PART 1: GENERAL

1.1 SERVICES AND SCOPE: The services required will include all the design and preparation of construction plans and specifications, and specified Construction Management services, for designated portions of the Headquarters, Visitor Center, and Maintenance Facilities at Bosque del Apache National Wildlife Refuge. Overall project objective is to consolidate, modernize, improve and upgrade the facilities and infrastructure at the HQ/VC site of Bosque del Apache NWR (BdA) by demolition, reconstruction, and renovation referenced in the preliminary planning documents including the Strategic Refuge Infrastructure & Facilities Plan Supplement by Joseph David Associates of September 2020, Strategic Refuge Infrastructure & Facilities Plan by Joseph David Associates of September 10, 2020, BdA Staffing Numbers 4/4/2022, and Masterplan. Note that the proposed locations of the Visitor Center and other facilities are as shown on the Masterplan and not necessarily as proposed in the Joseph David Associates documents. Exhibit planning documents include Bosque del Apache Thematic Matrix and Bosque del Apache Wildlife Refuge Messages and Themes. Several of the buildings proposed for re-purposing are in the historic CCC/New Deal Era site, and any physical renovation proposed for these buildings will need to be approved by the New Mexico SHPO;

coordination with the SHPO will be a FWS responsibility with the assistance and participation of the AE contractor.

1.1.1 Preliminary Architectural programming is based on the FWS Large Size Admin/Visitor Facility, a copy of which is attached, to relate adjacencies and functional spaces standard in FWS facilities, and subject to adjustment during the planning process. General architectural programming consists of:

Visitor Center 5,000 square feet Bunkhouse, 3 bedrooms with 3 bunkbeds each 3,000 square feet Volunteer Lounge Building 1,900 square feet Total New Construction 9,900 square feet

Renovated HQ Building 8,000 square feet

Partially Renovated Maintenance Shops

Utility Upgrade of existing 18 RV Spaces

Renovated Volunteer Dorm into Classrooms with main access to the north public plaza.

Consolidation of chemical, pesticide and herbicides storage shall be addressed.

Note that if COVID or other health issues become significant, FWS may request the replacement of the Bunkhouse concept with 7 tiny homes.

Site development shall include the reconfiguration of roads to provide access to the Maintenance Yard from the north and not through the Staff and RV areas as they are currently accessed.

Also included is development of parking areas for staff and for visitors, taking into account the large number of visitors during the Festival of the Cranes and other events. Parking shall include oversize parking, overflow parking, bicycle parking, and bus drop-off.

The Refuge is currently using Starlink satellite service. In the future the Refuge may connect to high speed fiber along Highway 1 directly to the east of the Refuge Visitor Center parking lot. The AE will be responsible for designating the approximate future location of the connection of the high speed fiber at Highway 1 to the Refuge.

Site development shall take advantage of higher ground elevations near the existing HQ/VC site and focus on views from there to the wetlands and waterfowl to the east.

Site development will include the replacement of many of the existing underground water and sewer lines which are functioning poorly. The AE shall assess and design improvements to the existing utilities by using surveys provided as attachments to this SOW, and by physically locating and determining the functionality of utilities on site.

A New covered and lighted fueling station for the Maintenance area shall be included in the design, with vehicle access from both sides, to accommodate the three existing fuel tanks: 2000 Gallon Unleaded; 2000 Gallon Dyed Diesel; 1000 Gallon Clear Diesel.

Design shall be in accordance with LEED standards (Silver certification required), for the Visitor Center, and all applicable building codes.

1.1.2 Materials shall be of high quality, durable, and easily maintained.

1.2 AE CONTRACTOR RESPONSIBILITY: The contractor shall be responsible for the professional quality, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications.

1.3 CURRENT DESIGN LEVEL: The current design level has been developed to approximately 10% completion consisting of the included Architectural Program, Masterplan, Interpretive plans, Project Data Sheet, current staffing level document, and the other requirements set forth in this SOW.

1.4 BUDGET PARAMETERS: Total project design and construction budget is $16,600,000, which includes all design services; exhibitry design, fabrication and installation; all construction, all site development, utilities, and construction contingencies.

AE shall design the project so that construction estimate does not exceed $16,600,000 minus AE Design and AE Construction Management costs, and minus $500,000 for exhibitry fabrication and installation. If design cost estimates indicate all project items cannot be constructed for the stated budget, AE shall establish a base bid scope within the budget, and optional/alternate bid items. In any case, the AE shall design all project items complete under this AE design contract.

Furthermore the exhibitry budget is $100,000 for design, and $500,000 for fabrication, and installation. AE contract shall include Exhibitry design.

