About this file

This is a Statement of Work for a multiple-year winter pasture lease for Yosemite National Park. The National Park Service requires pasture facilities to house approximately 100 head of government-owned horses and mules during winter months (September through May annually) when snow and icy conditions prevent the animals from remaining in the park. The contractor must provide all pasture and supplemental hay (Alfalfa or Oat) to maintain animals in healthy condition, with each animal requiring a minimum of 1,200 pounds per month of air-dry forage. Pasture requirements include 10-15 acres per animal depending on type, elevation below 1,500 feet, 5-wire fencing capable of containing stock and accommodating trucks and trailers up to 50 feet long, hard-sided corrals or panel catch pens for processing animals, and constant access to clean fresh water. All loose barbed wire and hazards must be removed from pasture areas. The location must be within 3-4 hours' drive from Yosemite National Park to enable effective monitoring and transport by NPS Corrals staff.

The performance period runs from September 15, 2026, through September 14, 2031, consisting of a base year plus four option years. Livestock will be delivered in September and removed in May each year, with actual monthly head counts varying based on operational needs. Pricing is billed per head per month based on actual animals on pasture, with an estimated 730 head annually (750 rounded on price sheets). The sample 2024 schedule shows head counts ranging from 30 head in mid-September to 95 head during November through April, then declining to 65 head by May. The NPS will provide salt, vaccines, animal care, and transportation to and from winter pasture. Before bid acceptance, an NPS representative will conduct a physical inspection of the proposed pasture area to verify all specifications are met and agreed upon by both the contractor and NPS Contracting Officer.

Statement of Work Multiple Year Winter Pasture Lease

Yosemite National Park

Yosemite National Park (YOSE) staff maintain over 800 miles of trails in the park, the majority in wilderness. For a six-month period, government owned horses and mules (stock) transport staff, supplies, food and tools to the trail crews. In addition, the Backcountry Utilities Branch (BCU) uses the stock to maintain public restroom facilities along the Vernal and Nevada Falls corridor and composting toilets and water facilities in wilderness High Sierra Camps. The Protection Division uses the stock to patrol backcountry and front country areas. The Resources Division uses the stock to support backcountry monitoring and scientific projects and the stock is used to support local Native American Traditional Walks and projects in the backcountry. A horse or mule will generally consume at least 20 pounds of hay per day to sustain a healthy weight for a working animal.

The National Park Service (NPS) at Yosemite National Park has a requirement to lease Winter Pasture to support approximately 100 head of horses and mules during the months that the animals cannot live in the park due to snow and icy conditions.

Contractor Responsibilities:

1. Contractor shall provide all pasture and other feeds required to maintain NPS horses and mules in a normal and healthy condition considering the time of year.

2. Due to extreme dry conditions of pastureland, the contractor must feed hay (Alfalfa or Oat) to supplement the pasture. Stock shall be kept in healthy condition and feed as required to prevent weight loss and/or sickness.

3. All loose barbwire and other hazards shall be cleared of the pasture to prevent injuries to stock.

4. Pasture fence shall be 5 wire and capable of holding stock and preventing animals from leaving designated pasture areas. Fences, gates and access roads shall provide safe access to loading and unloading areas and be able to be accessible by truck and trailer up to 50 long.

5. All pasture areas must contain a corral or catch pen for the purpose of releasing, processing and gathering stock. Corrals shall be hard sided or consist of panels.

6. All pasture will preferably be below 1,500-foot elevations due to late feed growth and winter conditions of higher elevation pastures.

7. Each animal shall have a minimum of 1,200-lbs per month of air-dry forage. If pasture is depleted of natural forage, supplemental feed must be given to animals in the same portions per animal. The average amount of pasture required for this is between 10-15 acres per animal depending on the type of pasture offered.

8. Clean fresh water from all sources whether springs, ponds or troughs must be clean from dirt and mud.

Fresh water will be constantly available for the animals.

9. Winter Pasture must be within 3-4 hours’ drive from Yosemite National Park, so Corrals staff can effectively haul and monitor stock throughout the winter.

Attachment 02 Solicitation 140P8526Q0042

NPS Responsibilities:

1. The Animal Packer Supervisor or acting will inspect and monitor animal health and conditions throughout the winter.

2. The NPS will provide salt when and if needed.

3. NPS will provide and administer vaccines and animal care.

4. NPS corrals staff will haul animals to and from winter pasture locations.

Performance Period:

September 15, 2026, to September 14, 2027, Base Year September 15, 2027, to September 14, 2028, Option Year One

September 15, 2028, to September 14, 2029, Option Year Two September 15, 2029, to September 14, 2030, Option Year Three September 15, 2030, to September 14, 2031, Option Year Four

**Livestock will be delivered (approximately) during the month of September and removed in the month of May each year.

Pricing:

Price will be billed per head per month as to the actual number of stock on pasture each month. At the beginning and end of each option year, not all 100 head will be on pasture as some animals will still be in service within Yosemite. Sample of number of animals on pasture in 2024 is as follows:

09/15-09/30 @ 30 head 10/01-10/31 @ 65 head 11/01-11/30 @ 95 head 12/01-12/31 @ 95 head 01/01-01/31 @ 95 head 02/01-02/28 @ 95 head 03/01-03/31 @ 95 head 04/01-04/30 @ 95 head 05/01-05/31 @ 65 head = 730 head annually (**rounded up to 750 on Quote/Price Sheet to account for potential newly purchased stock.)

Actual number of head per month may vary due to weather conditions, workload, training and events requiring stock use.

Quality Assurance:

A physical inspection of proposed pasture area will be performed by an NPS representative and contractor before bid acceptance. All specifications shall be met and agreed to by contractor and NPS Contracting Officer.
