Statement of Work

Remove Hazard Trees Adjacent to US101 at Lake Crescent

BACKGROUND

The NPS has identified approximately 125 trees adjacent to US 101 at Lake Crescent between mileposts

220 and 231.3 that are potentially hazardous. The trees vary in diameter, height, condition and species.

They are widely dispersed along the highway corridor and the requirements for removal of each tree varies in complexity. See attachments for photos and descriptions of the trees. A map of the tree locations can be loaded to Google Earth by opening this file:

The contract will include a base award and three option items that may be awarded at the time of the base award, or may be awarded post-award, but prior to contract completion. The breakdown of these elements is as follows:

Base award: Trees 1-63 (approximately mileposts 222-225.6)

Option 1: Trees 64-108 (approximately mileposts 225.6-228.5)

Option 2: Trees 109-114 (approximately mileposts 228.5-229.6) Note: Option 2 trees are in designated wilderness- see specific tool requirements in Item K of the Description.

Option 3: Trees 115-125 (approximately mileposts 229.6-231.1)

DESCRIPTION

The contractor shall provide all personnel, equipment, facilities, transportation, tools, materials, supervision, and any other required items not identified here, necessary to safely remove approximately seventy-five hazard trees adjacent to US 101 at Lake Crescent between mileposts 221 and 231.

A. Assess all trees identified by the NPS for removal and provide a schedule for removal at least two weeks prior to work activities.

B. To the extent possible, fall trees on the cross or back slope to reduce impacts on the highway and related structures.

C. To the extent possible, plan fall zones to minimize collateral damage to the surrounding forest, e.g., identify clear fall zones, avoid breaking adjacent trees or stripping away branches of trees suitable for murrelet habitat.

D. Obtain prior approval from NPS for any additional trees that must be felled to facilitate safe falling conditions.

E. If it is determined that an individual tree cannot be felled without major impact to other large tree/s, the conditions shall be documented in writing and by photograph and provided to the

NPS for concurrence.

F. Provide for the protection of any potential targets of trees to be felled to the extent possible, including, but not limited to: Paved road surface (place material on road surface to protect pavement), guard rail (remove potential target sections and reinstall after operations complete), guard rail posts, bus stop structures. Any bedding material used to protect pavement shall be weed-seed free.

G. Provide traffic control during felling activities. Traffic Control shall be performed in accordance with Washington State Department of Transportation guidelines. Personnel shall have received appropriate training/ certifications to perform traffic control. Flaggers will record delay times at stopping points and the results will be reported to the Olympic National Park project leader.

Immediate access will be provided to any emergency vehicles. A traffic control plan shall be submitted prior to start of work.

H. Limit traffic delays to a maximum of thirty minutes. Exceptions must be submitted for review and pre-approved by the NPS.

I. Remove all felled trees and slash that cannot safely be left in situ from the area. If feasible, any fir trees in excess of 12 inches in diameter shall be kept at lengths of twenty feet or more, up to forty feet, and hauled to the NPS staging area at Sol Duc. All other material shall be removed from the park and legally disposed of at a location to be identified by the contractor. Note: Trees removed from the park may be disposed of at contractor discretion. If trees are sold, the contractor shall not advertise that they are from Olympic National Park.

J. Restore pre-felling conditions to any potential targets affected by felling activities, e.g., clean road ditches, reinstall guard rail, etc…

K. Trees 109 through 114, identified in Option 2, are in designated wilderness within the park. The law prohibits the use of motorized tools in wilderness. The park has approved an exception for the use of chainsaws to fell these specific trees. All other work, such as clearing escape routes at each individual tree, must be performed with hand tools, i.e., crosscut saw, loppers.

LOCATION

A. Construction Camp: Establishment of a camp within the Park is not allowed.

B. Work Hours: Work hours are from 7:00 am to 5:30 pm Monday through Friday. Weekend or holiday work may be allowed with approval of the Contracting Officer.

C. Noise: Work activities from April 1 to September 15 that produce noise above ambient levels shall be conducted between two hours after sunrise and two hours before sunset to minimize and prevent impacts to marbled murrelets.

D. The following conditions shall be followed during the Contractor's work while in the Park:

1. Prior to entering the Park, all workers shall check boots, tools, equipment, and vehicles for weed seeds, mud that could harbor weed seeds, and plant parts. Any equipment to be used at the site must be pressure cleaned and free of weeds, seed, debris, and mud to prevent the introduction and/or spread of exotic, invasive plants.

2. Pets are prohibited.

3. To prevent unnatural attractants to bears, no food, garbage, drinks, trash, or food and drink containers shall be placed outside vehicles or trailers, except during actual use. Feeding of wildlife is prohibited.

E. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings.

1. Prior to starting work each day, all machinery will be inspected for leaks (fuel, oil, hydraulic fluid, etc.)

and all necessary repairs will be made before the commencement of work.

2. Hazardous spill clean-up material shall be onsite at all times. This measure is designed to avoid/minimize the introduction of chemical contaminants associated with machinery (fuel, oil, hydraulic fluid, etc.) used in project implementation.

3. All refueling of equipment shall have spill containment pads in position prior to refueling activities.

F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on Park roads are identical to the State load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on Park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment or materials.

G. Although there is no surface evidence of archeological resources, clearance to proceed is recommended with the condition that if concealed archeological resources are encountered during project activities, all necessary steps will be taken to protect them and the Park Cultural Resources

Manager will be notified immediately.

FIELD VERIFICATION: Field verify all new and existing conditions/dimensions affecting the work of this

Contract before beginning tree felling and removal activities.

CONTRACTOR FURNISHED ITEMS: All materials and equipment shall be Contractor furnished from outside the Park.

Key Personnel:

Fallers shall have a minimum of five years of experience in the falling of technical tree removal where the goal is to minimize impacts to potential targets.

Traffic Control personal shall be certified to perform traffic control in the State of Washington.
