About this file
This is a Statement of Work (SOW) for portable toilet rental services at Apostle Islands National Lakeshore in Bayfield, Wisconsin, issued by the National Park Service Interior Regions 3/4/5 Ohio Major Acquisition Buying Office on December 10, 2025.
The National Park Service seeks a vendor to supply and service up to 12 portable toilet units, including two ADA-accessible units, to support Mainland Ice Cave operations during the winter season from February 15, 2026 to March 15, 2026 (weather permitting). The requirement is driven by anticipated visitation exceeding 100,000 visitors during the ice cave season, as the park's existing two-stall comfort station cannot accommodate demand. Historical data indicates the 2014 ice cave season attracted over 138,000 visitors in eight weeks. The contractor must deliver units to Meyers Beach parking area and the east end of Mawikwe Road, 16 miles northeast of Bayfield, Wisconsin, as directed by park staff. Service requirements include regular pumping, refilling of toilet paper and hand sanitizer dispensers, and general cleaning, with units serviced in evening hours to prevent freeze-up and avoid early morning visitor traffic. The contractor must respond to service requests within one hour of notification from park staff, with cleaning frequency dependent on usage and potentially requiring twice-daily servicing during heavy use periods. Each unit must include a hand sanitizer dispenser. The contractor shall develop and maintain quality control procedures ensuring services meet commonly accepted commercial practices and shall implement procedures to identify, prevent, and ensure non-recurrence of defective services, with government periodic performance evaluation.