1.5 CONSTRUCTION SITE: The construction site is as shown on the attached site

1.6 GREEN BUILDING CONSIDERATIONS: Executive Orders 13101 and 13123 require the Government to use “Sustainable Design” for all new facilities. Design shall promote waste and pollution prevention, water and energy conservation, and utilize materials that have the highest percentage of recovered materials practical, considering price, availability, and performance.

1.6.1 Use the most energy efficient equipment that is practical in all mechanical, electrical and plumbing systems, and design these systems to promote a healthy environment for the occupants of the building.

1.6.2 Research and specify “Environmentally Preferable Products” and “Recycled Products” wherever possible. This requirement shall include, but not necessarily be limited to considering products containing recycled content for concrete, steel, masonry units, thermal insulation, carpet, acoustical ceiling tile, gypsum board, wood floors, ceramic tile, paints and coatings, etc. Utilize products that are designated in the Environmental Protection Agency’s Comprehensive Procurement Guideline (www.epa.gov/cpg/).

1.6.3 LEED Certification: The new Visitor Center shall be designed to obtain LEED Silver certification at a minimum. AE design documents shall require the Construction Contractor to obtain LEED Certification and subcontract with a LEED consultant. The AE shall provide information to the Construction Contractor and their LEED consultant during the construction process as required.

1.7 PERIOD OF PERFORMANCE: See Section F of the solicitation /contract.

1.8 PROJECT MANAGER: The FWS Engineering Project Manager/Contracting Officer Representative for this project is Jeffrey Johns. Any questions regarding the scope of work and technical matters shall be directed to Jeffrey Johns, Architect/Civil Engineer, U.S.

1.9 GOVERNMENT FURNISHED INFORMATION: See also Section J of the solicitation /contract.

1.9.1 Site survey dated 9/16/22 by Aerotech Mapping and Cobb Fendley & Associates, is provided for proposal purposes and as the basis for existing site conditions. If the AE requires additional survey information for building utilities or other purposes, that shall be their responsibility as part of the contract and at no additional cost to the government.

1.9.2 Geotechnical Evaluation Report dated 9/27/22 by Western Technologies Inc. If the AE requires additional geotechnical information, obtaining that information shall be their responsibility as part of the contract and at no additional cost to the government.

The government-furnished documents describe the general intent and desired components, functions and adjacencies. Modifications in the AE's proposal and during the design phase that are deemed to enhance the overall buildings and site development and/or result in improvements to aesthetics, functionality or construction and cost, will be considered by the government.

1.10 CONTRACTOR SUBMITTAL REQUIREMENTS:

1.10.1 Submit for approval of the Contracting Officer within 10 days of Notice of Award, a Design Plan for this project which includes a schedule of design review meetings and design submittals. The Contracting Officer may revise this schedule in consultation with the AE and FWS Engineering Project Manager and when approved this will become the schedule for the design portion of the project. There will be a minimum of five design phase milestones: A Design Kickoff Charette Meeting; a Schematic Design documents (20%) review; a Design Development documents (40%) review; a Preliminary Construction Documents (70%) review, and a Final Documents review (99/100%). The reviews shall include all aspects of design, including exhibits.

1.10.2 In addition to submitting the reports required in Section H, the AE shall submit monthly status reports to the FWS Engineering Project Manager (Contracting Officer’s Representative.)

1.10.3 Submittals by the Construction Contractor and reviews by the AE during the construction phase are discussed in Part 3 Construction Management Services.

1.11 DEFINITIONS

1.11.1 Commissioning is the act of statically and dynamically testing the operation of equipment and building systems to ensure they operate as designed and can satisfactorily meet the needs of the building throughout the entire range of operating conditions per LEEDS Certification plan.

1.11.2 Construction is defined as, but not limited to, constructing (giving form by combining the parts), altering, repairing, adding to, subtracting from, improving, restoring, moving, wrecking or demolishing any building, highway, road, excavation or other structure, project, or improvement attached to real estate.

1.11.3 Contracting Officer (CO) is defined as a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings on behalf of the United States of America. The term includes certain authorized representatives of the Contracting Officer such as the Contracting Officer's Representative and Construction Inspector acting within the limits of their authority as delegated by the Contracting Officer.

1.11.4 COR means Contracting Officer's Representative and for this project is the Project Manager and is the Point of Contact for all technical questions and issues.

1.11.5 CI means the Government Construction Inspector.

1.11.6 Day or Days shall mean calendar days unless otherwise specifically noted.

1.11.7 Construction Contractor is the contracting entity selected to build the project.

1.11.8 AE is the Architect-Engineer, a qualified, licensed design professional who furnishes design and specified Construction Management services.

