Specifications Certified Weed-Free Alfalfa Hay

Sequoia and Kings Canyon National Parks

The National Park Service (NPS), Sequoia and Kings Canyon National Parks, has a requirement for the supply and delivery of certified weed-free alfalfa hay. Trail Crews and Rangers require this hay to support livestock used to supply trail maintenance crews and law enforcement operations throughout the parks wilderness areas. The vendor shall supply, deliver, and unload 200 tons of certified weed-free alfalfa hay, and coordinate with the Sequoia and Kings Canyon National Park’s Corral Manager. The vendor will include the total cost of hay, fuel, handling, and delivery (to include unloading), to the designated delivery site designated below, in their quote. Certified weed-free alfalfa hay is required to prevent invasive plant species from proliferating in the park.

Specifications:

Vehicle and equipment requirements: Vendor will provide, transport, and unload a total of 200 tons of California certified weed-free alfalfa hay to Ash Mountain Corral, located at Sycamore Drive, Three Rivers, CA, 93271. The road to Ash Mountain Corral is a paved single lane road with limited turnaround space (see site map below). Vendors submitting quotes must have vehicles of proper length and capability that can deliver the hay within a distance to the barn storage areas where it can be stacked by the vendor using a hay block squeeze.

Note: Vendors must furnish, transport, and operate vendor-owned hay block squeeze and provide day labor necessary to neatly and orderly stack hay bales as directed by on-site NPS technical representative.

A total of 200 tons will need to be delivered to Ash Mountain. Deliveries will be a minimum of 50 tons for a single delivery and will occur from June 1, 2025, through November 30, 2025. The first delivery could be anytime between June 1, 2025, to July 1, 2025, depending on the snow melt.

Weed Free Certification: Hay will be standard size three strand bales of California Certified Weed-Free Alfalfa Hay, according to the protocols of either the California Invasive Plants Council (IPC) or the North America Invasive Species Management Association (NAISMA). NAISMA certified hay must be grown and certified in California. Both IPC and NAISMA protocols include pre-harvest inspection. IPC certification must be documented through a properly executed California Department of Food and Agriculture Form 66-079 (CDFA 66-079). NAISMA certification must be documented through a form meeting NAISMA standards and executed by an appropriately trained and certified individual (e.g. trained representative of CDFA, trained representative of the County Agricultural Commission, certified California inspector).

NAISMA certified bales must be tied using the NAISMA trademark yellow-and-purple twine.

Hay delivery scheduling: The Sequoia and Kings Canyon National Parks corral manager or official designee will work with the vendor to schedule deliveries. NPS will confirm that the Weed-Free certification is acceptable after delivery and before release of payment. No delivery is final until NPS confirms validity of the Weed-Free certification. If certificate is not acceptable or provided, the vendor is responsible for the pickup and removal of hay within 2 weeks of initial delivery at the vendors expense and at the scheduling discretion of the corrals manager or official designee.

At the park entrance, NPS may choose to physically inspect shipments to confirm that they are of sufficient quality. Shipments failing inspection will be denied entry into the Parks.

Delivery location: Ash Mountain corral Sycamore drive, Three Rivers CA 93271: approximately 1 hour from Visalia, CA.
