WHISKEYTOWN NATIONAL RECREATION AREA
DETERMINATION OF ELIGIBILITY FOR ABANDONED MINE SITES
FOR MISSION CRITICAL PUBLIC SAFETY CLOSURES
Solicitation #140P8425Q0028
Statement of Work
Whiskeytown National Recreation Area (WHIS), National Park Service (NPS), is seeking a qualified
CONTRACTOR to research, document, and complete determinations of eligibility (DoE) for two (N= 2) abandoned mine sites for mission critical public life, health, and safety closures. The DoEs will assist the
Park with compliance required under 36 CFR 800 for Section 106 and Section 110 of the National
Historic Preservation Act (NHPA, 54 U.S.C. § 300101 et seq.). This project also fulfills the requirement for baseline documentation as outlined in NPS-28.
WORK REQUIREMENT
Preparation of documents for Determinations of Eligibility (DoE) for potential listing on the National
Register of Historic Places is required for two mine sites. Work may include field documentation of the sites to assess current conditions, photo-documentation, and updated GIS-based maps for individual features in advance of document preparation.
1. Permit: The CONTRACTOR shall secure and provide a copy to the park an Archaeological
Resources Protection Act (ARPA) permit in accordance with NPS policies and procedures in advance of all work activities (https://www.nps.gov/archeology/sites/permits.htm) . A copy of the permit shall be provided to the Contracting Officer’s Representative or Whiskeytown NRA
Cultural Resource Program Manager in advance of all work activities.
i. As a condition of performing work within WHIS, the CONTRACTOR shall be required to furnish and ensure that all personnel working in the park are supervised in-person by an employee named on the signed ARPA permit.
ii. Deliverables identified in the signed ARPA permit issued to the CONTRACTOR shall be submitted to the Park by the end of the Period of Performance.
2. The CONTACTOR shall furnish sufficient technical, supervisory, and administrative personnel to ensure completion of the work by December 1, 2025.
3. Literature Review: Sufficient background research shall be conducted to identify known archeological resources and potential types, and density of archeological resources expected within designated site areas. Minimally, the CONTRACTOR shall review significant published works relating to archaeological work conducted within and near the work areas. This will include but will not be limited to early and recent works (e.g., primary sources, GIS data, grey literature, & ethnographic/ethnohistoric sources). The literature review may but will not be limited to the following: historic and current base maps, previous archeological reports, archaeological site records, park GIS data, or other information.
4. Archaeological Inventory: The CONTRACTOR shall conduct pedestrian archeological inventory survey, as required, to complete a determination of eligibility for 15 abandoned mine sites. The purpose of this task will be to document all cultural resources (structures, features, objects);
record their characteristics on standard California DPR site forms; assess their scientific value, integrity, and condition; and evaluate and provide a determination of their National Register for
Historic Places eligibility using the NPS Standard National Register Form. Locations of all sites/features will be recorded using GPS. The inventory survey will be conducted with sufficient intensity as to equate to 100% inventory coverage of the mine site area and to reasonably find all historic properties (as defined in the National Historic Preservation Act and its implementing regulations) which may be visible on the surface of the ground.
5. Archaeological site testing or other subsurface analysis is not required.
i. The Contractor is required to complete the DoEs utilizing industry standards and best management practices for archaeological and historic resource documentation and background research. Submission of the completed DoEs to the NPS will be reviewed and accepted if the resulting documentation meets the requirement.
Consultation with the SHPO and any subsequent work required is the responsibility of the NPS.
6. The CONTRACTOR shall record all updated site information for each abandoned mine site/feature using the standard California DPR site forms (https://ohp.parks.ca.gov/).
7. The CONTRACTOR shall submit Geospatial (GIS) data that meets the National Park Service
Cultural Resource Spatial Data Transfer Standards (https://www.nps.gov/orgs/1094/index.htm ).
The ArcGIS Geodatabase template of the NPS CR Standards is recommended
(https://irma.nps.gov/DataStore/Reference/Profile/2206880 ).
8. The CONTRACTOR shall evaluate the National Register of Historic Places eligibility for each site based on the National Register Criteria (How to Apply the National Register Criteria for
Evaluation (nps.gov)) using the NPS Standard National Register Form 10-900; National
Register Forms - National Register of Historic Places (U.S. National Park Service)
(nps.gov).
i. The NPS may accept completed DPR forms or other industry standard formats that adequately document the DoE under the National Register Criteria if it is determined that the site is not eligible for the NRHP in lieu of the National Register Form 10-
900 in consultation with the COR.
9. The CONTRACTOR shall attend a site visit/kickoff meeting with park staff prior to the start of fieldwork and an out-brief meeting with park staff at the end of fieldwork.
10. The final NPS Standard National Register Form 10-900 and other standard documents for each abandoned mine site and all associated attachments, appendices, etc. shall be sufficient in quality and content, as determined by a NPS Secretary of Interior qualified Archeologist or
Historian, to be submitted for review and concurrence to the California State Historic
Preservation Office.
11. A final report (in Word and PDF) shall be submitted to the NPS that summarizes the work performed. The report shall include a narrative description of assessment results, the work https://www.nps.gov/orgs/1094/index.htm https://irma.nps.gov/DataStore/Reference/Profile/2206880 https://www.nps.gov/subjects/nationalregister/upload/NRB-15_web508.pdf https://www.nps.gov/subjects/nationalregister/upload/NRB-15_web508.pdf https://www.nps.gov/subjects/nationalregister/national-register-forms.htm https://www.nps.gov/subjects/nationalregister/national-register-forms.htm https://www.nps.gov/subjects/nationalregister/national-register-forms.htm completed, project goals realized, project photo-documentation, and any graphic documentation produced during the project.
12. The final documents are public documents and cannot be copyrighted. Information compiled in the final report may be used by the NPS for cultural resource management purposes. Information collected for background research may be used by permittees in other publications that can be copyrighted. However, the permittee must not publish, without the prior permission of the regional director, any locational or other identifying archeological site information that could compromise the government's protection and management of archeological sites (ARPA Permit, Standard Permit Conditions 15.x).
