Elevator Maintenance and Repair 2023
Section 1.0 – Overview and Property Descriptions:
The work described in this Statement of Work is intended to provide service repairs, preventative maintenance and annual inspections of elevator located at Salem Maritime National Historic Site (SAMA). This document includes information on the scope of work involved, schedules, tasks, inspections, safety, reporting, workmanship, and communications associated with the work to be performed.
1.01 Salem Maritime National Historic Site
Established on March 17, 1938, as the first National Historic Site in the United States, Salem Maritime National Historic Site (SAMA) preserves and interprets New England maritime history.
The site consists of nine acres of land, twelve historic structures, nine archeological sites, four historic wharves and a historic light station along the Salem waterfront, as well as a downtown visitor center.
STATEMENT OF WORK
A. The awardee shall provide all the tools, labor, supervision, materials, and all else necessary for inspections, testing, lubrication, Preventative Maintenance (PM), Massachusetts State annual and monthly Inspections and Certificates, required repairs, and "on-call" for emergency and repair maintenance for the elevator located at Salem Maritime National Historic Site (SAMA) at 160 Derby Street, Salem, MA 01970.

A.1. Qualifications, Experience and Technician Requirements.
a. Bidders and elevator technician who they employ must hold a current and active Massachusetts state elevator service license. Bidders will submit a copy of these certificates/endorsements with their proposal.
b. Bidders and elevator technician who they employ must be trained and qualified on applicable systems and components, with certified technicians who are proficient in the installation, testing and maintenance of commercial elevators and the Canton Brand elevator equipment.
Bidders will submit with their proposal a copy of certificates demonstrating this, for one or more of their workers who will be involved with the work under this contract. If other employees perform the work, their certificates will be provided to COR after award but prior to the work being performed.
c. Bidders will have at least three years’ experience in inspecting and servicing commercial elevators and elevator/equipment. Bidder must furnish list of previous elevator projects, as well as a list of references. Bidders will submit with their proposal a brief description for minimum 3 projects or contracts that they have performed within the last 5 years that are of similar scope and cost to this one and include inspection, reporting services, and repair services. For each contract/project referenced bidders will include contact information for the person or entity who hired them, approximate cost and scope of the project, and a description of the work performed.
d. Awardee must coordinate yearly (annual) Massachusetts inspections, testing and certifications.
e. Technician shall also have knowledge of Phase II repair (described below, and in separate attachment), and all other inspections, preventative maintenance and repairs contained in this scope of work.
f. *Prior to submitting a quote, offerors are urged and expected to inspect the sites where the service is to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim (compensation of additional time) after contract award.
A.2. Technical requirements:
a. Utilization of environmentally friendly products where feasible.
b. All products (supplies, parts, etc.) used by awardee as part of this contract require submission of product information, and SDS where this applies, to NPS for COR approval.
c. Maintenance logs in each mechanical room must be maintained and current.
d. Specific tools for repairs needed to in accordance with violation of Phase II, according to Chief of Elevator Inspections (letter attached. See Section C Service and repair requirements).
Awardee will provide all specific tools for repairs needed for all inspection, repair, and services, and in accordance with violation of Phase II per Chief of Elevator Inspections (letter attached. See Section C Service and repair requirements).

B. Base Year:
Base Year line items are as follows and will include all Monthly Preventative Maintenance (PM) and Annual Tests and Inspections (CLIN 00010), required Phase II repair (CLIN 00020). Work performed for preventative maintenance, service repairs, monthly and annual inspections, Phase II repair will be performed in order of safety measures as outlined in notifications from Chief of Inspections in Office of Public Safety for all elevators in Massachusetts. See Board of Elevator Regulations | Mass.gov for details.
B.1: CLIN 00010, monthly and annual inspections

