About this file
This document is a Technical Evaluation Criteria file for a tree trimming and removal contract with the National Park Service. The government will award the contract based on best value, with evaluation factors significantly more important than price. The three key evaluation factors are: (1) Technical Approach - requiring a technical narrative and schedule demonstrating task performance, including an on-site ISA Certified Arborist, (2) Experience - demonstrating successful completion of at least one similar project within the past five years, and (3) Pricing - which will be evaluated for reasonableness using a completed pricing sheet. The Purchase Order Total Price will be used for price evaluation and will be valid for a minimum of 60 calendar days from submission. The solicitation (140P2125Q0226) is for tree trimming and removal services for the National Park Service's NCR-PRWI project, with a specific Project Management Information System (PMIS) number of 250451G.

PRWI Technical Evaluation Criteria
EVALUATION
The government will make an award to the responsible offeror whose offer conforms to the solicitation and represents the best value to the government. All evaluation factors and significant subfactors that will affect contract award, and their relative importance are clearly stated below. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price as outlined below.
Factor 1 – Technical Approach Offerors will be evaluated on their demonstration of ability to perform the tasks in the statement of work. A technical narrative and schedule that adequately describe a plan to address the SOW requirements will be given an acceptable rating. Must include Arborist ISA Certification that will be on work site.
Factor 2 – Experience The Government will review experience documentation submitted to confirm work of similar monetary value, scope, complexity, completed within the past five years. An “acceptable” rating will be given for offerors successfully documenting successful completion of at least one project that is deemed similar in all aspects.
Factor 3 – Pricing Price will be evaluated for reasonableness. Quotes shall include a completed copy of the attached pricing sheet. The Purchase Order (PO) Total Price noted on the Pricing Sheet will be used in price evaluation. Should your firm be selected, the Purchase Order Total Price will be obligated as the Purchase Order award amount.
Final negotiated prices shall be valid for a minimum of 60 calendar days from the date submitted.
