Project Specifications Summary
This is a Project Specifications document for wastewater treatment plant testing services at Buffalo National River, issued by the National Park Service on March 4, 2025.
The contractor is required to provide monthly water quality sampling and laboratory testing services at three sewer treatment plants: Buffalo Point Lower Plant (AR00034941), Buffalo Point Upper Plant (AR00034959), and Tyler Bend Plant (AR0003816-W). All work must comply with 40 CFR Part 136 and be tested at an Arkansas Department of Environmental Quality (ADEQ) certified or approved laboratory. For Buffalo Point Lower Plant, ten parameters (pH, Dissolved Oxygen, Total Residual Chlorine, Total Suspended Solids, Ammonia-Nitrogen, E-Coli, 5-Day Carbonaceous Biochemical Oxygen Demand, Total Phosphorus, Total Kjeldahl Nitrogen, and Nitrate + Nitrite) must be sampled monthly from March through November (9 sample dates). Buffalo Point Upper Plant requires the same ten parameters sampled monthly January through December (12 sample dates). Tyler Bend Plant requires 26 effluent parameters and 20 soil parameters tested once yearly in January. The contractor must provide monthly data sheets to the park COR and sewer plant operator, with invoices processed through the IPP Platform upon receipt of data sheets.
The contract is structured as a continuing service agreement with a base year (5/15/2026–5/14/2027) and four optional renewal years. The contractor must furnish all personnel, equipment, materials, and supervision necessary to complete tasks. Work shall be performed during standard business hours (6:30 a.m. to 5 p.m., Monday–Friday) unless prior approval is obtained. The contractor must notify the park 24 hours before arriving for sampling and comply with National Park Service regulations, including smoking restrictions and maintaining public safety. An ADEQ lab certification is required as a submittal. The National Park Service will complete and submit all required regulatory reporting paperwork to government agencies.
