About this file

This Statement of Work (SOW) details solid waste tipping, disposal, and recycling services for Isle Royale National Park. The park generates approximately 600 cubic yards of solid waste and 350 cubic yards of recycling annually, with waste collected at 800 East Lakeshore Drive in Houghton, Michigan. The park owns multiple dumpster sizes (1, 3, 4, and 6 cubic yards) and requires the contractor to provide 8 cubic yard recycling dumpsters.

Key service requirements include year-round waste disposal in a state-approved landfill, with varying pickup frequencies based on seasonal park usage. The service period spans a base year from September 1, 2025 to August 31, 2026, with four optional one-year extension periods through August 31, 2030. Invoicing will be monthly, calculated per cubic yard, with separate charges for trash and recycling. The contractor must adhere to OSHA, federal, state, and local regulations, provide their own equipment, and handle waste according to environmental standards. Pickup schedules range from weekly during peak season (June 1 - September 15) to once every two weeks during winter months, with flexibility for additional on-call services as needed.

STATEMENT OF WORK

Solid Waste Tipping and Disposal and Recycling Services

Isle Royale National Park

Background

Isle Royale National Park (the Park) generates approximately 600 cubic yards of solid waste and approximately 350 cubic yards of recycling per year. All trash is picked up at the Isle Royale National Park located at 800 East Lakeshore Drive in Houghton, Michigan 49931.

Contract Requirement

This requirement is for the Solid Waste Tipping and Disposal and Recycling Services for Isle Royale National Park. The park is responsible for transporting the solid waste dumpsters and recycling dumpsters on the support ship (USNPS Ranger III) from the island to the mainland facility for the selected contractor to perform tipping and disposal of the transported island solid waste and recycling and the mainland solid waste and recycling. The contractor is to collect the solid waste and recycling during the park’s regular business hours between 7:00 am and 4:00pm Eastern Standard Time, Monday through Friday. Park personnel must be present to give the contractor access. Solid waste dumpsters are park owned and maintained dumpsters that meet Occupational Safety & Health Administration (OSHA) engineering standards. The frequency and quantity of tipping and disposal will vary based on seasonal park usage, as described below

The park owns four sizes of solid waste dumpsters. The recycling dumpsters are to be provided by the contractor. The solid waste and recycling dumpsters are outlined in Table No. 1 below.

Table No. 1 – Solid Waste and Recycling Dumpsters

Solid Waste Dumpsters (Park Owned) Size Quantity 1 Cubic Yard 4 3 Cubic Yard 4 (3 island/ 1 mainland) 4 Cubic Yard 16 6 Cubic Yard 5

Recycling Dumpsters (Contractor Owned) Size Quantity 8 Cubic Yard 6 (1 Mainland / 5 Island)

The park owned dumpsters that require tipping come in four different sizes as stated above (see images in “Park Owned Solid Waste Dumpster Images” section). The four sized dumpsters that will require tipping throughout the season vary from pick up to pick

up. All Park-owned dumpsters are fitted with standard side-lifting pockets. Dumpsters are labeled by cubic yard size for the contractor’s truck driver to determine cubic yards tipped. Isle Royale will be responsible for serviceability of all solid waste dumpsters (leaking, lift pockets, tops, integrity, wheels, etc.) while the selected contractor is responsible for serviceability of all recycling dumpsters and the integrity and serviceability of the receiving vehicles.

The selected contractor is required to tip/empty all park dumpsters, year-round, and dispose of this waste in a Michigan or other state approved landfill meeting any and all Federal, state or local laws, ordinances or regulations. All contractor equipment and personnel must meet Federal, State and local laws, ordinances and regulations for transport and disposal of solid waste. The selected contractor’s equipment may not leak or spill any effluent from the equipment or during tipping of the dumpsters. The selected contractor is responsible for spillage of any and all fluids from the truck used and will be required to report to the COR and clean any spilled fluids while on the park’s facility.

Contractor’s personnel must meet any and all OSHA (29 CFR) or Michigan OSHA (MIOSHA) regulations referencing worker safety and Personal Protective Equipment.

Contractor must comply with any and all applicable Hazardous Materials Regulations under USDOT 49 CFR and any Michigan DOT regulations.

Tips are anticipated as shown in the table above, except in rare circumstances when an on-call service may be required. The sizes and quantities may vary. In rare circumstances, an additional pickup may be requested during the week. If an additional pickup is needed, the park will notify the contractor by phone or e-mail with a 24-hour notice. Only the COR (Contracting Officer’s Representative) for the contract may request additional pickups.

The dates indicated on the table above may vary slightly (by approximately 5 days) from year to year.

During observed Federal holidays, the park headquarters is closed and therefore no pickup would be possible. From May 1 through October 1 the contractor is required to reschedule any missed pickup the next business day after an observed federal holiday. This typically happens for Memorial Day, Juneteenth, Independence Day and Labor Day.

Solid Waste and Recycling Dumpsters - Specific Requirements

All solid waste and recycling dumpsters will be positioned by park employees at the west-end of the facility lot for tipping by the contractor. Empty dumpsters (not to be tipped) will be positioned in a distinctly different location.

Typically, during the winter season (November 16th – March 31st), only one dumpster accumulates waste that requires tipping once every other week unless under an extreme circumstance. Recycling accumulates slowly during the winter season and will be tipped on an as-needed basis. The contractor shall provide the park with a dispatch phone number for off-schedule tipping.

Period of Performance

1) Base Year: Sep 1, 2025 – Aug 31, 2026.

2) Option Year 1: Sep 1, 2026 – Aug 31, 2027.

Invoicing Information

The contractor will issue monthly invoices to the Park. Billing for all trash and recycling tipping will be based on per-cubic yard dollar amounts. Any dumpster positioned by the Park for tipping will be assumed to be full and shall be invoiced for the full cubic-yard size of that dumpster. Trash waste charges will be calculated using the total number of cubic yards of trash collected at each trash pickup during a billing month. Recycling charges will be calculated using the total number of 8-yard recycling dumpsters tipped at each pickup during a billing month. Waste and recycling charges will be shown separately on each invoice.
