Specifications Perimeter Fence Replacement at Carter Barron Amphitheatre

Project Location: Carter Barron Amphitheatre, Rock Creek Park, Washington, D.C.

Date: August 15, 2024

1) Project Background In 2017, Rock Creek Park closed the historic Carter Barron Amphitheater, a contributing resource to the Rock Creek Park Historic District, following an engineering study that deemed the stage unsafe. Since that time, the park has worked continually to protect the facility from vandalism, boarding up the performer, administrative, concessions and backstage areas of the 4400-seat amphitheater on three separate occasions as we work through the design for the facility’s rehabilitation. We have repaired cuts in the 2,000-plus linear foot perimeter fence on dozens of occasions, securing professional fence services no less than five times to include the installation of razor and barbed wire in strategic locations. Despite our best efforts, vandals continue to damage the facility, setting fire to the under stage area of the amphitheater three times in the past three years.

2) Project Overview

a) This project encompasses the systematic deconstruction, removal and disposal of 2,120 LF of existing chain link fencing. Following this, the scope includes the meticulous clearing of the perimeter area of any debris and encroaching vegetation to include overhanging tree limbs that are obstructions and/or hazardous in nature. Trees to be cleared/cut are identified on the provided drawings associated with these specifications. The final phase involves the installation of a robust 8-foot-tall anti scale mini mesh fence, available in either 9-gauge or 11-gauge, featuring 3/8-inch mesh dimensions to ensure enhanced security and durability. This initiative aims to provide a reinforced perimeter barrier combining both aesthetic appeal and high level functionality.

3) Objectives

a) To remove the existing perimeter chain link fencing and gates, replacing it with 2,120 LF of 8’ high 3/8” mini mesh.

i) The Government will consider the following fencing options for installation per the solicitation language and Line Item structure. Where these options are indicated as alternatives, they will be evaluated on their own. The Government will choose which scenario is best, based on the needs of the Government and available funding:

(1) 2,120 LF of 8’ high 3/8” mini mesh – 9 gauge

(2) 2,120 LF of 8’ high 3/8” mini mesh – 11 gauge

(3) For both options are to be silver in color.

4) Scope of Work

a) Site Preparation

i) Mobilize the necessary equipment and materials to the site.

ii) Conduct a site survey to identify the boundaries of the existing fence.

iii) Ensure safety measures are in place, including signage and barriers to protect the public and workers.

b) Removal of Encroaching Vegetation

i) Compliance

(1) Work with the park's Tree Crew Supervisor (a Certified Arborist) to ensure that removal and trimming are completed to ANSI A300 Tree Care standards. Avoid disturbing areas of vegetation that will be flagged or fenced off, prior to the start of work, by NPS personnel.

ii) Vegetation Removal

(1) Clear encroaching vegetation within 3 feet of the fence line.

(2) Prune branches and limbs that overhang or touch the fence using pole saws and pruning shears.

(3) Remove and properly dispose of all cut vegetation, ensuring the area is left clean and tidy.

iii) Hazardous Tree Removal

(1) Working with NPS Tree Crew Supervisor, remove hazardous trees and limbs that pose a risk to the fence line. The extent of this work is detailed in the map and description of tree work, appended to this scope of work.

(2) Fell trees safely ensuring they do not damage the fence or surrounding property.

(3) Cut large trees into manageable sections for removal.

(4) Use of woodchippers to dispose of branches and smaller tree sections is allowed. Contractor to arrange for the disposal or recycling of larger logs.

c) Removal of Existing Fencing

i) Carefully dismantle and remove the existing perimeter chain link fencing and gates. Work must proceed sectionally, ensuring that fencing around the perimeter is intact at the end of each daily work period. Specifically, only the length of fence that can be replaced in a given day may be removed within that day.

ii) Dispose of all removed materials in accordance with local regulations

d) Installation of New Fencing and Gates

i) Inspect existing fence posts and infrastructure. Use existing fence posts, rails and gates. If a new post is needed in a specific location, prepare the ground and install new fence post at specified location according to the manufacturer’s specifications. Contractor to verify existing infrastructure/condition of current fence posts.

ii) Ensure post is set in concrete to provide stability.

iii) Install accepted 2,120 LF of 8 foot high, 9 or 11 gauge, 3/8 inch mini mesh fencing.

iv) Securely attach fencing to posts and rails to industry standard. Ensure the fence is taut and level.

e) Quality Assurance and Cleanup

i) Inspect the newly installed fence to ensure it meets all specifications.

ii) Perform necessary adjustments and/or corrections.

iii) Clean up the site, removing any debris and equipment.

f) Completion and Handover

i) Conduct a final walkthrough with the COR to confirm the work is acceptable.

ii) Provide documentation and certification of the completed work to include any material warranty documentation.

5) Requirements

a) Personnel

i) Qualified personnel with experience in fence demolition and installation, as well as hazardous tree identification and removal.

b) Equipment

i) Necessary tools and equipment for removal of old fencing, cleaning up the perimeter, and installing the new fence.

c) Safety Compliance

i) Adherence to safety protocols and regulations, including PPE.

6) Period of Performance

i) Period of Performance will be 90 days from issuance of award and will be inclusive of weather delays.
