Statement of Work (SOW)
1.0 General
1.1 Background
The mission of the National Park Service is to maintain resources unimpaired for future generations. A mission of Glacier Bay National Park is to be a source of scientific investigation into the retreat of Glaciers within Glacier Bay. This service acquisition provides the maintenance on a key piece of equipment that provides reference condition information for multiple studies and serves as a data provision for a key NWLON (National Water Level Observation Network) gap within the larger Alaskan NWLON network.
Glacier Bay National Park and the National Oceanic and Atmospheric Administration developed a 5-year agreement to install a NOAA tide station at the Bartlett Cove Fuel Dock in Glacier Bay National Park. As a part of the Agreement the National Park Service agreed to ensure maintenance of the instrumentation was conducted to maintain the station to NOAA NWLON standards and ensure that the data was made available to NOAA. To accomplish this task the NPS has decided to pursue a maintenance agreement with an appropriate entity capable of providing tide station maintenance, ensuring data availability, and providing a backup assessment of tidal data through reflectometry analysis from the associated permanent GNSS fixture at the site.
1.2 Objective
The objective of this service contract is to provide appropriate maintenance, ensure public data availability, and assess and evaluate the operational performance of the NWLON station installed at the docks near the headquarters of Glacier Bay National Park in Glacier Bay.
1.3 Scope of Work
This scope of work requires that the contractor provide personnel, expertise, equipment (except GFE), supplies, transportation, tools, materials, travel, and other non-personal services necessary to operate and maintain the Glacier Bay tidal stations. The maintenance terms are defined below. All activities under this task shall be done in accordance with (1) NWLON standards as specified in the latest published copy of the Standing Project Instructions (SPI) for the Coastal and Great Lakes Water Level Stations.
The water level sensors deployed at the station are required to operate continuously.
The GLBA tidal station consists of a Radar water level measurement system that is installed with a clear, unobstructed view of the water surface. There is a GOES satellite antenna for data transmission. Also included are a GNSS antenna, and data transmission and storage devices.
Scheduled maintenance station visits are covered by this SOW:
