STATEMENT OF WORK
TEST WELL SERVICES
DRILL WATER WELL
LAMAR FISH TECHNOLOGY CENTER
PENNSYLVANIA
PART 1 - GENERAL
1.01 SCOPE
A. The project consists of drilling a test well for water supply, to be used for a future Fish
Culture Facility. In the future, the Government may award the additive quote item for the drilling of the water well, if the test well indicates adequate water flow, and the water quality is acceptable.
The contractor shall provide a proposal for the test well work, and the drilling of the water well and appurtenant work.
1.02 SITE VISIT
Attending the scheduled site visit is encouraged. Please see the RFP for details.
1.03 WATER WELL REQUIREMENTS
A. The new well shall be capable of delivering a desired safe yield in providing water up to
40 gallons per minute for fish aquaculture purposes. The estimated depth of the new well shall be determined by existing site conditions.
B. DETERMINING THE WELL LOCATION
The location of the test well shall be determined by the well driller or his groundwater consultant, and determined by the well’s purpose. Groundwater quality and long-term groundwater supply are important factors.
The hydrogeological assessment to determine whether and where to locate a well shall be performed by the well driller or his groundwater consultant. The water quality criteria to use for drinking water wells are the applicable local or state drinking water quality standards. Enough ground water must be available to meet the pumping requirements of the well for its intended use.
To determine whether the desired amount of ground water is available at a particular location and whether it is of appropriate quality, drillers and groundwater consultants shall have experience in similar areas, and a diverse array of information such as land surface topography, local vegetation, rock fracturing (where applicable), local geology, groundwater chemistry, information on thickness, depth, and permeability of local aquifers from existing wells, groundwater levels, satellite or aerial photographs, and geophysical measurements.
When locating the well, the driller shall also consider the proximity of potential sources of contamination such as fuel or chemical storage areas, nearby streams, sewer lines, and leach fields or septic tanks. The presence of a significant barrier between such potential sources and the well itself is very important for the protection of the well.
1.04 PERMITS
A. The Contractor shall obtain and pay for all the required water well construction permits from the local health department or the Pennsylvania Department of Conservation and
Natural Resources.
1.05 QUALITY ASSURANCE
A. Perform work in accordance with the Pennsylvania Department of Conservation and
Natural Resources, and the American National Standards Institute/American Water
Works Association, Water Wells.
B. The well driller shall be licensed by the Pennsylvania Department of Conservation and
Natural Resources Bureau of Geological Survey.
1.06 TEST WELL DRILLING
Drill the test well in compliance with local, State, and Federal requirements or recommendations. Use suitable drilling equipment to drill the hole. The proposed test well shall be tested by pumping to determine the yield and drawdown.
1.07 WATER TESTING
A. Contractor shall test water samples to determine if it is suitable for aquaculture usage per applicable regulations. The results of the analysis shall be sent to the Government.
1.08 SUBMITTALS
B. Upon completion of the test well, submit a report on the findings of the test well. The report shall include the pumping test and the recovery data showing the yield of the well and that the estimated yield of the wells are sufficient for the intended uses. Provide all pumping test data including static water level, length of test, rate of discharge and all drawdown measurements. The report shall also include the water quality, and whether it is acceptable for its intended use.
1.09 PROJECT SAFETY
A. The Contractor shall be responsible for strict compliance with all provisions of the
Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and
29CFR 1926 during the performance of the work.
PART 2 - WATER WELL DRILLING (IF TEST WELL RESULTS ARE ACCEPTABLE)
1.01 SCOPE
A. The work of this section consists of drilling, developing, and testing a new 6 inch diameter cased artesian water supply well for fish aquaculture purposes.
B. The new well shall be capable of delivering a desired safe yield of 40 gallons per minute of clean, fresh, potable water. The estimated depth of the new well is 200 linear feet.
C. The 200 foot depth is an estimate only and the Government reserves the right to increase or decrease the depth of the well under a modification to the contract if field conditions so warrant.