Monthly Preventative Maintenance (PM) and Inspection:
All PM work is to be completed during normal business hours Monday thru Friday 0700 (7am) to 1600 (4pm). During the scheduled monthly preventative maintenance services for the listed elevator in Section A, the awardee must include items one through eight of Section B as a minimum in addition to the ANSI A17.1 requirements and the original equipment manufacturer’s preventative maintenance recommendations.
1. Monthly inspections (check leveling, safety features, switches, controllers and /or contacts, motors, and mechanical devices, check operation, hydraulics, etc.)
2. Lubrication of elevator equipment (machine, sheaves, hatch doors, car linkage, rollers, tracks, etc.)
3. Maintain cleanliness of elevator equipment and applicable machine rooms.
4. Minor adjustments at time of inspections.
5. Schedule and perform required testing required by ASME 17.1
6. Assist and ensure coordination of annual certification State Inspections required for elevator and the annual independent certification.
7. Notification for PM work must be coordinated with the COR Building and Utilities Supervisor, or the Facilities and Maintenance (FM) Manager listed in the contract contacts section 5 working days prior to doing the work.
8. Service Order slips are to be completed by the technician and submitted to the COR and/or Buildings & Utilities supervisor or FM Manager at the completion of each service or delivered to the COR within 2 days of work being performed.
Annual Elevator State Inspections: Massachusetts Elevator inspections are required. A Minimum of 7-day (notice of inspection) date is required to allow NPS to coordinate a Fire Alarm contractor to have a representative on site.
1. This elevator is to be Massachusetts State inspected once each year. Awardee shall post certificates in the elevator in existing frame and will deliver electronic copy of the certificate to the COR by email.
2. The awardee is to coordinate these inspections with the Massachusetts inspections department and with the Park Service COR defined within this contract.
3. All associated inspection-testing costs for the State certifications must be included with proposal in the bid schedule price under each option for Annual State certification in the bid schedule as follows: including, but not limited to, technician labor, vehicle, gas, travel, tools, and test equipment as well as the city and state permit fees/costs.
4. The awardee is responsible for maintaining the elevator and preparing for this inspection to ensure the elevator will pass the annual and state inspection.

5. Perform 5-year weight test requirement: Performed every 5 years to test weight restrictions (last one performed on February 21, 2020). This work will also be performed under CLIN 00010 in 2025 as part of Option Year 1.

B.2 CLIN 00020 One-time Service and Repair requirement: Phase II Repair *(Base year only):
Phase II (see Regulations Notice for Phase II document included with this solicitation) will be performed by awardee within three months of contract award, to ensure implementation of safety measures that need to be addressed as required by the Board of Elevator Regulations that identified safety issues when the elevator is in “phase II” for the in-car elevator switch of firefighter emergency operations. B.3. Base and Option year unscheduled repairs/service calls 00030- Base year 00031-Year one 00032-Year two
1. All work is to be scheduled during normal working hours (7:00 AM to 4:00 PM) unless an emergency repair is necessary in which case details will be coordinated with COR. The awardee is expected to respond to the Park Service building where the emergency repair is required within one business day of being notified of a problem. A park employee will accompany worker.
2. The COR will contact the awardee, via telephone, after hours, on weekends, and during holidays.
The COR will verbally identify the problem and/or required service and will prepare a Service and Supply Request Authorization Form no later than 10:00 AM on the following regular workday.
3. Response to Service Calls: The awardee shall provide adequate procedures for receiving and responding to service calls 24 hours a day, seven days a week, including weekends and holidays.
A single telephone number shall be provided by the awardee for the receipt of all service calls.
Service calls shall be “received” by the awardee at the time and date the telephone call is placed by the COR.
4. Emergency Service Calls: Shall be responded to by phone within one (1) hour, and if needed in person within four (4) hours, of notification and worked on until either the issue is resolved, or the equipment/system problem is remediated to a non-emergency condition.
5. Routine Service Calls: Shall be responded to the same day the call is received unless after 3 PM on each Federal Government workday. If a service call is received after 3 PM, the awardee shall respond to the call the morning of the next workday no later than 10 AM.
6. Completed Emergency/Routine Service Calls: On the next working day after the completion of a service call, the awardee shall add the following information to the Service and Supply Request Authorization Form and return the completed form to the COR:

