PERFORMANCE WORK STATEMENT (PWS)
1.
PERFORMANCE-BASED SCOPE OF WORK
The Contractor shall provide all management, supervision, qualified personnel/labor, tools, replacement equipment, programming interfaces, materials, transportation and other items and services necessary to maintain the rock block monitoring system at Mount Rushmore National Memorial in a manner that will ensure continuous operation of the monitoring system per this PWS.
The contractor shall perform this work as required to maintain the entire monitoring system. Equipment shall be maintained to ensure operability. The contractor shall provide a detailed annual report to the Contracting Officer’s Representative (COR) on the first day of the last month of the performance period, monitoring shall continue until the last day of the performance period.

PERFORMANCE HISTORY
A. Photogrammetry was performed on the Sculpture in 1998. The image of the sculpture was analyzed revealing 144 inconsistencies (Attachment A), and 22 separate rock blocks within the sculpture (Attachment B). Rock Block analysis revealed 2 “Potential Key” blocks (R16 and L17), and one block of Interest (W4), in addition to one block that has been previously measured (W1) as defined in Goodman and Shi [1985] (Attachment C).
B. A Rock Block Monitoring System was installed in 1998 to monitor these 4 blocks. This system used electric diodes to continuously monitor the fluctuations in crack width. During the period 2009 to 2011, the diode system was replaced with Strain Gauges as the measurement component. The componentry of this data collection system is listed below in section 4.
C. Rudimentary monitoring of rock block W-1 began with the initial analysis of the sculpture in 1970 with 6 stainless steel buttons mounted behind Washington’s head providing measurement points. All four rock blocks; W1, W4, R16 and L17 have been monitored from 1998 - 2008 utilizing the diode system and 2014 - 2024 using a fiber optic system. Data exists for these monitoring periods.

CURRENT COMPONENTRY
A. 12 monitoring locations consisting of: 2 Type 304 stainless steel support cylindrical rods anchored into the granite perpendicular to the rock face; standard laboratory swivel clamps mounted to the stainless steel rods, supporting Type 36 invar cylindrical rods mounted into the swivel clamps paralleling the surface of the granite. The invar rods support invar tabs and machined blocks, the strain gauges are attached to the invar tabs, suspended and flexed across to a machined block. Camouflaged PVC protective enclosures on all stations.
B. 12 Micron Optic’s os3110 weld-able optic strain gauges and 4 Micron Optic’s os4310 non-metallic temperature gauge.
C. Approximately 100 meters of multimode fiber optic line extend into 3 junction boxes. Approximately 80 meters of single strand fiber leads from the junction boxes to the 12 Micron Optic’s gauges and 4 temperature gauges in succession.