1.02 PERMITS
A. The Contractor shall coordinate with the facility to obtain and pay for the required documents for the Well Construction permit from the Department of Conservation and
Natural Resources' Bureau of Geological Survey. Contractor shall apply and pay for any required permits from authorized agencies. No field operations shall commence until necessary approvals have been obtained. All installations shall meet the minimum requirements of the State and Local Public Health Agencies.
1.03 QUALITY ASSURANCE
A. Perform work in accordance with the State of Pennsylvania Regulations, and the
American National Standards Institute/American Water Works Association A100, Water
Wells.
1.04 SUBMITTALS
A. Submit Manufacturer's data with application and installation instructions for the well screen.
B. Submit Construction Methods and Materials descriptions on well construction, developing and testing.
C. Product Data: Submit manufacturer's product data covering description of pitless adapter, pump, standard details and installation recommendations.
PIPING
2.01 WELL CASING AND INSTALLATION
A. Material - The well casing shall be 6" diameter pipe. The casing material shall be
Polyvinyl Chloride (PVC) pipe conforming to American Society for Testing and
Materials ASTM F480.
B. Casing and joints shall be watertight.
2.02 WELL SCREEN
A. Should unconsolidated water bearing strata be found, Contractor shall set a well screen as specified below.
B. The well screen shall be of the continuous slot, factory wound type made by wrapping
V-shaped PVC wire around a system of vertical ribs. Each joint between horizontal wires and vertical ribs shall be solvent welded. All necessary fittings shall be provided.
C. Screen length shall be determined and agreed upon between the Government and the
Contractor.
D. Contractor shall assume responsibility for selection of proper size screen openings.
Screens shall be selected so that the full capacity of the well will be transmitted through the slot openings. Screen slot size shall be determined by a soil sieve analysis. A fitting shall be provided to close the bottom of the screen. Details or catalog cuts of the screen to be used shall be submitted to the Government for approval prior to installation.
2.03 PITLESS ADAPTER
A. Description: Standard pitless case, watertight cap, 6" plain spool with neoprene "0" ring seals and dresser type coupling suitable for connection to the 4" PVC pipe casing.
2.04 WELL PUMP
A. Capacity: 40 gallons per minute.
B. Type of Pump: Submersible, designed for installation within a 6" SDR 17 or approved equal well casing.
C. Motor: One half HP minimum designed to operate on single phase, 60 HZ A.C. Motor shall be a three wire design with built in lightning protection, and built in auto-reset thermal overload protection in the motor. Wire pump into in accordance with electrical requirements as specified and as described in the manufacturers instructions.
D. Drop pipe size shall be as recommended by the submersible pump manufacturer.
2.05 APPURTENANT ITEMS
A. The Contactor shall furnish and install all appurtenant components and items for a fully operational water well system, that is properly capped for future use.
B. Install all components and appurtenances in accordance with the manufacturer's recommendations.
ELECTRICAL
3.01 SCOPE
A Provide and install electrical power wiring and components to allow for future connection of the well pump to electrical supply wiring per NEC requirements. The electrical wiring shall be properly capped and identification markers installed so future installation of electric power can be made.
3.02 QUALITY ASSURANCE
A. All work shall comply with:
1. UL Compliance and Labeling: Comply with applicable requirements of UL
Standards, and other standards pertaining to wiring and accessories. Provide equipment that are UL-listed and labeled.
1. NEC Compliance: Comply with NEC as applicable to installation of, cutout boxes, and underground direct burial cables.
WATER WELL INSTALLATION
4.01 DRILLING WELL
A. Drill the well in compliance with local, State, and Federal requirements or recommendations. Use suitable drilling equipment to the drill the required hole suitable to install the well casing, and install materials. Locate any drilling fluid pits that may be required at least six feet from the top of the well. Contractor shall dispose of drilling fluid, cuttings, and discharged water.
B. Provide and install pitless adapter, pump, drop pipe, wiring and accessories in accordance with manufacturer's instructions. Provide all wiring that is necessary for a complete and functional well. Provide drive shoe and well cap as required.
