Headquarters Septic and Plumbing Rehabilitation
Statement of Work
General
1.1 Background
The Washita National Wildlife Refuge headquarters building is approximately 2,700 Sq Ft and primarily concrete masonry unit (CMU) construction. The existing plumbing system has reached end-of-life and requires replacement of components of the septic system, drain, waste, and vent (DWV), and domestic water system. The septic system is being updated to include a larger drain field and septic tank relocation. The existing drain piping is bituminous fiber piping installed below the concrete slab and is compromised due to delamination. Existing domestic water piping is installed below the concrete slab and exhibiting symptoms of failure, such as lack of hot water at restroom lavatory sink.
1.2 Project Description
The work shall consist of providing all labor, equipment, materials, and supplies to perform the following:
Test bituminous fiber piping and restroom ceiling tile and mastic for asbestos. Refer to drawings to determine sampling sites based on anticipated demolition work.
Demolish existing septic system and install new septic system. All septic work shall comply with Oklahoma Department of Environmental Quality requirements.
Demolish and install building DWV and domestic water piping.
Install new electric point-of-use water heaters located at the
Kitchen and Lavatory sinks, to include new branch circuits.
Demolish and install plumbing fixtures and associated furnishings;
Lavatory Sink, Urinal, Lavatory Counter, Wall-mounted Mirror, Free-standing Janitorial Cabinet.
Bid Option 1: Utilize existing spare matched flooring tile and selective demolition to complete extent of DWV repairs in Restroom. Available quantity of tile is 14 full-sized 12" x 24" American Olean Danya "Riverbed" DY-03.
Bid Option 2: Demolish existing and install new flooring tile as shown on Sheet A2 "Architectural Plan".
Bid Option 3: Contractor shall provide all labor, equipment, materials, and supplies to perform asbestos remediation on all bituminous fiber drainage piping that will be disturbed while performing work under this contract. Asbestos containing materials that will not be disturbed shall remain in place.
Bid Option 4: Contractor shall provide all labor, equipment, materials, and supplies to perform asbestos remediation on all acoustical ceiling tile and mastic that will be disturbed while performing work under this contract. Asbestos containing materials that will not be disturbed shall remain in place.
1.3 Location
The work is located at the Washita National Wildlife Refuge, 20834 E 0940 Road, Butler Oklahoma 73625.
1.4 Site Visit
Contractors are highly encouraged to visit project site and inspect existing conditions prior to submitting proposals. One site visit will be scheduled with date and time information provided in the solicitation.
1.5 Possible Asbestos Containing Materials
The Contractor shall sample and obtain testing for possible asbestos containing materials. The manufacturer of the bituminous fiber drainage piping is unknown. The manufacturer of the existing ceiling tiles and mastic located in the restroom is unknown.
Testing shall be conducted by a certified third party laboratory of the mentioned materials that may be disturbed while performing work under this contract. Test results shall be submitted to the Contracting Officer's Representative (COR) before any work in the area of those materials is performed.
Any remediation efforts shall be only to the extent necessary to complete the work under this contract. For example, if the mastic of the ceiling tiles located in the restroom contain asbestos, only the area near the CMU wall being demolished will require remediation. The goal is to leave any material(s) untouched and in place to the extent possible.
1.6 Occupancy of Premises
Building will be occupied during performance of work under this Contract.
Contractor will not need to provide restroom facilities. There is a vault toilet located approximately 150 feet from the headquarters building that is available for staff, public, and Contractor use.
As the building is occupied, the Contractor shall coordinate water outages to minimize time water is unavailable at the headquarters building. The Contractor shall notify the Contracting Officer's Representative a minimum of 72 hours before any water outages.
1.7 Available Utilities
Potable water and electrical power are available for construction. As this project will require work to be performed on the domestic water system, the Contractor shall coordinate water requirements and utility outages to complete the work under this contract. If potable water or electrical power are required during a planned outage, the Contractor shall provide those needed utilities to complete the work under this contract.
1.8 Existing Work
Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.9 Location of Underground Utilities
Verify existing utility locations indicated on contract drawings within area of work.
1.10 Qualifications
All electrical work shall be performed by an Oklahoma licensed electrician.
All septic work shall be performed by an Oklahoma licensed plumber/installer.
All plumbing work shall be performed by an Oklahoma licensed plumber.
1.11 Safety
Contractor shall submit, for approval before any work is conducted on site, a safety plan. Plans shall be site specific for this project. The safety plan shall address all OSHA personnel safety equipment and clothing to be worn on the construction site.