5.
GENERAL EXPECTATIONS
A. The Contractor shall perform the inspection, maintenance and repair of all components of the data collection and reporting system necessary to maintain operability.
B. The required maintenance functions include:
a. Maintaining the support station hardware and associated granite colored camouflaged PVC enclosures by; realignment, reapplication, and /or replacement as needed to maintain operability.
b. Maintaining the strain and temperature gauges to include; retrieval, realignment, calibration and/or replacement when the data output indicates a problem in any monitoring location.
c. Maintaining the fiber optic line path required for operability to include; retrieval, rerouting, splicing and/or replacement as required.
d. Maintaining the Micron Optics Optical Sensing Interrogator, its fiber connections, and the associated “ENLIGHT” analysis software, including any required updates.
e. All maintenance activities on the sculpture shall be performed, contingent upon safety and environmental conditions.
C. The contractor shall receive the collected data from the enlight software electronically
D. Contractor shall be responsible for providing, maintaining any and all off-site computers, laptops, printers and appurtenances necessary for compiling, analyzing and reporting collected data.
E. Contractor shall construct the necessary “ENLIGHT” configuration files for interrogator management, conversion of the gauge outputs wavelengths into temperature and displacement units, archiving and saving of data, data display, capture and communication to the Contracting Officer Representative of alerts and warnings, and communication of gauge abnormal behavior.
F. Contractor shall provide professional geological engineering interpretation of the data as related to any rock block movement trends. Prepare a movement analysis report of this information. The Contractor shall maintain a copy of the report, as well as provide the Contracting Officer’s Representative with a paper and an electronic copy G. Monitoring is to be performed continuously throughout the operational time period contingent upon safety and environmental conditions. Strain and temperature gauge data is to be collected and compiled once, at the same time, each day. Any data out of the normal movement range established within the historic movement report shall be reported to the Contracting Officer’s Representative immediately.
H. Contractor shall research, prepare and present a DRAFT movement mitigation plan to the COR and Leadership Team at the six-month mark of year two. This plan will anticipate the direction of travel for rock blocks W4, R16 and L17 and present up to three but no less than 2 mitigation options for the securing of each block. A mitigation option will be chosen for each rock block in the study, and plans will be finalized by the end of year two. By the six-month mark of year three, cost estimates will be prepared and attached to the mitigation plans of each rock block. Proposals considered for additional mitigation work if needed will be handled outside of this contract.
I. Contractor shall research, prepare and present a DRAFT water intrusion analysis and mitigation plan to the COR and Leadership Team at the six-month mark of year four. This plan will investigate the routes water enters the sculpture specifically related to the cracks associated with rock blocks W4, R16 and L17. The DRAFT plan will prepare mitigation strategies for the routes identified in the analysis. The plan will be finalized by the end of year four. By the six-month mark of year five, cost estimates will be prepared and attached to the mitigation plans for each water intrusion route identified in the analysis. Proposals considered for additional mitigation work if needed will be handled outside of this contract.
J. Rope Access certification through the Society of Professional Rope Access Technicians (SPRAT) SPRAT certifications must be accomplished and maintained by all team members who access the top of the sculpture in the SPRAT designated “access” zone, throughout the length of the contract. A copy of the current certification must be provided to the Contracting Officer’s Representative before access is granted. The contractor’s rope access team members accessing the sculpture must be accompanied by a member of the NPS Rope Access Team at all times.
K. All SPRAT guidelines must be adhered to while performing rope access. All necessary Rope Access Personal Protective Equipment shall be provided by the Contractor for its rope access team members.
L. A background investigation equivalent to the federal ANACI must be completed for all personnel that will access the top of the Sculpture, work with any related images, software, or outputs of the monitoring system. This background investigation will be completed by the Contractor at the Contractor’s expense and the written adjudication must be presented to the Contracting Officer’s Representative prior to access within the secure area or before having access to the above referenced information.
M. Program Manager: The contractor shall designate an individual to work directly with the Contracting Officer’s Representative. This individual shall be the Government’s point of contact. Any proposed change of the designated individual will be communicated in writing to the Contracting Officer’s Representative prior to the change.
6.
ANNUAL REPORT REQUIREMENTS
A. A detailed report showing displacement and temperature history for each individual strain and temperature gauge for the annual performance period with discernable line graph charts.
B. Professional geological engineering interpretation of the collected Rock Block Monitoring System data, as related to any block movement; to include analysis of data and reporting of possible or potential block displacement or failure.
C. Interpretation and documentation of all collected datum used to verify all components of the monitoring system are operating properly and details of any irregularities noted as well as any maintenance or repairs completed during the reporting period.
D. One paper copy and one electronic copy of the report will be delivered to the Contracting Officer’s Representative on or before the first day of the last month of the performance period.
7.
ANALYSIS STUDIES AND REPORT REQUIREMENTS
A. Contractor shall research, prepare and present a DRAFT movement mitigation plan to the COR and Leadership Team at the six-month mark of year two. Refer to Letter H above for complete item requirement.
B. Contractor shall research, prepare and present a DRAFT water intrusion analysis and mitigation plan to the COR and Leadership Team at the six-month mark of year four. Refer to letter I above for complete item requirement.
8. WORKING HOURS AND CONDITIONS
A. All on-site maintenance work will be performed during normal business hours of 8:00 a.m. to 4:30 p.m. Mountain Time. Any deviation from this time must be approved by the COR one (1) business day prior to work.
B. The Contractor shall coordinate with the COR at least ten (10) working days prior to any planned maintenance activities to be completed on the sculpture during normal business hours.
9.
PREVENTIVE MAINTENANCE SERVICES
A. Each instrument will be physically checked no less than annually or as needed for operability depending upon safety and environmental conditions on the sculpture. Instrumentation will be tested for operability, alignment, tightness of fasteners and connections. Protective enclosures will be repaired or replaced as necessary.
10.
REPLACEMENT PARTS
A. The PWS requires the Contractor to initiate and execute repairs on all monitoring equipment covered under this contract. Contractor shall notify the COR when any parts are replaced. The Contractor shall maintain a source or supply of parts/components necessary to ensure that the components are available and can be installed within 3 days if a breakdown or failure occurs. The Contractor shall provide all consumable parts, components, and supplies as required to maintain the equipment in service. "Consumable" parts are defined as items 4A, 4B and 4C from the component list detailed above. Parts shall be replaced at a minimum with exact kind as referenced in item 4 detailed above or may be upgraded for increased operability. Any deviation or upgrade from the replacement part list must be cleared by the COR. Software updates of item 4E the “ENLIGHT” analysis software is considered a consumable and not a major repair.
11.
MAJOR REPAIRS
A. The Government defines a "Major repair" as replacement of items 4D or 4E from the equipment listed in section 4 which are beyond the scope of specified preventive maintenance. Software updates of item 4E the “ENLIGHT” analysis software is considered a consumable and not a major repair. Any other unanticipated repair will be addressed on a case by case basis. After determining the extent of major repairs required to restore or replace defective equipment to full functionality, the Contractor shall provide the COR with a written proposal outlining the scope of repairs, cost estimate and an estimated time to restore system performance and integrity. The Contractor will not proceed with major repairs until directed by the Contracting Officer.
12.
QUALITY CONTROL PLAN
A. The Contractor is responsible for the quality of all work conducted in the performance of the contract. The Contractor shall provide a comprehensive, written Quality Control Plan (QCP) that identifies procedures established for self-inspecting the quality, timeliness and accuracy of data collection and equipment maintenance as specified in the contract documents. The Contractors QCP shall be provided with their proposal.
13.
PERFORMANCE REQUIREMENTS SUMMARY
