SECTION C – SPECIFICATIONS / DRAWINGS
This project will replace housing and RV sites lost to wildfire in 2020. A combination of dormitory, triplex, and one & two bedroom units will be constructed to replace the beds lost and the e RV sites. A residential support facility will be constructed that provides laundry, showers, kitchen, and a gathering place for employees. Infrastructure to support this project includes construction of roads, water, sewer, telecom, and electrical systems which will connect to the existing adjacent year-round utility systems.
The housing destroyed by the fire will be relocated next to existing permanent staff housing. The old and fire damaged utility systems of the destroyed housing area are to be removed or safely abandoned as part of this project for the safety of visitors and wildlife.
The selected Offeror will provide the following services as part of this design build effort.
1. Review Schematic Design which will be provided by the NPS.
2. Upon award, determine and provide an overall Project Schedule, including design and construction work and proposed meetings.
3. Submit DB Design Development and DB Construction documents for review and approval.
4. Construction of the project.
5. Archaeological monitoring during ground disturbing activities.
6. Provide as-constructed drawings.
The Contractor shall be responsible for providing professional design services. . In the performance of such work, the Contractor shall be responsible for retaining licensed design professionals, who shall sign and seal all drawings, calculations, specifications and other submittals that the licensed professional prepares. The Contractor shall be responsible for, and DSC shall be entitled to rely upon the adequacy and completeness of all professional design services provided under this contract.
The Contractor is responsible for coordinating all activities of subcontractors. This responsibility includes coordination of: preparation of shop drawings produced by different subcontractors where their work interfaces or may potentially conflict or interfere, and the installation of such work; scheduling of work by subcontractors; and use of the Project site for staging and logistics.
If the Contractor performs any of the work prior to notifying and receiving direction from the Contracting Officer, the Contractor shall assume full responsibility for correction of such work, and any fees or penalties that may be assessed for non-compliance.

Acquisition History:
On Oct 21st, 2020 the East Troublesome Fire ran 18 miles and 150K acres and destroyed seasonal employee housing on the west side of the Park. The small adjacent resort town of Grand Lake was also devastated by this fire and lost over 1/3 of its homes, making the previously scarce and expensive housing market even more exclusive. A lack of affordable housing has made staffing on the west side of the park nearly impossible. Without this project, NPS will be forced to continuously subsidize and facilitate private housing in a vacation rental market or operate without seasonal staff, resulting in significant negative impacts to visitor services, experience, and the ability of the Park to maintain, operate, and rebuild facilities, trails, and infrastructure, thereby making this project the Park’s #1 priority.
The Park received emergency funding to temporarily house staff in leased units. A seasonal lease was recently awarded for the 2021 season at over $200K in cities over 30 mi away, with 50+ min commutes each direction. NPS will incur this lease cost plus 1-2% per year until the new housing units are constructed. Seasonal staff recruitment is proving extremely challenging and there have been some 15 declinations directly related to housing. By following a similar procurement process which Yellowstone N.P. utilized, this project can be completed in about a two-year timeframe. This would allow the park to terminate the residential leases early, saving $235K-$245K/yr.
The single-family housing units proposed are only $80 dollars more in monthly rent than an equivalent prototype plex unit which shares two common walls with other tenants. The Park will be able to attract and retain skilled staff by providing more desirable, private single-family units. The buildings will maintain a superior aesthetic by being architecturally consistent with other buildings throughout the park and the smaller single-family units will reflect the style of units that were lost to the fire.
This project will not rebuild in the same location. The new site will be adjacent to existing park housing undamaged in the fire. This allows for connection to existing infrastructure and enables year-round housing, which will support busy shoulder season operations by providing housing for extended seasonal/career seasonal staff and provide temporary housing for new perm. employees. The seasonal utilities at the old area did not meet park needs because seasonal staff could not start early enough or stay on late enough to meet shoulder seasonal visitation demands. While connecting to the existing utilities presents opportunities for cost savings and reduced O&M, it also means additional capacity improvements may be needed for the existing water and electrical systems. Three RV sites will be constructed as part of the maintained landscape to replace the sites lost in the fire. RV sites are popular for employees and volunteers. A residential support facility that provides services such as laundry, showers, a kitchen, etc. will also be built to meet the needs of RV and housing unit residents. The old and fire damaged utility systems of the destroyed housing area are to be removed or safely abandoned as part of this project for the safety of visitors and wildlife.
Specifications and drawings will be attached and incorporated in phase II. Refer to section J.

(1) Relieve the Contractor of responsibility for providing adequate quality control measures;
(2) Relieve the Contractor of responsibility for damage to or loss of the material before acceptance;
(3) Constitute or imply acceptance; or
(4) Affect the continuing rights of the Government after acceptance of the completed work under paragraph (i) of this section.
(d) The presence or absence of a Government inspector does not relieve the Contractor from any contract requirement, nor is the inspector authorized to change any term or condition of the specification without the Contracting Officer’s written authorization.
(e) The Contractor shall promptly furnish, at no increase in contract price, all facilities, labor, and material reasonably needed for performing such safe and convenient inspections and tests as may be required by the Contracting Officer.
The Government may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes reinspection or retest necessary.
The Government shall perform all inspections and tests in a manner that will not unnecessarily delay the work. Special, full size, and performance tests shall be performed as described in the contract.
(f) The Contractor shall, without charge, replace or correct work found by the Government not to conform to contract requirements, unless in the public interest the Government consents to accept the work with an appropriate adjustment in contract price. The Contractor shall promptly segregate and remove rejected material from the premises.
(g) If the Contractor does not promptly replace or correct rejected work, the Government may—
(1) By contract or otherwise, replace or correct the work and charge the cost to the Contractor; or

(h) If, before acceptance of the entire work, the Government decides to examine already completed work by removing it or tearing it out, the Contractor, on request, shall promptly furnish all necessary facilities, labor, and material. If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction.
However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.
(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately. Acceptance shall be final and conclusive except for latent defects, fraud, gross mistakes amounting to fraud, or the Government’s rights under any warranty or guarantee.

Page | 19
1. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts. The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report. Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the
Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c. All information provided should be reviewed for accuracy prior to submission.
d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.
