1. The Army Contracting Command - Rock Island (ACC-RI) hereby issues the solicitation W519TC26QA091, for the procurement of Protective Dust Caps at Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). This solicitation is issued in accordance with Federal Acquisition Regulation (FAR) Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures).

This requirement is being procured as small business set aside under NAICS 332510.

2. First Article Test (FAT) is required per FAR clause 52.209-3. Certificate of Conformance and Certified Test Report are required for ALL deliveries. Delivery of FAT is 30 days after date of contract award. Delivery of all others is 30 days after acceptance of FAT.

3. Drawings are referenced for this solicitation.

Please note, access to the drawings must be requested through SAM.gov. The Contract Specialist is NOT the person who uploads drawings or provides access. Questions about Contract Opportunities within SAM.gov system should be addressed with the GSA helpdesk on the bottom right hand side of the SAM.gov page where it states "Customer Service" and then "Federal Service Desk" or try (866)606-8220.

4. Quotes must be submitted via email to the Contract Specialist listed below in the Points of Contact paragraph and received prior to the closing date and time to be considered for award.

The offeror is responsible for assuring the quote is received by the Government on time, prior to the closing date and time, to be considered. It is the government's intent to award without discussions (except for clarifications as described by FAR 15.306(a)). Therefore, the Contractor's quote should be complete and contain the contractor's best price and delivery terms. A complete quote submission includes (but not limited to) the contractor's best term (price and delivery and all required fill-ins under this RFQ). IAW FAR clause 52.212-2, included in this RFQ, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

CLOSING DATE/TIME FOR THIS SOLICITATION IS 18 FEB 2026 BY 10AM CENTRAL TIME.

W519TC26QA091

Quotes shall be prepared and authorized by a person(s) regularly employed by the contractor.

The quote shall state the name of each person(s) contributing to the authorship of the quote, the person(s) position/title, phone number, and an email address for the person who should be contacted if an award is to be made. The quote should be prepared in a clear, legible, practical manner. In addition, the quote shall be written in English and should be specific and complete.

Pricing should be IAW the information on the CLIN and any attachments to this solicitation and should be documented directly on the SF1449 form, including a unit price on each CLIN, a total CLIN amount, and a grand total for the entire solicitation (including shipping FOB destination to Rock Island, IL to be paid by the contractor), all clauses that require fill ins should be completed, and the authorized preparer shall sign and date prior to submission. The solicitation should be emailed to the POCs listed below.

5. Use of Artificial Intelligence (AI) tools in Proposal Evaluation

a. Use of AI tools in Support of Evaluations: The Government will employ AI as a tool to assist in the analysis and review of offeror proposals. AI tools may be used to support tasks such as summarizing proposal content, identifying compliance with request for task order proposal/solicitation requirements, and highlighting areas of potential strength, weakness, or risk.

b. Maintaining Inherently Governmental Functions: Notwithstanding the use of AI tools to support the evaluation process, all final evaluation judgements, including the assignment of assessment of adjectival ratings, best value determination, and source selection decisions, will be made exclusively by duly appointed Government personnel. The Government retains the sole responsibility for all inherently governmental functions and will not delegate decision making authority to any AI tool.

c. Offeror Confidentiality and Data Protection: The AI tools utilized by the Government will be employed in a manner consistent with the applicable regulations that govern the protection of proprietary and source selection sensitive information. The AI tool will be an output-only system. Any generated report data is not saved.

6. The Government intends to award one firm fixed price purchase order (without discussions, except clarifications as described in FAR 15.306(a)) to the Offeror determined to be responsible (in accordance with (IAW) the Federal Acquisition Regulation (FAR) subpart 9.1) whose quote conforms with the RFQ requirements and is determined to be the lowest total evaluated (fair and reasonable) priced quote.

7. Delivery for this item is specified on the CLIN(s), however early and incremental delivery is authorized and encouraged with no additional cost to the Government. All quotes shall be quoted as FOB Destination Rock Island, IL, see FAR 52.247-34, therefore, all shipping charges should be included in the quote.

On time delivery is critical. Therefore, contractor must adhere to the delivery requirements indicated in the resulting award. Failure to comply with the contractual delivery schedule after award may result in termination of the award or require consideration if the Government elects to extend your delivery schedule. The Government is not obligated to extend your delivery if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc., are not considered acceptable delays/excuses for the failing to meet the contractual delivery schedule. If there is going to be a delay in delivery, the contractor is required to notify the Contracting Officer designated in the award at least 10 days prior to being late. Such notification shall include the contractor's reasons for delay, proposed revised schedule, and the contractor's offered consideration for the delay should the Government elect to extend.