1.11.9 Service or FWS means United States Department of Interior, Fish and Wildlife Service, Region 2 (Southwest Region).

1.11.10 Government may also be referred to as the Owner, Contracting Officer, Contracting Officer's Representative, the Service, or Fish and Wildlife Service (FWS).

1.11.11 Incident Rate (IR) is the number of recordable incidents resulting in days away from work for each 100 full-time employees per year, based on 2,000 hours worked per employee per year.

1.11.12 LEED means Leadership in Energy and Environmental Design.

1.11.13 Local Authority Having Jurisdiction: Duly adopted local code authority, agency, or serving utility governing or serving the location of the project.

1.11.14 Management Plan: AE's project approach for design, and includes, at a minimum, but is not limited to the following:

1.11.15 Notice to Proceed (NTP): Each Project Design Phase requires a written NTP from the Contracting Officer (CO). The NTP will identify the Phase(s) that are approved.

The NTP will identify any qualifications, limitations, or exceptions to the work in each Phase.

1.11.16 Open Book Accounting is the allowance of the government to have free and open access to financial and accounting documents that the AE has associated with the project being designed.

1.11.17 Project Specifications are specifications that state what the required results will be with measurable or observable criteria for verifying compliance. This may include the use of specific product cut sheets in addition to specifications.

1.11.18 Schedule is a chronological layout of the work to be performed prepared using commercially available scheduling software.

1.11.19 Subcontractor is any person or entity retained by the AE or the Construction Contractor as an independent contractor to perform a portion of the Work and shall include design consultants.

1.11.20 Sub-Subcontractor is any person or entity retained by a Subcontractor as an independent contractor to perform any portion of a Subcontractor's work and shall include design consultants.

1.11.21 Work is comprised of all AE's design, permitting, construction management and other services required by the Contract Documents, including procuring and furnishing all services and labor reasonably inferable from the Contract Documents.

PART 2 DESIGN SERVICES

2.1 DESIGN SERVICES SCOPE: Services shall include the full range of architectural, interior decoration, structural, mechanical, electrical, LEED certification, furniture, exhibitry, civil and geotechnical engineering design and documentation for construction of the new facility by contract including the preparation of plans and specifications, and schedule of values.

2.2 LEED CERTIFICATION: Documents shall be prepared, and coordination with the US Green Building Council (USGBC) shall be performed by the AE for LEED Silver Certification through design, construction, and commissioning phases for the Visitor Center building, Bunkhouse, and Volunteer Lounge. AE shall register the project with USGBC as “Bosque del Apache Headquarters/Visitor Center” and inform the Project Manager when owner input and verifications are required.

2.2.1 Bird Collision Deterrence: LEED Certification shall include compliance with Pilot Credit 55: Bird Collision Deterrence.

2.3 CODES AND STANDARDS: The AE shall assure that the design meets the requirements of all applicable local, state, and federal codes in the latest editions, including but not limited:

2.4 ENERGY EFFICIENCY: The overall building’s energy efficiency design shall 30% better than that predicted by ASHRAE Standard 90.1-2013. This is required by section 109 of the Energy Policy Act of 2005 – August 8, 2005. AE may refer to ASHRAE’s “Advance Energy Design Guide” and implement as many of the energy conserving “Recommendations” and “How-To’s” for Climate Zone #4 which are economically effective.

Economic effectiveness shall be based upon a 40 year life cycle cost analysis using NIST’s BLCC-5.3 software which may be downloaded from the FEMP’s website.

2.5 DRAWING STANDARDS:

2.5.1 Furnish full, complete, accurate and coordinated architectural, civil engineering, structural engineering, mechanical engineering, electrical engineering and landscape architectural working drawings and schedules.

2.5.2 All drawings shall be prepared using AutoCAD release 2019 or later. Flash drives or links to drawing files (.DWG) and specifications shall be submitted at the final submittal. Also, Adobe .PDF files of drawings and specifications shall be submitted on flash drives or by links at the final submittal.

General: Ensure that drafting and lettering on all drawings is done to such scale and legibility to permit clear and accurate readability by construction personnel.

Sheet size: 24" X 36" with 1/2 inch borders on three sides and 1½ inch border on the binding side.

Lettering size: 1/8" (actual size) minimum height.

Minimum scale of floor plans: 1/8"=1"-0".

Title Blocks: FWS typical title block will be furnished to the AE upon request. Use “Title Sheet Block” on first drawing only. Use “Standard Title Block” on all other drawings.

Index to drawings: on first sheet (Title Sheet).

Location/Vicinity map: On first sheet (Title Sheet).

Project Number: Place FWS furnished Project Number on each drawing sheets in the appropriate place in each title block.

