BRAND NAME JUSTIFICATION
1. Contracting Agency and Activity
The Department of the Interior, United States Geological Survey, plans to contract by means other than full and open competition. This document sets forth the justification and approval for an award for brand name Trimble®. This document sets forth the justification and approval as required by FAR 13.106-1
2. Nature of Action being Approved
New firm-fixed price brand name Trimble software maintenance.
3. Description of Supplies of Services
Trimble® provides Global Navigation Satellite Systems (GNSS) and real-time kinematic
(RTK) solutions required for the Upper Midwest Environmental Science Center’s
(UMESC) hydrographic and topographic survey workflows. The UMESC Geospatial
Science & Technologies branch owns and operates Trimble® R10-2 receivers, a
Trimble® base station, and a Trimble® TSC7 controller for high-precision GNSS data collection. This award is for 12 months for the following:
• Trimble® Access software maintenance and support
• Trimble® R10-2 firmware update
• CenterPoint RTX subscription.
4. Statutory Authority
The proposed action may be awarded through a Brand Name Justification in accordance with FAR 13.106-1.
5. Rationale Supporting Us of Citation in NO. 5.
Continued Trimble maintenance ensures uninterrupted access to software and equipment support, firmware improvements, and RTX services needed for high-precision GNSS workflows. Updating the firmware on UMESC’s Trimble® R10-2 GNSS receiver is essential for maintaining optimal performance, reliability, and accuracy in surveying, GIS, and mapping applications. Firmware updates provide improvements in GNSS signal processing, bug fixes, new features, and enhanced compatibility with Trimble® software like Trimble Access™. Keeping the R10-2 firmware current ensures the device operates efficiently and delivers precise results in the field.
Trimble holds exclusive rights to firmware, software, maintenance, and corrections services, and those rights are not transferable or licensable to alternative vendors.
Alternative sources cannot legally or technically supply required updates or support, because doing so would require access to Trimble’s protected IP, which is not available for purchase. Developing a competitive source would require replacing the entire existing
Trimble-based workflow, which is estimated at approximately $200,000.00.

7. The Efforts to Identify Additional Sources Including the Market Research
Conducted
A sources sought notice was published on SAM.gov (DOIGFBO260016) from, May 4, 2026, to May 8, 2026, resulting in a single response from a small business. As there is no reasonable expectation that two or more small businesses are capable of fulfilling this requirement, it will be issued as full and open competition. Market research was conducted through a regional authorized Trimble® dealer.
8. Actions to Overcome Barriers to Competition
UMESC continually evaluates software vendors in terms of functionality, ease of use, integration into existing software and increasing efficiency for workflows, technical support, and purchase/maintenance costs. While we must use Trimble® for Trimble® instrumentation, vendors offering subscriptions to CenterPoint RTX will be evaluated more competitively for future purchasing.
9. Recommendation and Certification from Program Office
Based on the above, I recommend this acquisition be conducted on the basis of other than full and open competition. I certify the technical data which form a basis for this justification that are the responsibility of technical or requirements personnel are complete and accurate.
