standard D 6771-02, Standard Practice for Low- Flow Purging and Sampling for Wells and Devices Used for Groundwater Quality Investigations; and DEQ approved Sampling Analysis Plan (SAP) and Quality Assurance Project Plan (QAPP). Training must be specific to the Fuel Farm, Landfill, and OB/OD locations. Training documentation may be provided to the DEQ upon request.
Task 4: RCRA Permit Renewal. MCAAP has begun the Tier II Hazardous Waste Treatment, Storage and Disposal RCRA permit renewal process. The contractor must revise the current RCRA Permit OB/OD SAP and QAPP in accordance with Uniform Federal Policy for Quality Assurance Project Plans (UFP-QAPP) and prepare these plans for submission to DEQ. The contractor shall provide technical assistance to MCAAP during the administrative and technical review process of the permit renewal, any supplemental information requests, and EPA and public comment periods.
Task 5: Regulatory Agency Request for Supplementary Information (to be completed intermittently 2023 - 2026 until DEQ is fully satisfied and permit application considered complete)
1. As a component of this contract, the Contractor must be readily available to address any requests from DEQ for further information and provide consultation/solutions if necessary. Examples of further investigation and reporting include alternative source demonstrations and quarterly confirmatory sampling and reporting.
Task 6: Supplemental Information Submission to regulatory agency (to be completed intermittently 2023 - 2026 until DEQ is fully satisfied and permit application considered complete)
1. Respond promptly to DEQ requests for further information or notices of deficiency in relation to the permit renewal SAP and QAPP revisions. All response deadlines imposed by DEQ must be met in a timely manner.
Task 7: Permit Conditions developed by regulatory agency (Draft Permit) (estimated to be completed in 2024 or when DEQ issues draft permit)
1. Once the draft permit is issued, provide consultation/technical assistance to ensure SAP and QAPP requirements are accurate.
Task 8: Negotiations with regulatory agency (estimated to be completed in 2024 or when DEQ issues draft permit)
1. Once the 30-day public comment period has ended, provide consultation services/representation upon request at public meetings if granted by the DEQ.
Task 9: Permit issuance (estimated to be completed in 2024 or when DEQ issues final permit)
1. Once the permit has been issued, provide consultation services/technical assistance upon request during the event of an appeals process.
Task 10: Continued Consultation and Regulatory Compliance Support Services (estimated to be completed intermittently in 2023 - 2026)
1. The Contractor must provide data interpretation and analyses and provide geological consultation services to MCAAP. Consultation services may include data analyses in response to DEQ evaluations/letters/Notice of Deficiencies, alternative source demonstration sampling plans and report generation, sampling reference criteria determinations and justifications to the DEQ, ecological risk assessment sampling plans, etc.
2. The Contractor shall furnish sufficient technical, supervisory and administrative personnel at all times to ensure performance of the work in accordance with the delivery schedule.
3. Contractor must demonstrate ability to provide geoscientist consultation services. Preference will be given to those that demonstrate proficiency in the following areas:
a. Completing major facility permitting actions for RCRA Hazardous Waste Treatment, Storage, or
Disposal Facilities
b. Extensive knowledge of RCRA release detection monitoring surface water, sediment, soils and groundwater statistical comparative methods
c. Performing multi-media sampling and reporting to the Oklahoma DEQ and EPA Region 6
d. Conducting alternative source demonstrations for Oklahoma DEQ and EPA Region 6 review and approval
e. Conducting human health or ecological risk assessments
f. Generating RCRA permit Sampling and Analysis Plans and Quality Assurance Project Plans in accordance with Uniform Federal Policy for Quality Assurance Project Plans (UFP-QAPP) for Oklahoma DEQ and EPA Region 6 approval.
g. Performing research to compile regulatory compliance justifications for communication with the DEQ and EPA Region 6
h. Evaluating the potential to exceed water quality standards/multi-media screening levels and proposal of engineering controls and optimum solutions.
i. Possess geoscientist professional licenses or certifications within the EPA Region 6 South Central area comprised of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas
j. Achieving Oklahoma DEQ approved groundwater, surface water, sediment, and/or soils sampling training programs.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Lowest Price, Responsible Offer Technical and past performance, when combined, are NONE.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days from the end of the period of performance (insert the period of time within which the Contracting Officer may exercise the option).
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 15 DAYS (insert the period of time within which the Contracting Officer may exercise the option); provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 DAYS days (60 days unless a different number of days is inserted) before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed three

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s): Invoice 2in1
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer. Invoice 2in1
(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.
(iii) For customary progress payments based on costs incurred, submit a progress payment request.
(iv) For performance based payments, submit a performance based payment request.
(v) For commercial item financing, submit a commercial item financing request.
(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.
(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.