Asset Numbers, Work Order Numbers, etc: Place FWS furnished asset numbers and other data on the Title Sheet as directed by FWS Project Manager.

Graphic Scale: All drawings shall have a graphic scale in both English and Metric units for all scales used on that sheet.

Arrange all categories of drawings, i.e.; A-1, A-2, A-3; M-1, M-2, M-3, etc.

so that individual buildings and their respective plans, sections, details, etc.

within that category are grouped together in such a way that they can easily be separated or removed from the drawings. Do not mix one building’s details with another.

2.6 STATE REGISTRATION OF DESIGN ARCHITECTS AND ENGINEERS: The Architects and Engineers responsible for the design of this facility shall have a current license to practice their profession in the State of New Mexico. In addition, the AE team, including individual professionals, as well as architectural, engineering and construction firms, shall be experienced in the design of structures and infrastructure in the southwest United States, and specifically the climate, soil conditions, architectural styles, building codes, and environmental conditions of the project area. All final drawings and specifications prepared by the AE shall bear the signatures and professional seals of the architect or engineer under whose direct supervision the documents were produced and who is licensed to practice that profession in the State of New Mexico.

2.7 SPECIFICATION STANDARDS:

2.7.1 Specifications shall be written specifically for this project. Specifications shall be developed using Masterspec + or Microsoft Word software. Provide compact disks containing all specification sections with the final Contract Document submittal. Note: Copy the specifications as a single document file.

2.7.2 COR will provide applicable sections of Division 1 specifications. AE shall prepare other divisions. Prepare specifications following Constructions Specifications Institute Division and Section format.

2.7.3 Color Board: Submit recommendations for interior colors, for the buildings, including ceilings, wall treatments, window coverings, floor surfaces, etc. where no decision has been made per this document. Recommendations shall be displayed on a “Color Board”, keyed to the Finish Schedule, showing materials, colors, textures, etc.

2.7.4 Submit updated copies of the Management Plan with each design submittal. This shall include outline copies of the QA/QC Plan, Scheduling, Schedule of Items, Commissioning Plan and information on LEED progress. These plans shall continue to be developed during the design process and finalized documents shall be submitted before construction of the project begins.

2.8 PERMIT RESPONSIBILITY: The Construction Contractor shall obtain and pay for any permits applicable to Federal construction projects including, but not limited to environmental permits, government review charges, utility tap and meter fees and inspection fees necessary for the prosecution of the Work pertaining to transportation, utilities, sewage disposal systems, erosion and sedimentation control plans, and any storm water discharge permits associated with construction activities, as required.

2.9 DESIGN SCHEDULE AND REVIEW MEETINGS: Periodically meet with COR and other FWS representatives to review the design and discuss and resolve issues. The design shall be refined and developed so that the AE can move forward to the next phase of the process.

Meeting times and locations shall be as agreed to by AE and COR. Meetings shall include a Design Kickoff/Charette Meeting; Schematic Design (20%) Review Meeting; Design Development (40%) Review Meeting; Preliminary Construction Documents (70%) Review Meeting; and a Final Documents (99%) review meeting.

Meeting notes will be made by the AE and distributed to their Design consultants, the Contracting Officer, the COR, and the Refuge Manager. After review by the FWS, notes will be corrected if necessary by the AE Contractor and redistributed to the same group named above.

2.9.1 Design Kick-Off Charette Meeting: Conduct a site visit and design Charette meeting with FWS personnel, to include a site visit to the Refuge construction site. The time and date of this meeting will be mutually agreed upon by the Refuge Manager, the AE and the COR. The AE shall have, at a minimum, their Project Manager, Civil Engineer and Architect, to attend this meeting. The purpose of the meeting will be to review the design program, review and determine applicability of the FWS furnished project information of the project, verify existing conditions, conduct a Design Charette to collect and coordinate client preferences and needs, discuss any AE proposed changes to FWS provided information, and start the Schematic design process.

2.9.2 Schematic Design Documents (20%): Based on government-furnished documents and design meeting, provide at least 2 distinct schematic floor plans, and 2 distinct exterior elevation concept drawings, and cost estimate for discussion and selections by FWS staff.

2.9.2.1 A Design Review Meeting for this submittal will be held, attended by, at minimum, the AE Project Manager. The Government will require 10 working days for review of these documents.

