Statement of Work (SOW) Elevator & Wheelchair Lift Maintenance Services, SIPI Location: Southwestern Indian Polytechnic Institute (SIPI) – B100 Science & Technology Building Address: 9169 Coors Blvd NW, Albuquerque, NM 87120 Date: August 13, 2025
1. General Requirements
1.1 Introduction
The Bureau of Indian Education (BIE), Southwestern Indian Polytechnic Institute (SIPI), through the Office of Facilities Management, seeks qualified contractor services to provide inspection, testing, preventive maintenance, repairs, and reporting for:
· Two (2) ThyssenKrupp Elevators
· One (1) Wheelchair Lift All units are located within Building B100, Science & Technology Building.
This SOW may be amended to include additional work or equipment upon mutual agreement between SIPI and the Contractor and approved by Contracting Officer (CO).
1.2 Location
SIPI is located at:
9169 Coors Blvd NW, Albuquerque, NM 87120
1.3 Direction and Authority
The Contractor shall follow instructions exclusively from the Contracting Officer's Representative (COR) and/or the CO. Any changes in the scope of work must be authorized in writing by the Contracting Officer (CO).
1.4 Period of Performance
· The base contract period shall begin on the effective date of the Notice to Proceed or issuance of Purchase Order.
· The contract shall include one base year, with four (4) additional one-year option periods.
· Preventive maintenance services shall be scheduled per manufacturer recommended times and or industry standard preferably during SIPI’s semester breaks (typically in spring and fall), Monday through Friday, excluding Federal holidays.
1.5 Worksite Protection
All areas disturbed by maintenance work shall be kept clean. Any damage shall be repaired and restored to its original condition at the Contractor’s expense.
2. Scope of Work
2.1 General
The Contractor shall furnish all labor, qualified personnel, materials, parts, tools, and travel required to provide routine and emergency elevator and wheelchair lift maintenance services. All services must comply with ASME A17.1, the National Elevator Code, and all applicable Federal, state, and local regulations.
2.2 On-Site Assessment
A pre-maintenance inspection of all units shall be conducted by the Contractor to verify current equipment condition. Any discrepancies shall be reported to the COR and CO prior to initiating services.
3. Items of Work
3.1 Equipment Covered
· Elevators: Two (2) ThyssenKrupp hydraulic passenger elevators
· Wheelchair Lift: One (1) vertical platform lift for ADA accessibility
3.2 Preventive Maintenance Tasks
Elevators and Lift Maintenance (Performed Semi-Annually, at a minimum):
A. General Tasks (All Units)
· Clean machine rooms, controller cabinets, hoistways, and pit areas.
· Lubricate mechanical parts per manufacturer specifications.
· Inspect electrical wiring, connections, and controls.
· Ride each elevator and lift to ensure smooth operation, accurate leveling, and proper stopping.
· Replace burned-out lamps and malfunctioning indicator lights.
· Test emergency stop and alarm features.
B. Specific Systems Inspections The following components shall be inspected, maintained, adjusted, lubricated, and repaired as needed:
1. Controllers & Control Circuits: Relays, circuit boards, timers, microprocessors, and related wiring.
2. Drive and Selector Mechanisms
3. Cab Fixtures & Signals: Buttons, call stations, lights, locks, and indicators.
4. Hydraulic Pump & Motor Assemblies
5. Valve Assemblies: Leveling, relief, and control valves.
6. Hoistway Components: Sheaves, buffers, guide rails, limit switches, door interlocks.
7. Guide Rails: Check alignment, adjust shoes or rollers.
8. Cab Doors: Operators, hangers, sensors, contacts, protective devices.
9. Wheelchair Lift: Platform safety switches, emergency lowering systems, drive motor, gearboxes, and safety interlocks.
3.3 Testing and Inspections
A. Required Testing Schedule
· Monthly (Visual Inspection & Function Check)
· Quarterly (Operational and Safety Review)
· Annual Full Inspection and Certification B. Testing Standards
· All testing must comply with ASME A17.1 and applicable state codes.
· Functional load testing for elevators as required.
· Annual safety certification by a qualified, third-party inspector.
C. Inspection Reports
· Inspection results must be recorded using the appropriate jurisdictional Elevator Test Log Form.
· Test results and repair recommendations must be submitted to SIPI Facilities within three (3) business days.
· Certificates of Inspection must be posted and a digital copy submitted to the COR.
3.4 Wheelchair Lift-Specific Tasks
A. Semiannual Inspection Tasks
· Inspect and lubricate screw drive or hydraulic system.
· Inspect platform, gates, sensors, and emergency stops.
· Test battery backup and emergency lowering system.
· Ensure ADA compliance, including call station height, signage, and clearance.
3.5 Callback Services
· Callback service is defined as any unscheduled visit required due to malfunction between scheduled maintenance.
· Contractor shall respond within 4 hours for standard callback service.
· All callback services related to routine wear and tear are included at no additional cost.
3.6 Emergency On-Call Service
· Emergency response shall be available 24/7/365.
· Contractor shall dispatch a qualified technician within 1 hour of receiving an emergency notification.
· All emergency calls must be reported to the COR and logged appropriately.
4. Utilities & Storage
· The Government will supply necessary electrical power for maintenance activities.
· Contractor is responsible for proper use and conservation of utilities.
· No permanent storage shall be allowed on Government property without written approval.

6. Invoicing and Payment
6.1 Payment Terms
· Payments will be made through the Government’s Invoice Processing Platform (IPP) system.
· Courtesy copies must be submitted via email to the COR for approval prior to IPP submission.
· Invoices are due monthly.
6.2 Invoice Requirements*
Each invoice must include:
· Contractor name, address, contact info
· Invoice number and date
· Purchase Order Number
· Detailed breakdown of services rendered by unit and date
· Any materials used, if applicable *A complimentary electronic invoice shall be submitted to COR for review and approval prior to submission to IPP platform
7. Security & Clearance Requirements
7.1 Identification and Access
· All employees must sign in/out daily at the SIPI Facilities Office.
· Contractor personnel must display visible ID at all times.
· Vehicle registration, insurance, and driver’s license are required for onsite access.
7.2 Background Checks
· Contractor personnel/technician designee(s) shall submit DOI Access/e-QIP forms post-award for clearance. Coordination with SIPI HR office after award shall be done by contractor to submit all necessary documents to gain clearance to complete necessary work efforts without an escort. Line Of Sight Supervision (LOSS) documentation will be completed and escort provided by SIPI Facilities Department as in interim measure so services can be provided soon after award. Request for escort shall be submitted to COR to coordinate escort for the requested date and time. A minimum seven day notification of pending site visit to complete contract requirements shall be submitted to COR while background clearances are being processed. Background clearance process can take up to 90 days to complete and adjudicate.
· All personnel must complete SIPI Safety Orientation prior to initial service visit.
· Escort required until clearance is complete.
