Evaluation Factors
1. Prior Experience:
Quoters are instructed to provide information regarding 2 contracts similar in nature to the proposed contract that the Quoter has completed within the past 5 years. "Prior Experience" is differentiated from "Past Performance" in that Prior Experience is factual, documented, information about specific work the Quoter has completed; whereas “past performance” is how well the contractor performed the work.
Contracts must be those completed by the prime contractor; not subcontractor’s nor prime contractor’s staff while employed by other companies.
2. Technical:
Quoters are instructed to provide cutsheets or pamphlets of outdoor theater chairs.
3. Installation Completion Time:
Installation completion shall be completed by June 1, 2021 but if offers can complete earlier, then proposal will be evaluated more favorably. Quoters whose proposed installation completion date is May 1, 2022 will be evaluated more favorable. Quoters with installation completion date by April 1, 2022 will be evaluated most favorable.
4. Past Performance:
Quoters shall provide contact information for the 2 contracts noted under the Prior Experience evaluation factor above. Past performance is a measure of the degree to which the contractor has satisfied its customers in the past. The NPS may evaluate Quoters' past performance based on contacting references provided by the quoter; the Government's knowledge of Quoter's past performance; and / or references obtained from any other source. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by Quoters to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System; Federal, State, or local governmental agencies; and private sector businesses.
5. Price:
Quoters shall provide pricing for line items. Quoters may bid on more than one line item.
Evaluation Method
Evaluation and award will be made on the basis of the most advantageous to the Government, price and other factors considered. Technical and past performance, when combined, are more important than price.
1. Prior Experience: The Quoter shall have completed, as the prime contractor, 2 contracts, similar to the work required by this solicitation, within the past 5 years.
2. Technical: The Quoter shall provide cut sheets or pamphlets of the theatre meeting the requirement in the Scope of Service.
3. Installation Completion Time: The Quoter shall provide technical plans/schedule that clearly demonstrate they will be able to successfully complete the work. If multiple completion dates are being bid on, then provide technical plans/schedule for each completed date.
3. Past Performance: The Quoter must receive at least a good past performance.