2.9.3 Design Development Documents (40%): Based on government-furnished documents, Schematic Design comments, and initial design meeting, provide outline specifications, drawings of the floor plan, site plan, exterior elevations, building and wall sections and general elements of the architectural and structural concept for the buildings. Drawings and outline specifications shall also address the civil, landscaping, mechanical and electrical systems, any special systems, and LEED certification documents. Provide drawings and schedules which address interior and exterior materials and finishes being proposed. Specifications shall be developed that indicate

2.9.3.1 Design Development shall include coordination with all utility providers, including water and sewer service highway authorities for obtaining driveway permits, Fire Department for design of hydrants and fire sprinkler system, electrical utility service provider, phone and internet service providers, and others required and listed with contact information.

2.9.4 Preliminary Construction Documents (70%): Provide preliminary construction documents showing important construction details, developed specifications, LEED Certification documents, and exterior and interior material and color boards. Specifications shall be developed that indicate material type in a thorough, prescriptive, and generic CSI format and the specifications shall include a submittal log to allow construction to continue on schedule.

Provide engineering calculations to permit an evaluation of the design for the proposed structural, plumbing, HVAC, electrical, lighting, phone, security, data, and other major systems and components. (Calculations shall bear the stamp of a New Mexico registered Professional Engineer prior to acceptance of 100% complete documents.) Provide a detailed cost estimate and proposed Bid Schedule. The Government will require 10 days for review of these documents.

2.9.4.1 Calculations at 70% include the following:

Building heat load calculation shall be conducted in accordance with the methods established by ASHRAE.

Provide heat transmission calculations for each type of building construction components such walls, roof, floor, and etc.

Submit the ASHRAE’s recommended psychrometric values used in the heat load calculations. They shall include values for both outdoor and indoor.

Submit building heat load calculations for both heating and cooling for each building room. They shall show all factors used to calculate the following room load values.

Transmission sensible loads Solar heat gains Infiltration sensible and latent loads Equipment sensible and latent loads for each type of equipment Occupancy People sensible and latent loads Submit total heating and cooling loads for each HVAC air handler serving the building zones. The cooling loads shall include the air handler total air flow rate, sensible heat loads, latent heat loads, amount of outside air treated by air handler, and the outside air psychrometric conditions.

Submit light level calculations for each room in the building along with rooms lighting type and lighting control.

Submit NEC electrical feeder and service conductor ampacity load calculations.

Submit short circuit amperage calculations for each electrical service equipment and distribution equipment as required by NEC.

2.9.4.2 A Design Review Meeting for this submittal will be held, attended by the AE Project Manager, Civil Engineer, Architect, Mechanical Engineer and Electrical Engineer.

2.9.5 Construction Documents (99%): Provide drawings and specifications which are complete with the exclusion of minor details. Submittal shall also indicate refinement of all exterior and interior materials and finishes, color schemes and material samples.

Specifications shall be developed that indicate material type in a thorough, prescriptive, and generic CSI format and the specifications shall include a submittal log. Provide final structural calculations. Provide cut sheets or instructions for HVAC control and special systems like solar electric power and fire alarm systems. Provide completed LEED design and specifications and documents for construction. Provide a final cost estimate and Bid Schedule. The Government will require 10 days for review of these documents.

2.9.6 Final Construction Documents (100%): Revise, respond to and resolve each comment made by FWS following review of the 99% Final Construction Documents and then provide the final deliverables as defined.

2.10 PAYMENT FOR DESIGN SERVICES: Payment for Design Services will be made for each item listed in the Schedule of Items attached at Section J, after each progress goal is completed by the AE and approved by the Government.

PART 3 CONSTRUCTION MANAGEMENT SERVICES

3.1 GENERAL

3.1.1 Possess and maintain, for the duration of this project, state licenses as Architects and Engineers in the State of New Mexico.

3.1.2 During Construction procurement and bidding, AE shall provide responses to RFIs submitted by potential Construction Contractors.

3.1.3 During Construction, AE shall provide Construction Submittal Reviews, RFI Responses, 4 Interim and 1 Final Inspection Observations and Reports, and 40 hours for responses and coordination with FWS, Construction Contractor, Authorities Having Jurisdiction, and other entities as required; hours to be adjusted by contract modification by the Contracting Officer as required and as approved.

3.1.4 Product and Material Submittals: During construction, Contractor will provide AE with product and material submittals for all items requiring submittals in the contract specifications. Those items specified on a proprietary basis, by manufacture and/or model number, or with product stamps allowing inspectors to verify compliance with the specifications, do not require submittals, unless the Construction Contractor elects to do so.

This information shall be documented on submittal forms. The Construction Contractor may use any format they choose for the submittal forms but all shall be identified with the words

"Submittal" at the top of the form along with the Government Contract Number, Project Location, Project Title, Specification Section and/or Drawing reference, and the Construction Contractor’s Name. Submittals shall be logged and filed by the AE and shall be part of the Closeout Documents submitted to the Government by the AE. As product submittals are generated and answered, submit copies to the COR and CO for information.