C. Install underground pump power supply wiring a minimum of 24" below grade. Place detectable warning tape twenty inches (20") above conduit in trench.
D. Well Identification Tag: The well driller, immediately after completion of the well, shall attach to the well the identification tag furnished by the Approving Authority. This tag shall be fastened to the well casing approximately 6 inches above finished grade by means of a 1/2 inch stainless steel band or other strapping device approved by the
Approving Authority. Devices which use a screw-type tightening mechanism are not acceptable.
4.02 PIPING FOR THE WELL
A. The contractor shall install all required 1 inch (inner diameter) water line piping for an operational water well system. The piping shall be capped, and a marker shall be placed at the surface indicating the capped pipe area for future water piping installation. The well installer shall excavate as required so that the new water supply pipe can be connected from the new pitless adaptor to a future water connection. Pipe shall be either
Polyethylene, PVC, or ABS water pipe at the option of the Contractor. Provide pipe and tube of the type, joint type, grade, size and weight (wall thickness or Class) as required.
Comply with governing regulations and industry standards. Install the capped pipe stub connecting water supply piping a minimum of 24" below grade. Place detectable warning tape ten inches (10") above pipe in trench in the area disturbed by the well installer's installation of the water line connection to the well.
B. Install in accordance with pipe manufacturer's printed instructions and as directed.
C. Joint coupling shall be same material and manufacture as pipe and shall be such that it provides a water tight joint when completely assembled..
D. Inspect each pipe and fitting before and after installation; remove those found defective from site and replace with new.
E.. Do not backfill pipe until the installation has been inspected and approved by the
Government Representative.
4.03 DEVELOPING AND TESTING
A. The well shall be developed by an acceptable method the approved by the Contracting
Officer, in a manner that will not cause undue settlement and disturbance of the strata above the water bearing formation, nor disturb the seal around the well casing.
Development shall continue until water pumped from the well at the maximum test pumping rate is clear and free from sand. After developing, Contractor shall remove any formation materials brought into the well by the development process.
4.04 TESTING THE WELL
A. The well shall be tested by pumping to determine the yield and drawdown. Use a test pump of approximate capacity of 40 GPM. Test for two hours after the pumping water level reaches stability.
4.05 DISINFECTING THE WELL
A. The well shall be disinfected after the well has been tested for yield but before the test pump has been removed from the well and before collecting any samples for determining microbiological quality.
B. Disinfect well by introducing a chlorine solution into the well in such a manner that a concentration of at least 50 PPM of available chlorine exists in all parts of the well at static conditions. The chlorine solution will be introduced into the well in such a manner that the well surface above the static level will be completely flushed with the solution.
A minimum of 2 hours contact time shall be provided before pumping the well to waste.
4.06 CAPPING THE WELL
A. During well construction, temporarily cap well in such manner as to prevent any pollutants from entering the well.
4.07 WELL LOG
A. Daily, log and record for the well all materials passed through and the depths at which the changes in the formations occur, together with such other information. Samples of the materials found in each stratum shall be taken at intervals of not more than five feet, preserved in receptacles furnished by the Contractor, plainly marked to show the well and the depth below the ground surface from which the sample was obtained. The log of the well shall show all material penetrated and full descriptive notes made of everything found by the drill and of all difficulties or unusual conditions met in drilling. All water-bearing strata shall be described in special details as to whether the material is loose, compact, its color and, if gravel, whether it is water worn or angular.
B. Upon completion of the well, the log shall be signed by the Contractor and submitted with the final report for the well.
4.08 FINAL REPORT - RECORDS
A. The Contractor shall provide the Contracting Officer with a water well completion report suitable for forwarding to the State of Pennsylvania. The final report shall contain (at a minimum) the following information:
1. A well log record of the materials penetrated and the depth at which they were encountered.
2. A complete casing and screen location record showing lengths of casing and screen used and the locations of any packers, plugs, and seals.
3. All pumping test data including static water level, length of test, rate of discharge and all drawdown measurements.
