STATEMENT OF WORK
PREVENTATIVE MAINTENANCE, INSPECTION AND TESTING SERVICES FOR
FIRE ALARM SYSTEMS
Farallon Islands National Wildlife Refuge
1. GENERAL: The U.S. Fish and Wildlife Service (USFWS), San Francisco Bay National
Wildlife Refuge Complex, has a request for preventative maintenance, inspection and testing services on fire alarm systems in (2) residences on the Farallon Islands National Wildlife
Refuge (NWR) off the coast of San Francisco, California. The contractor must be properly certified to perform all functions associated with this project in accordance with all applicable federal, state and local Occupational Safety and Health Administration (OSHA), National
Electrical Code (NEC) and National Fire Protection Association (NFPA) requirements.
2. BACKGROUND: The Farallon Islands NWR is located on a small group of islands in the
Pacific Ocean about 27 miles west of San Francisco, California. Farallon Islands NWR is within the boundaries of the city and county of San Francisco, California. In this instance the city and county are of the same name and are essentially a single governmental entity.
The (2) residences associated with the project are used to house USFWS employees, cooperators, volunteers, contractors, and visiting researchers who are performing work and research on Farallon Islands NWR. The residences are required to have code compliant fire alarm systems. The houses are similar in layout and design and are considered to meet the
NFPA 101 requirements for Lodging or Rooming House occupancy classification. Both are 2 stories in height. The first floors are primarily used for office and kitchen facilities while the second floors are primarily used for sleeping quarters.
Fire alarm systems were installed in both houses in February 2018. See attached documents for system information. No inspections or maintenance have been conducted since installation.
3. SCOPE: Provide Preventative Maintenance, Needed Maintenance, Inspection and Testing services for fire alarm systems in (2) residences. More specifically the contractor shall provide all labor, equipment and materials necessary to perform the following tasks:
a) Perform preventive maintenance services on fire alarm systems in (2) residences on the Farallon Islands NWR. This service shall include but not be limited to cleaning of all devices and controls, reconditioning worn equipment, adjusting, lubricating, recalibrating, reprogramming, and scheduled parts replacement in accordance with the manufacturer’s recommendations and standard industry practices.
b) Perform needed maintenance /troubleshooting of false alarms the fire alarm systems false alarms that has resulted in the temporary disconnection of the PRBO House system. in the two houses.
c) Provide Inspection and Testing services to the fire alarm systems in accordance with
NFPA 72 inspection schedule and testing requirements for the components incorporated in these fire alarm systems. The contractor shall perform all test required

Fire Alarm Systems for the month, quarter, semi-annual and annual inspection frequency. Once completed the contractor shall submit the standard NFPA 72 Inspection and Testing Form, signed by the certified tester.
d) Traveler Daily Delay Rate. Lump Sum per Day per Traveler: Show daily rate per traveler to be used for pricing in the event allowable delay expenses are incurred; such as inability to leave the island due to weather or sea conditions.
e) Alternative Demobilization Transport. Lump Sum per Trip: Show rate per trip to charter alternative transportation (i.e. helicopter) to demobilize crew and equipment completely off island if USFWS provided transportation is delayed for indefinitely at the end of the project. The decision to use this alternative transportation shall be approved by the CO.
4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: The (2) residences where the systems are to be serviced are located on Southeast Farallon Island (SEFI) of the Farallon Islands National Wildlife Refuge, San Francisco County, California.
Southeast Farallon Island is accessible only by boat (year-round) and helicopter (seasonally).

5. INSPECTION AND ACCEPTANCE: The work shall be done in accordance to all applicable NFPA 70, NFPA 72, NFPA 101, OSHA, Life Safety requirements and any other applicable federal, state or local regulations. The work shall be accepted when all the work is completed as described here within and in accordance with any contract specifications. Work will be inspected to assure compliance with the contract documents. But quality control and adherence to all contract requirements are still the responsibility of the contractor.
6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:
See list of attachments below regarding the alarm systems. Any other available historical information associated with the fire alarm systems in question such as as-built drawings, O&M manuals, and information of other work recently completed shall be made available upon request.