3.1.5 RFIs: During construction, AE shall provide supplemental information and answer questions to clarify design. This information shall be documented on Request for Information (RFI) forms. The Construction Contractor may use any format they choose for the Request for Information form but all shall be identified with the words “Request for Information” at the top of the form along with the Government Contract Number, Project Location, Project Title and the Construction Contractor’s Name. RFI’s shall be logged and filed by the AE and shall be part of the Closeout Documents submitted to the Government.

As RFI’s are generated and answered, submit copies to the COR and CO for information..

3.1.6 Interim and Final inspections shall include the Architect, Civil Engineer, Mechanical Engineer, Electrical Engineer, and any other Professional needed to assess construction quality.

3.1.7 AE Design Consultants, in coordination with the COR, shall visit the site a minimum of five times to inspect the construction, one of which shall be for the final inspection. They shall prepare a site visit report for each visit and shall submit the reports to the COR within 5 calendar days after the visit. The reports shall include comments about overall quality and accuracy of the construction. The reports shall also note all deficiencies observed.

3.2 PAYMENT PROCEDURES

3.2.1 Payment shall be made in accordance procedures outline in FAR 52.232-27.

3.2.2 AE Construction Management progress payments will be made on a monthly basis based on the work completed.

3.3 CLOSEOUT PROCEDURES

3.3.1 Building Commissioning: AE shall provide technical input to the Construction Contractor, if requested, to inform the Building Commissioning required to be done by the Construction Contractor, as follows: Before Final Inspection, the Contractor will implement the Commissioning Plan per LEED Certification requirements. A report will be submitted demonstrating that the equipment and building systems operate as designed and meet the needs of the building throughout the entire range of operating conditions and meets the LEED requirements.

3.3.2 Final Inspection: AE shall participate in the Final Inspection as noted in previous sections. See Section E of the solicitation /contract.

3.4 CLOSEOUT DOCUMENTS – These items are the responsibility of the Construction Contractor, but are noted here for AE information:

3.4.1 Operation and Maintenance Manuals: Submit two (2) copies of Operation and Maintenance manual (one to the Refuge office and one to the COR for the mechanical and electrical equipment, architectural treatments, doors, and windows. The manuals shall be clear, well organized, clearly indexed, tabbed, highlighted, tailored to the specific make, model, and wiring configuration of the systems; and shall include schedules and instructions for routine operation, trouble shooting, and periodic maintenance. The manuals shall include complete parts lists keyed to suppliers (name, address, websites, and telephone numbers for each).

3.4.2 Submit a full size set of red-lined drawings and complete set of specifications that clearly indicates the as-constructed work. Submit one set of final working drawings, one set of reproducible drawings on bond paper showing as-constructed conditions, and one electronic set complying with FWS CAD Standards.

3.4.3 Submit fully executed manufacturer's standard material, product, and equipment warranties, assigned to the Government without any requirement that the Government incur any costs to maintain the warranties in force.

3.4.4 Submit any requested regulatory-agency clearance documents indicating the work complies with their requirements such as finalized plumbing/gas/electrical inspections.

3.4.5 After completion of the work and prior to final payment, submit the LEEDS Silver Certification documents, Release of Claims (Form DI-137 provided by the Contracting Officer), properly executed by the Construction Contractor, releasing claims against the United States arising out of this contract, other than claims specifically excepted from the operation of the release. See Section I of the solicitation /contract.

PART 4 GOVERNMENT RESPONSIBILITIES

4.1 DUTY TO COOPERATE

4.1.1 Government will, throughout the performance of the Work, cooperate with AE and perform its responsibilities, obligations, and services in a timely manner to facilitate AE's timely and efficient performance of the Work and to not unreasonably delay or interfere with AE's performance of its obligations under the Contract Documents.

4.1.2 Government will provide timely reviews and approvals of interim design submissions and Construction Documents consistent with the turnaround times set forth in AE's approved schedule. AE agrees to revise the design submittals and construction documents at no cost to the Government until the documents are acceptable to the Government in its reasonable judgment.

PART 5 ARCHITECTURAL PROGRAM

5.1 SUMMARY AND REFERENCE DOCUMENTS: The Architectural Program is reflected in the government-furnished Preliminary Architectural Program, Masterplan, Large Visitor Center Standard Floor Plan, and, along with this Statement of Work, shall form the basis of design. The COR and Refuge Manager, at a minimum will meet with the AE to assure there is full understanding of the intent. Alterations suggested by the AE will be considered and mutually agreed upon before implementation.