8. Brief description of materials and parts used, including quantities and costs.
9. Date and time work commenced.
10. Date and time work was completed.
11. Number of labor hours, and associated cost, expended by Labor Category.
12. A list of all worn, damaged and diminished life parts shall be prepared and supplied, with estimate, to the Contracting Officer Representative (COR) for approval prior to performing any https://www.mass.gov/service-details/five-year-elevator-weight-tests work. Awardee must coordinate in best effort to arrange repairs with COR schedule to minimize cost and elevator service disruption.
13. Service calls in which technician is unprepared or without proper tools or equipment will not be charged to park.
14. Provide labor and materials for necessary repairs (billable repairs), system failures or faults and 24/7 "on-call" service. Discuss all quotes with the COR and only proceed if COR approval is given.
15. Awardee is to provide contacts and phone numbers for 24/7 on call service for assigned technicians.
16. Service Order slips for all service and repairs are to be completed by the technician and submitted to the Facilities Manager Supervisor or COR at the completion of each job or within 2 days by email, and in all cases before an invoice can be sent.
17. Hourly rate will represent fully burdened rate exclusive of materials and supplies. Bidders will include with their proposal their pricing levels that will apply to this contract (i.e., burdened rate for regular hours, and other pricing levels for overtime (OT 1 and OT 2) evening, weekend, holiday, emergency, etc.). See details below.
18. Fully burdened labor rates below are applicable to quotes and invoices for unscheduled work under this Purchase Order. The rates include all direct labor and indirect costs applicable to that direct labor (such as fringe benefits, overhead, labor, travel, vehicles usage, equipment, G&A, etc.)
and profit. (See Federal Acquisition Regulation (FAR) clause 52.212-4, Contract Terms and Conditions-Commercial Items. Alternate I) Bidders will state in their proposal, for base year and 2 option years, their fully burdened rates for the following labor time categories that will apply to base year and 2 option year NTE (Not to Exceed) repair lines:
a. Regular Time - (Monday through Friday 7 am to 5 pm excluding Holidays)
b. Overtime 1- (Monday through Friday, 5-7 am, 5-9 pm. Weekends and Holidays 7 am to 5 pm.).
c. Overtime 2- Monday to Friday 9pm to 5am, weekends and holidays, 5pm to 7am.
2. Awardee’s Use of Premises:
1. General: Technician shall have use of the surrounding area in which the work is to be done for PM and repair operations.
2. Storage of Materials: Limited storage is permitted in Elevator Utility Room if code compliant.
3. Use of Sites: Do not disturb portions of project site beyond areas where the work occurs and take extreme care to surroundings within the building as delicate artifacts are in place and be respectful of the surrounding workforce. Get COR approval before cutting, drilling, or altering any part of the building or ground that is not an existing elevator component.
4. Safety: Clearly mark any areas of work that may affect the public’s safety with cones or caution tape whenever necessary when engaging in repair work. Smoking, drinking and or drugs are not allowed on Park sites. Secure elevator per code to limit or prohibit use and communicate details to COR or Facilities Supervisor on duty.
3. Work Restrictions:
1. On-Site Work Hours: Work must be generally performed during normal business working hours of 0700 to 1600, Monday through Friday, except as otherwise arranged with Contracting Officer Representative or when called in for emergency repair service.
2. Parking at the site: Free Street parking and metered parking is available on Derby Street, as well as along Essex Street. There are also two parking garages located on Derby Street. Parking in order to access vehicle for repairs will be permitted, providing no emergency or government vehicle traffic is obstructed. Use public parking if available to proximity to building or may use parking lot on Palfrey court with COR approval.

4. APPLICABLE STANDARDS AND REGULATORY GUIDANCE
1. Accepted approvals of repair work along with signoffs or permit copies stating that the elevators passed all compliances are to be handed in to Contracting Officer Representative as hard copies after inspection.
2. The elevator defined in this scope of work requiring an inspection will receive a new certificate to be installed in each elevator after passing said inspection.
3. Provide manufactures installation instructions and warranty information on any parts to be installed or updated.
4. Invoices must only be submitted after the completion of work, PM, or service repairs or Inspections.
5. Completed inspection checklist must be submitted after each preventative maintenance service and annual inspection to be provided to the Contracting Officer Representative.
6.. The inspection checklist shall clearly identify the location and identification information for the elevator inspected. The checklist will cover the six (6) main areas of the elevator that is to be inspected, and under each of these main sections there are several specific components that are identified for inspection. These six (6) main areas cover the following:
• Elevator - Inside of Car
• Machine Room
• Top of Car
• Outside Hostway
• Firefighter's Service.
• Pit
7. The checklist shall clearly show that each of the six (6) main areas have been inspected and that each of the individually identified components has been inspected.

9. The conditional of each of the specific components under each area and show if a component meets or does not meet requirements.
10. All simple and minor adjustments that are needed to keep the elevator operational and safe shall be made during the monthly and annual inspection process.
11. The inspection report shall provide in the comments section, a notification and reference to any elevator components that do not meet requirements and that need further service, major repair, replacement, or adjustments that are beyond the simple /minor adjustments that will be accomplished during the inspection process.

5. CONTRACT PERIOD: At time of award, this scope of work will follow the Elevator Codes and Standards for Elevator.
• Base Year: 1 year from notice to proceed approximate August 1, 2023-July 31, 2024.
• Option Year 1: one year after Base Year 1
• Option Year 2: one year after Option Year 1
6. GOVERNMENT FURNISHED PROPERTY. The contractor will furnish tools and supplies for work performed under this contract.