It is the responsibility of the contractor to ensure that they provide quality products that conform to the award terms and conditions as well as meet the required delivery schedule. Delivery of non-conforming products results in delivery/acceptance delays and ultimately increased costs to the Government.

Alternate I . When contemplating a time-and-materials or labor-hour contract, (Feb 2026) substitute the following paragraphs (a), (b), (i), (l), and (m) for those in the basic clause.

(a) The clause at Federal Acquisition Regulation (FAR) 52.202-1, Definitions, is incorporated by reference. As used in this clause-

Direct materials means those materials that enter directly into the end product, or that are used or consumed directly in connection with the furnishing of the end product or service.

Hourly rate means the rate(s) prescribed in the contract for payment for labor that meets the labor category qualifications of a labor category specified in the contract that are-

(1) Performed by the contractor;

(2) Performed by the subcontractors; or

(3) Transferred between divisions, subsidiaries, or affiliates of the contractor under a common control.

Materials means-

(1) Direct materials, including supplies transferred between divisions, subsidiaries, or affiliates of the contractor under a common control;

(2) Subcontracts for supplies and incidental services for which there is not a labor category specified in the contract;

(3) Other direct costs (e.g., incidental services for which there is not a labor category specified in the contract, travel, computer usage charges, etc.);

(4) The following subcontracts for services which are specifically excluded from the hourly rate: [Insert any subcontracts for services to be excluded from the hourly rates ____

; andprescribed in the schedule.]

(5) Indirect costs specifically provided for in this clause.

Subcontract means any contract, as defined in FAR 2.101, entered into with a subcontractor to furnish supplies or services for performance of the prime contract or a subcontract including transfers between divisions, subsidiaries, or affiliates of a contractor or subcontractor. It includes, but is not limited to, purchase orders, and changes and modifications to purchase orders.

(b) .Inspection/Acceptance

(1) The Government has the right to inspect and test all materials furnished and services performed under this contract at all places and times before acceptance. The Government will perform inspections and tests in a manner that will not unduly delay the work.

(2) If the Government performs inspection or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish and shall require subcontractors to furnish all reasonable facilities and assistance for the safe and convenient performance of these duties.

(3) Unless otherwise specified in the contract, the Government will accept or reject services and materials at the place of delivery as promptly as practicable after delivery, and they will be presumed accepted 60 days after the date of delivery, unless accepted earlier.

(4) At any time during contract performance, but not later than 6 months (or such other time as may be specified in the contract) after acceptance of the services or materials last delivered under this contract, the Government may require the Contractor to replace or correct services or materials that at time of delivery failed to meet contract requirements.

Except as otherwise specified in paragraph (b)(6) of this clause, the cost of replacement or correction shall be determined under paragraph (i) of this clause, but the "hourly rate" for labor hours incurred in the replacement or correction shall be reduced to exclude that portion of the rate attributable to profit. Unless otherwise specified below, the portion of the "hourly rate" attributable to profit shall be 10 percent. The Contractor shall not tender for acceptance materials and services required to be replaced or corrected without disclosing the former requirement for replacement or correction, and, when required, shall disclose the corrective action taken. [Insert portion of labor rate attributable to profit.]____

(5)(i) If the Contractor fails to proceed with reasonable promptness to perform required replacement or correction, and if the replacement or correction can be performed within the ceiling price (or the ceiling price as increased by the Government), the Government may-

(A) By contract or otherwise, perform the replacement or correction, charge to the Contractor any increased cost, or deduct such increased cost from any amounts paid or due under this contract; or

(B) Terminate this contract for cause.

(ii) Failure to agree to the amount of increased cost to be charged to the Contractor shall be a dispute under the Disputes clause of the contract.

(6) Notwithstanding paragraphs (b)(4) and (5) of this clause, the Government may, at any time, require the Contractor to remedy by correction or replacement, without cost to the

Government, any failure by the Contractor to comply with the requirements of this contract, if the failure is due to-

(ii) The conduct of one or more of the Contractor's employees selected or retained by the Contractor after any of the Contractor's managerial personnel has reasonable grounds to believe that the employee is habitually careless or unqualified.

(7) This clause applies in the same manner and to the same extent to corrected or replacement materials or services as to materials and services originally delivered under this contract.

(8) The Contractor has no obligation or liability under this contract to correct or replace materials and services that at time of delivery do not meet contract requirements, except as provided in this clause or as may be otherwise specified in the contract.
