A.1.3. North American Industry Classification System (NAICS): 518210 - Data Processing, Hosting, and Related Services
A.1.4 Product Services Code (PSC): R423 - Support Professional: Intelligence
A.2 The proposed task order for the SDS requirement will be a single, Firm Fixed Price (FFP) award, competed among Service-Disabled
Veteran-owned Small Businesses that are DRAID BOA holders.
A.2.1 The period of performance for this requirement is one, 12-month Base Period, plus four, 12-month Option Periods.
A.2.2 The primary place of performance will be the Suffolk Building in Falls Church, Virginia; however, other sites may be reassigned in the National Capital Region authorized for use by CDAO. See Section 3.3 of the Performance Work Statement (PWS) - SDS, identified as an Attachment in Section J.
A.3 The task order award will be based on the best value to the Government. Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement.
A.3.1 The following three evaluation factors will be used: Security, Technical and Price.
A.3.1.1 The relative order of importance assigned to the evaluation factors is: The Security Factor is more important than the
Technical and Price Factors. In the event an offeror receives a rating of Unacceptable for Factor I and is considered ineligible for award, the Government may determine that further evaluation is unnecessary and conclude the evaluation process without reviewing that offeror's Technical or Price volumes. The Technical Factor is more important than the Price Factor. Under the Technical Factor, there are subfactors that relate to the Task Areas identified in the SDS PWS. There is no relative order of importance for the Technical subfactors; all are of equal importance. There are no subfactors under Price.
A.3.2 The Government intends to evaluate proposals and award the single, FFP, task order without exchanges or discussions with offerors; however, the Government reserves the right to contact offerors if the designated Contracting Officer determines that exchanges or discussions would be necessary.
A.3.2.1 The Government shall evaluate a maximum of one proposal from each offeror. Submission of proposal files is to be to via electronic mail (email) to the designated Contracting Officer and Contract Specialist no later than the specified suspense.
A.3.3 To be eligible for task order award, an offeror must receive a rating of no less than Acceptable under the Security and Technical
Factors. The Technical subfactors must also receive a rating of no less than Acceptable for the proposal to be considered for award.
A.3.3.1 The Government reserves the right to award to other than the lowest priced if determined to be the best value; however, award may be made to the lowest priced offeror if determined to be the best value.
A.3.3.2 The Government reserves the right to make no award, depending on the quality of the submissions, prices submitted, and
