About this file

This document is a Specifications file for a Polymers and Liquid Aluminum Sulfate Indefinite Delivery, Indefinite Quantity (IDIQ) contract issued by Yosemite National Park's Utilities Branch. The solicitation seeks suppliers for water and wastewater treatment chemicals to serve two facilities: El Portal Wastewater Treatment Plant (EPWWTP) in El Portal, CA, and the Wawona Wastewater and Potable Water Plants in Wawona, CA. The contract term is one year with four option years (five years total). Expected contract award date is no later than July 1, 2026, with delivery orders to be placed as needed by the contracting officer within 10 days of notice to proceed.

For EPWWTP, vendors must supply three polymer types: liquid Polyaluminum Chloride (PAC) for tertiary treatment (1,650 gallons annually in 275-gallon totes, delivered three times yearly); dry anionic polymer for secondary clarification (100 containers of 50 pounds annually on pallets); and liquid polymer for centrifuge digester solids (in 275-gallon returnable totes, vendor-removed). Additionally, EPWWTP requires liquid aluminum sulfate for secondary treatment (22,500 gallons annually in 4,500-gallon bulk deliveries, five times yearly, vendor-pumped into existing tank). For Wawona facilities, vendors must supply liquid PAC polymer for the wastewater plant (5,000 gallons annually) and potable water plant (1,200 gallons annually), both in 275-gallon totes. All products must be NSF 60/61 approved and meet specific performance criteria for turbidity, phosphorus levels, and effluent characteristics without violating NPDES or water quality regulations. Vendors must submit polymer samples for NPS jar testing, provide chemical makeup results and cost per 1,000 gallons treated within 72 hours post-testing, and potentially provide a five-day supply for full-scale treatability testing at government cost via charge card (non-contractual obligation). Pricing must be submitted as cost per 1,000 gallons of water and wastewater treated. All materials will be awarded to a single vendor for both facility locations. Vehicle length is restricted to 45 feet maximum on Highway 140, and vendors must remove all empty containers at each delivery.

Specifications Polymers and Liquid Aluminum Sulfate IDIQ

Yosemite National Park

Objective:

The Utilities Branch at Yosemite National Park is soliciting for multiple types of polymer and liquid aluminum sulfate to aid in the process of water and wastewater treatment. The intent is to contract for materials that will improve plant operation and reduce total costs. These two facilities are located in El Portal on Highway 140 just east of Mariposa, and Wawona on Highway 41 at the south end of Yosemite National Park. Utilities Branch at Yosemite National Park is looking for a one-year contract with 4 option years, or a total of 5-year contract.

Background:

The El Portal Wastewater Treatment Plant (EPWWTP), 5083 Foresta Road, El Portal, CA 95318 is located on CA Route 140 and is at 2,000 feet elevation. Summer months are dry and very warm, winter months can produce snow. Delivery of goods during winter months may require chains on the delivery vehicle. There is a 45-foot maximum vehicle length limit, on CA Route

140. This plant has the ability to treat up to One Million Gallons per Day (1 MGD) of wastewater.

The EPWWTP is soliciting for three (3) types of polymer:

First, is a liquid Polyaluminum Chloride (PAC) polymer used in the tertiary treatment process.

This product must reduce tertiary influent nephelometric turbidity unit (NTU) of 2 or lower and tertiary effluent average NTU of 0.10 or lower. This product must meet phosphorus influent of 2- 3 mg/L and effluent of .20 mg/L. Must be National Science Foundation (NSF) 60/61 approved and must not change effluent characteristics which would cause failure to meet National Pollutant Discharge Elimination System (NPDES) requirements. This is to be delivered in totes of 275 gallons and 2 totes per delivery. Average usage is expected to be approximately 1,650 gallons/year, with delivery, 3 times per year. Any new or proposed PAC may not increase the conductivity of the final effluent above current levels with existing dosage.

Second, is a dry anionic polymer used in the secondary clarifier. This product must meet an influent 2-5 NTU and effluent of 1.0 NTU or lower. This dry polymer is to be delivered in 50-pound waterproof containers on pallet of 50. All containers and additives must be NSF 60/61 approved and must not change effluent characteristics which would cause failure to meet NPDES requirements. The expected annual procurement is 100 containers.

Third, is a liquid polymer used to centrifuge anaerobic digester solids. This product must consistently produce 24% or better total solids centrifuge discharge and produce visually clear centrate. The centrate cannot interfere with primary clarifier settling or decrease total solids to <2.5%. The polymer is to be delivered in returnable 275-gallon palletized totes and movable with forklift or pallet jack (55-gallon drums are not acceptable, and vendor is required to remove empty totes with each delivery)

EPWWTP Liquid Aluminum Sulfate:

Liquid Aluminum Sulfate is used in the secondary wastewater treatment process to lower phosphorus and turbidity. This product must meet phosphorus influent of 2-3 mg/L and effluent of .20 mg/L. Must be NSF 60/61 approved and must not change effluent characteristics which would cause failure to meet NPDES requirements. This is to be delivered in bulk of up to 4,500 gallons per delivery. Average usage is expected to be approximately 22,500 gallons/year, with delivery quantities of 4,500 gallons, 5 times per year. Vendor shall pump bulk amount into existing aboveground tank. Any new or proposed PAC may not increase the conductivity of the final effluent above current levels with existing dosage.

Background:

The Wawona Wastewater Plant located at 4004 Chilnualna Falls Road, Wawona, CA 95389, and the Wawona Water Treatment Plant located at 2840 Gordon Way, Wawona, CA 95389, are both on CA Route 41 are at 4,000 feet elevation. Summer months are dry and very warm, but winter months produce snow, sometimes up to 4 feet at a time. Delivery of goods during winter months may require chains on the delivery vehicle. The Wawona Wastewater Plant has the ability to treat up to 100,000 Gallons per Day (GPD), Wawona Water Plant has the ability to treat 400,000

GPD.

The Wawona District is soliciting for two types of polymer:

The Wawona Wastewater Plant currently uses a liquid PAC polymer. This product must reduce tertiary filter influent of up to 15 NTU to a tertiary effluent average of 0.5 NTU or lower. This product must meet phosphorus influent of 2-3 mg/L and effluent of .20 mg/L and must be NSF 60/61 approved. This PAC is to be delivered in 275 Gallon Totes. The Wawona Wastewater Plant uses approximately 5,000 gallons per year. PAC must not change wastewater characteristics where a violation of Federal, State, or local water quality regulations would occur.

The Wawona Potable Water Plant currently uses a liquid PAC polymer. This product must reduce tertiary influent of 0.50 NTU or lower and to a tertiary effluent average of 0.10 NTU or lower. Product must be NSF 60/61 approved. This PAC is to be delivered in 275 Gallon Totes.

The Wawona Potable Water Plant uses approximately 1,200 gallons per year. PAC must not change water characteristics where a violation of Federal, State, or local water quality regulations would occur.