5.2 EXHIBITRY: Interior and Exterior exhibitry will be designed by as part of the AE contract to reflect the descriptions and requirements in the government-furnished Interpretive Plan, which is attached to provide guidance for the scope and content of the exhibitry.

5.3 COMMUNICATION NEEDS: Phone, data: Conference Room and Offices will need 120 volt power, data, and phones. Two (2) network/data ports should be wired into three (3) locations in each room and the conference room should have several which will be determined in consultation with AE (preferably quad ports every 8 ft.). Three (3) single telephone cables should be wired into three locations in each room. Approximately 20 handsets are needed.

Intercom speakers should be tied to the phone system. General intercom speakers are needed in hallways. The Staff Zones of the HQ and VC buildings shall be on the government (FWS) network, while the Public Zones of the HQ and VC buildings shall be on the Public network, with the exception of the Multipurpose and EE Rooms which shall be on both Government and Public separate networks. The Maintenance Buildings shall have phone and staff network data connections in the office portions only.

5.3.1 Network/data: CAT 6/6E will be pulled, terminated, and tested. Ports should be labeled at both ends of the cable run. All cable runs should terminate to a patch panel in the communication closet.

5.4 PUBLIC RESTROOMS: Are to be within the Visitor Center building and available to the public at the hours when the public portion of the Visitor Center building is open.

5.4.1 Hand dryers shall be used in Public Restroom in place of paper towels. Hand dryers shall be relatively quiet, and similar or identical to the Dyson Airblade dB model.

5.5 MATERIALS AND ARCHITECTURAL FEATURES

5.5.1 General: Specific materials and architectural styles will be selected by the FWS based on Contractor's proposals and design submissions. Materials shall be durable, low maintenance, and local (to the extent practical). Architectural style shall acknowledge the local vernacular architecture, be distinctive and welcoming, and reflect both the urban setting and the nature-oriented function of the facilities. Design shall emphasize natural lighting and views of surrounding natural features. The designer's creativity is encouraged.

Proposer's technical submittals shall list their proposed materials, systems, and equipment, including the industry standard quality ratings, to the greatest extent practical. This information will be considered by the government as part of the evaluation and rating of proposals.

5.5.2 "Flat" roofs are not acceptable.

5.5.3 Foundation/Slab: Design based on the Geotechnical Report.

5.5.4 Floors: Luxury Vinyl Tile with ceramic tile in restrooms.

5.5.5 Staff Meeting Rooms: These already exist in the HQ building’s Lannan Room, with moveable partition. The rooms are functional, but exit door hardware does not latch properly and needs replaced or repaired.

5.5.6 Porch: Consider large, shaded porch at Visitor Center Public and other areas where public or staff gathering is anticipated.

5.5.7 Canopies: Needed to cover all government and staff vehicles, not accommodated by existing parking canopies, at staff parking lot.

5.5.8 Storage: Sufficient storage spaces, as appropriate for the stated building functions, shall be provided.

5.6 SITE FEATURES

5.6.1 Flood Plain: There are no known FEMA Flood Insurance Rate Maps for the project area. Flooding is known to occur in several areas within the project site. AE is responsible for the accurate analysis and design of specific building locations and elevations, and routing of runoff by way of levee enhancements and/or general grading and drainage throughout the project site.

5.6.2 Site Development Program: General Site development requirements are shown on the Masterplan. Site development details shall be developed by the AE throughout the design process.

5.6.5 Parking: Minimum 12 staff + 12 government vehicles in the Office/Staff Parking Lot;

70 public vehicles plus 10 oversize vehicles in the Visitor Parking Lot. 125 Vehicles in the Overflow parking area including 15 oversized vehicles. Staff and government vehicle parking shall be separated from visitor parking and have shade canopies.

5.6.6 Landscaping: Low maintenance, minimal irrigation, utilization of xeriscaping, and predominantly native vegetation.

5.6.7 Re-Use Water:

5.6.7.1 Cisterns: To be installed and used to collect rain water for landscape irrigation. In addition, a pipe and valve system will allow for filling the cisterns from municipal water during drought periods.

5.6.8 Parking Areas: Parking areas to be concrete (vs. asphalt) as the preferred material for paved parking areas for easier maintenance and LEED reflectivity points.

5.6.9 7 Feet high security fencing shall be provided around the Maintenance Yard.

5.6.10 Contractor staging areas shall be shown on the plans.

5.7 WATER SUPPLY: AE design shall provide supply line and connection details for connection to existing Municipal water supply lines.

5.7.1 Fire Flow & Hydrants: AE shall coordinate with the local Fire Department, and provide details for connections, backflow preventers, and other components as required by the applicable agencies.