Additional information:
a) Depending on weather and availability, the USFWS can provide charter boat transportation from the mainland to Southeast Farallon Island and return unless otherwise agreed upon in advance. Any additional transportation to and from the island during the project shall be arranged by the contractor at his/her expense. If it can be shown to be cost effective, contractor shall be responsible for their own helicopter transportation from the mainland to Southeast Farallon Island and return scheduled after September 1 and prior to March 15. A final written transportation itinerary shall be approved by the USFWS.
b) As stated above, USFWS will provide (at no cost to the Contractor) boat transportation from a San Francisco Bay area marina to and from SEFI as follows.
1) Assume a 7:00 AM boat departure from the marina dock unless explicitly advised otherwise.
2) Dry passage (for persons and cargo) to and from SEFI is not guaranteed by the USFWS or the charter boat operator-owner. Persons should wear water-proof footwear, warm clothes, and bring rain gear.
Boat travel entails a 3-hour (more or less) ride in a 25- to 54-foott long (more or less, depending on boat availability) marine vessel, followed by at-sea transfer to a small 16 foot (more or less) shuttle boat that persons, cargo and boat get hoisted (via an electric driven cable derrick crane) up onto the island to a loading platform secured to the rocks. Cargo is then off loaded into carts or wheel borrows and transported about 0.1 to 0.25 miles over land to the work site(s).
Helicopter travel entails a 30-to-60-minute flight to and from San Francisco Bay area airports. A former water catchment pad is used as the helicopter pad on the island. Cargo is offloaded onto the helicopter pad and into carts or wheelbarrows for transport from less than 0.10 miles to 0.25 miles over land to the work site(s).
3) Actual boat and helicopter travel between the mainland and SEFI is subject to sea and weather conditions; there is no guarantee that a successful trip
(outbound and/or return) can be made on the primary or secondary dates indicated. Usually, the USFWS will know about 5 days prior if a successful trip appears promising.
4) USFWS will provide personal floatation devices for workers to wear while in transit in the small USFWS boat.
c) All cargo including construction materials, tools, food, drink, clothing, personal items and other supplies shall be securely packaged in clean, watertight, rodent-proof sealed containers (such as plastic) weighing no more than 60 pounds (30 pound maximum preferred) that can be lifted, carried, and transferred by hand. No sharp edges, no loose cardboard boxes, and no loose paper bags are permitted. No living organisms or plant seeds shall be present.
d) All cargo will be inspected for and cleaned of any living organisms prior to landing on the Farallon NWR. No plant seeds, rodents or other living organisms shall be present.
Personal gear (such as overnight kit, sleeping bag, pillow, towel, linens, & extra cloths) shall be securely packaged in clean, rodent-proof, sealed garment bags or containers; dry bags, plastic totes or similar are recommended. Cargo packed in paper products such as cardboard boxes or paper bags, or plastic bags, must be placed inside a sealed rodent proof container for transport to Farallon NWR.
e) Any cargo items not packaged to specifications will be assessed for rodent or other organismal intrusion and re-packed prior to placement on landing vessel or it will be rejected and not permitted on the Farallon NWR.
f) Lodging: Workers may cook, sleep, and use the rest rooms (at no cost) in the on-site housing. Workers shall bring their own sleeping bag, pillow, linens, overnight kit, food, and drinking water. Only human waste is permitted in the toilets.
g) Delay Food: In the event of a delay in traveling off of the island due to adverse weather or sea conditions (or similar cause), then the USFWS will provide food and water for the duration of the delay at no-cost.
h) Most cellular phone services are non-operational at the Farallon NWR. However, the houses on the island have a telecommunications system containing phones and internet for your convenience. Most smart phones with wifi calling are able to make and receive calls and text messages. The house phone generally is not attended but a caller can leave a voice message. USFWS does not guarantee the phone or internet to be operable.
i) Electrical power availability: The buildings, facilities, and equipment are served with
120/240 volt AC power provided via an off-grid battery bank, supplied from photovoltaic array and diesel-electric generators.
j) Potable water availability: Potable water is available for the contractor’s use for construction purposes as long as it is not excessive and wasteful. The potable water is supplied by treated catchment water and is limited in quantity.
k) USFWS does not warrant the accuracy or completeness of any USFWS-provided drawings.
l) To protect birds and the island environment, workers shall travel only on established pathways; unless explicitly approved otherwise.
m) Fishing and hunting are not allowed on or adjacent to the islands.

7. SPECIAL NOTICE:
All transportation must be approved by the Refuge Manager prior to scheduling
8. AVAILABILITY: Normal duty hours are Monday through Friday 8:00 am to 5:00 pm.
Work shall be performed during these hours unless prearranged with the Refuge Manager.
Federal holidays not included.
