The carrier must be a wheeled machine with a maximum operating weight of 48,000 lbs, a minimum engine horsepower of 160, all-wheel drive, minimal tail swing radius (no greater than 8 feet), overall width not exceeding 13 feet with stabilizers deployed, and a working reach of at least 40 feet. Additional requirements include the ability to handle woody material of at least 18 inches in diameter, a minimum lift capacity of 3,500 lbs with boom fully extended, a travel speed of at least 10 mph, an elevating climate-controlled cab with ISO-certified rollover protective structure, and 360-degree continuous turntable rotation. The equipment must include a heavy-duty grapple saw and rotating log grapple as attachments.

The vendor is responsible for delivery to the Sleeping Bear Dunes National Lakeshore Maintenance Area at 12447 Wisniewski Road, Empire, Michigan 49630, between 7 a.m. and 4 p.m. on weekdays (Monday through Friday only, unless approved otherwise). Delivery must occur before the September 28, 2026 rental start date, and pickup can occur anytime after December 11, 2026. The vendor must coordinate with the Contracting Officer Representative (Matt Wieber, 231-631-9682, matt_wieber@nps.gov) or Point of Contact (Jaime Vanpoortfliet, 231-326-4784, jaime_vanpoortfliet@nps.gov) at least one week prior to delivery and pickup. Rental fees include monthly rental rates, delivery and retrieval costs, rental protection, environmental charges, and miscellaneous fees. The vendor is responsible for all equipment service during the rental period, with emergency response within 24 hours or one business day; if equipment requires service for five or more calendar days, the vendor must provide a suitable replacement or prorate the rental fee. The vendor must also obtain necessary federal, state, or local transportation permits and provide comprehensive machine-specific operator training by a qualified representative at delivery.

Statement of Need:

Sleeping Bear Dunes has a hazard tree removal program where dead and dying trees are removed from high traffic areas to decrease the risk of serious injury to visitors and damage to property. Due to increasing number of complex hazard trees a machine is needed to fell trees in a more efficient and safe manner.

This requirement is for rental supplies only. Brand name or “or equal” requirement, must meet or exceed, based on the following specifications:

General Requirements:

Carrier Specifications:

• Wheeled machine

• Total operating weight of no greater than 48,000 lbs.

• Engine horsepower of no less than 160.

• All-wheel drive.

• Overall width no greater than 13’ (with stabilizers in down position).

• Ability to handle no less than 18” diameter woody material.

• Elevating, covered, and climate-controlled cab.

• Working reach of no less than 40’.

• ISO, or equivalent, certified Rollover protective structure (ROPS) and safety railings.

• 360° continuous turntable rotation

• Hydraulic attachment quick connects.

• High flow hydraulic system

• Aux. Hydraulic flow rate.

• Minimum lift capacity of no less than 3,500 lbs. with boom fully extended.

• Travel speed of no less than 10mph

• Bracket to secure attachment to machine while travelling

Delivery Location:

Rental Period and Delivery Instructions:

• Rental Period: 11 weeks

• Dates of use: September 28th, 2026, to December 11th, 2026

a. These dates do not include delivery and pick-up of the equipment, and only includes the period in which the rental charges will be applied.

b. Delivery of equipment must be delivered before the September 28th, 2026, start date of the rental period // Pick-up can be any time after the December 11th, 2026, end date of the rental period – All of this will need to be coordinated by the vendor to ensure these various dates are met accordingly, please work with the POCs listed below to ensure timeframes are adhered to.

• Arrangements for delivery must be made with Delivery COR or POC 1 (one) week prior to delivery/shipment:

** Vendor must contact park to make delivery arrangements 1 (one) week prior to delivery and advise exact date time (to ensure park personnel are there to receive the equipment) and advise the park POC or

COR 1 (one) week prior to exact pick-up date and time (to ensure park personnel are there for pick-up) **

** Equipment and attachments (if applicable) must be delivered to the location annotated above between the hours of 7am – 4pm, on regular business days of Monday thru Friday. Weekend deliveries only by approval of COR or POC **

Rental Fees:

• Monthly rental rate.

• Fees associated with delivery and retrieval of the equipment.

• Rental protection, environmental charges, and any other misc. charges

• Delivery/pickup cost

Other Information:

• The vendor will be responsible for service of the equipment during the entire rental period and will respond to emergency service requests within a reasonable timeframe, preferably 24 hrs. or one business day of the initial report. If a breakdown occurs and the equipment must be taken out of service for five or more calendar days, the vendor shall provide a suitable replacement, or pro-rate the rental fee to reflect the lost days.

• The vendor will be responsible for delivery and pick up of the equipment. The selected vendor shall be responsible for obtaining any necessary Federal, State, or local transportation permits if applicable.

• The vendor will provide comprehensive, machine specific, operator training by a qualified representative at time of delivery.
