STATEMENT OF WORK

VISITOR CENTER SIDING AND TRIM REPLACEMENT

CHINCOTEAGUE NATIONAL WILDLIFE REFUGE, VIRGINIA

1. BACKGROUND

The Bateman Education and Administration Center is a U.S. Fish and Wildlife Service (FWS) owned complex consisting of a Visitor Center and Administration Building. They are both currently clad in aging cedar siding with complex geometries. The purpose of this project is to improve durability, weather resistance, and appearance of the exterior envelope by replacing the cedar siding with fiber cement siding, while simplifying and unifying the overall siding configuration. Associated envelope improvements include replacement of flashing, vapor barrier, wood sheathing as needed, soffit, fascia and trim.

The buildings will be occupied and open to the public during construction, and coordination with building occupants is required to minimize disruptions and ensure public safety. Measurements and quantities can be obtained by the attached drawings and confirmed by a site visit. Please note, the Visitor Center is identified as the Educational Center in the drawings. Any records, material data, plans, specifications, etc. created during this contract will be the property of the U.S. government.

2. SCOPE OF WORK

The Contractor shall furnish all labor, materials, equipment, tools, and supervision to complete the siding replacement as detailed below. Contractor will be responsible for all material deliveries. Access to both roofs will be required and a puncture resistant protective coating is required to prevent damage to the flat membrane roofing sections.

2.1 DEMOLITION AND REMOVAL

Upon completion of demolition and removal, the contractor shall investigate any water intrusion or damage to the existing structure in the siding and associated components project area. If the investigation results in any issues, the contractor shall provide the findings and costs to remediate the problems.

FWS will remove lighting and other required electrical penetrations and replace at the end of the project.

Remove all cedar siding, trim, gutters, downspouts, fascia, soffit, and associated materials. Save vent covers to reinstall later in the project.

There are 4 HVAC access doors on the Visitor Center that shall have all hardware removed and the existing siding stripped down to the sheathing.

Take appropriate measure to protect the electrical system. Extreme care should be taken when removing and replacing materials around the panels and circuitry (see photos).

Properly dispose of all demolition debris offsite.

2.2 VAPOR BARRIER AND SHEATHING EVALUATION

Remove existing vapor barrier.

Inspect underlying wood sheathing for signs of rot or damage.

Submit photographic documentation and a summary report of damaged areas to the

Contracting Officer’s Representative (COR) for approval prior to repair.

Replace deteriorated sheathing on a unit-cost basis (see allowance).

2.3 INSTALLATION

Install new vapor barrier. All seams and penetrations shall be sealed in accordance with the manufacturer’s recommendations.

Install new flashing tape around all openings per code.

Install sill flashing along the bottom edge of the exterior wall.

Install new furring strips.

Install fiber cement siding in a simplified, cohesive layout to replace the varied existing design. Final layout and finish color(s) shall be reviewed and approved by the COR. All work shall be performed per the manufacturer’s recommendations.

Install all soffit, trim, flashing, and accessories to ensure a complete, weather-tight assembly using all products from the siding manufacturer. Fascia trim shall be 10”. Trim around all openings including windows, penetrations, electrical, and doors shall be 4”.

All inside and outside corners shall receive 6” trim.

All siding and trim joints shall be bevel cut.

Install new siding and stainless steel hardware on HVAC access doors to match existing and reinstall doors.

Caulk all joints and penetrations with high-quality, exterior-grade sealant intended for siding applications.

Install new commercial grade 5” x 5” gutters and 4” x 4” with 4” elbows downspouts in the same locations they were previously located.

Install vent covers.

3. MATERIALS

All materials shall be commercial grade and suitable for marine, coastal environments Siding: Fiber cement siding with a minimum warranty of 30 years (James Hardie or approved equal) Trim, soffit, fascia must be the same manufacturer as the siding Vapor barrier: Tyvek Commercial Wrap or approved equal. Tape must be supplied by the vapor barrier manufacturer.

Fasteners: Type 316 Stainless Steel, sizes per manufacturer recommendations Flashing / Sill Flashing: Aluminum Flashing Tape: butyl rubber or modified asphalt Gutters, downspouts, elbows: Aluminum Caulks and Sealant: Silicone, paintable Sheathing: 7/16

4. DELIVERABLES

5. PERIOD OF PERFORMANCE

Work shall be completed within (120) calendar days after receipt of Order/Contract Award.

Work hours are 7:00 a.m. to 4:00 p.m. Monday through Friday (Federal Holidays excluded).

6. SAFETY AND OCCUPANT COORDINATION

Contractor shall coordinate all disruptive work with the COR at least 48 hours in advance.

Occupants will remain in the building throughout the project. Contractor shall ensure safe ingress/egress and always maintain emergency access routes. All work shall be in compliance with all Federal, State, and Local regulations.