5.8 Not Used

5.9 ELECTRICAL SERVICE: Existing on-site electrical power is underground and as shown on the survey. Electrical service shall be modified as to serve new and renovated buildings, and to be deleted to demolished buildings. AE shall coordinate design with utility provider as needed.

5.10 LP GAS: Existing LP Gas tanks and gas lines are shown on the Record drawings and the survey. AE shall utilize LP Gas as needed to serve buildings and facilities included in this project.

5.11 TELEPHONE and DATA: Satellite service from Starlink has been installed. Lumen phone and data service currently exists along the main road (Route 1) to the east of the Visitor Center parking lot as shown as PH on attachment 1.9.7. Lumen is expected to upgrade this line for high capacity phone and data. The intent is to connect to the existing or upgraded line (depending on Lumen schedule for upgrading) with a buried fiber optic line in conduit, and also to connect all buildings with buried fiber optic lines in conduit. Some facilities will be served by both public and FWS/DOI phone/data, while others will be serviced by either public or FWS phone/data, as follows: Both FWS/DOI & Public – Visitor Center, Classroom Building; FWS only – HQ, 2 Shop Buildings; Public Only – Bunkhouse, Lounge. The new server room shall be in the Administrative HQ building. The government provided router is a FortiGate 61F which has the capacity for service connections to be split, so that either DOI/FWS or public service can be provided to the FWS facilities. The primary FWS IT goal is to increase the bandwidth with more capable internet speeds and to eventually equip the new buildings with modern network hardware (switches, wireless access points, etc.). AE shall coordinate phone and data service design with the service provider and the FWS IT project team. Also, see Section 6.3 ELECTRICAL SYSTEMS and Section 5.3 COMMUNICATION NEEDS and as elsewhere required by the contract.

5.12 SECURITY REQUIREMENTS: The facilities have been designated Security Level 1 (minimum level) per FWS policy (432 FW 1) and shall be designed per the attached SOWs for PAC, IDS, and VSS. The following items are required to be included in the design and construction:

5.12.1 Landscaping: Minimize areas of concealment in and around facilities.

5.12.2 Site Lighting: Install exterior lighting at entrances and exits. Exterior lighting shall be compliant with Dark Sky certification requirements. Lighting shall be designed to not attract

insects. Motion activated lighting shall be used per the Security SOWs and as determined during design.

5.12.3 Burglary Resistance of Windows: Lock all operable ground floor windows.

5.12.4 Protection of Air Intakes: Provide emergency shutdown, SIP, and evacuation procedures.

5.12.5 Regulatory Signage: Post necessary regulatory, statutory, and/or site specific signage.

5.12.6 Employee Access Control: Contractor shall provide sufficient keys for each employee's access.

5.12.7 Visitor Access Control: Entrances are open to the public during business hours. After hours, visitor entrances are secured, and have a means to verify the identity of persons requesting access prior to allowing entry into the facility. Business hours include evening and weekend hours during special events.

5.12.8 Perimeter Doors & Door Locks: Secure perimeter doors with high-security mechanical locks.

5.12.9 Emergency Exit Doors: Secure emergency exit doors using an automatic door closer and exit hardware that are compliant with applicable life safety codes and standards.

5.12.10 Access to Nonpublic Areas: Use signage to designate nonpublic areas and establish procedures to prevent unauthorized access.

5.12.11 Security of Critical Areas: Lock doors to critical areas and establish procedures to limit access into critical areas to authorized personnel only.

5.12.12 Building Systems and Roof Access: Secure utility, mechanical, electrical, and telecom rooms, and access to interior space from the roof with locks.

5.12.13 Publicly Accessible Restrooms: Control access to public restrooms.

5.12.14 Intrusion Detection System (IDS) Coverage: Install local annunciation as part of IDS.

5.12.15 If an emergency generator is used, secure against unauthorized access and locate the emergency generator and fuel tank at least 25 feet away from loading docks, entrances, and parking, or implement standoff, hardening, and venting methods to protect utilities from the Design Basis Threat at these locations.

PART 6 MECHANICAL AND ELECTRICAL PROGRAMS

6.1 HVAC SYSTEMS

6.1.1 Buildings shall be divided into sufficient number of HVAC zones to provide energy efficient HVAC systems which provide uniform comfort through a zone. Zone comfort shall comply with ASHRAE standard 55.1-2004.

6.1.2 HVAC zones shall have adjustable temperature set-back controls to conserve energy during unoccupied periods.

6.1.3 HVAC systems shall have interlocking controls to shut down any associate exhaust fan, close make-up air and exhaust air dampers when the zone air handler shuts down.

6.1.4 To simplify mechanical systems, heat pumps should be considered.
