Questions and Answers

1. Please provide clarification on the Past / Present Performance Questionnaire. Is this required for every project we include in our Section F of the SF330?

USFWS Response Submitted past performance information should align with the instructions outlined in the past performance section of the synopsis.

2. Both "Cost Estimator" and "Cost Estimating" are listed in the required list of staff members. Is this duplication intentional?

USFWS Response Yes, this is a duplicate entry.

3. Can one staff member hold two roles (IE: Architecture and LEED Accredited Professional)?

Yes

4. We are anticipating Section 106 and NEPA compliance will be part of the efforts outlined in the RFP, but it is not mentioned. Can this be confirmed?

USFWS Response Yes; SOW sections 1.1, 1.9.11, 2.3 and 2.8 call for compliance with Federal and State environmental and Historic codes and standards, and NEPA and Section 106 will be triggered by these requirements.

5. Part V, Section A (5) h., Professional Qualifications, Does the position of Fire Protection Engineer require the engineer to be a licensed Professional Engineer in Fire Protection or will a licensed Professional Engineer in Mechanical Engineering capable of providing a performance specification for the Fire Protection design be acceptable?

USFWS Response A PE in Mechanical Engineering is acceptable, but additional experience in Fire Protection, and/or a PE in Fire Protection may earn a higher evaluation.

6. The synopsis notes that offerors will provide SF330 Part I & II, however it also lists “Selection Criterion” to include:

a. Professional Qualifications

b. Specialized Experience and Technical Competence

c. Capacity to perform

d. Knowledge of Location

Should offerors submit a separate proposal addressing these criteria (A-E), or should they be integrated into the SF330 Section H forms?

USFWS Response

Your SF330 Part 1 and 2 submissions should address the listed selection criteria.

7. Can you confirm if we are permitted to submit a cover letter and cover page for our submittal? If permitted, will these pages count towards the 50-page limit?

Yes, cover pages and letters are permitted and will not count towards to the page count.

8. Section 1.1.1

a. Can the table identifying New Construction vs Renovations be clarified a bit more?

Section 1.1 should be sufficient to explain this.

b. Drawing “1.9.13 FWS Large VC-Admin.pdf” appears to show a 15,000 SF +/-building vs the table with 3 buildings at 9,900 SF +/-.

USFWS Response The Large VC-Admin drawing is provided “to relate adjacencies and functional spaces standard in FWS facilities, and subject to adjustment during the planning process” as stated in 1.1.1. It does not establish the building size.

c. Partially Renovated Maintenance Shops. Based on the program, we can tell how many shops, can approximate floor areas be provided?

USFWS Response See Attachment 1.9.4 Preliminary Architectural Program items which refer to the Maintenance Shop renovation work.

d. Are COVID comments / requirements still relevant?

Unlikely but relevant if COVID conditions change.

e. Has the design and location of Fueling station been considered in proximity to the

Haz Mats shops and other public spaces such as the Visitor Center proper as well as being outside of the flood plain. Please confirm the fueling station is for private use only and not for public use.

Site placement will be part of the design process. It is not for public use.

f. LEED for Visitor Center – please confirm that Bunkhouse and Volunteer Lounge shall also be LEED Silver. Noted as such in Section 2.2.

Confirmed.

9. Section 1.9.11

a. Are HABS HAER HALS reports anticipated to comply with SHPO?

Not anticipated.

10. Section 2.5.2

a. AutoCAD can be used without any problems. Can REVIT be used? Revit modeling works really well with Energy Models that will be used for LEED as well. Please confirm.

USFWS Response Revit is acceptable, and, if modeled properly, will have advantages over AutoCAD alone. However, per 2.5.2, AutoCAD .dwg files shall be submitted at the final design submittal.

11. Section 2.8 and Section 2.9.3.1

a. Can the government provide a list of all Authorities Having Jurisdiction over this project?

USFWS Response Knowledge of Authorities Having Jurisdiction will demonstrate AE’s local knowledge of local conditions, and will be dependent on the types systems included in the final design. Some local authorities are: Socorro Electric Cooperative; San Antonio Fire District; San Antonio (city water supply); and Bernalillo County.

12. Section 6.3.10

a. There appears to be PV panels already in place based on aerial photography. Is the desire to add to this array or provide a new array independent of the existing?

Independent of the existing.

b. Can the existing inverters handle an additional 10 Kw of power?

Inverts will be part of the new PV system.

c. Is there a preference to install these panels in a specific location or can these be incorporated into the design of new buildings, car ports, covered building connections?

USFWS Response

6.3.10 states “The system is to be placed on ground level or on parking or other shade structures which is preferred.”

13. Can we use existing PPQ’s/CPARS? It will be a challenge to ask our clients to complete these during the year end deadlines.

USFWS Response The past performance questionnaire template must be used.

14. May we ask for reciprocity upon proposal due date with the understanding that our staff will have licensure in New Mexico upon award?

USFWS Response SOW 2.6 states: “Architects and Engineers responsible for the design of this facility shall have a current license to practice their profession in the State of New Mexico.” It is unlikely that a firm will be selected lacking current New Mexico licensed Architects and Engineers, especially considering the selection criteria of knowledge of location. In any case, licensure will be required prior to award.

15. Can we use existing NAVFAC PPQ’s & submittal with proposal?

The past performance questionnaire template must be used.

16. If we are allowed to use existing PPQ’s, can they be included after Part I so as to not against the 50 pages allowed for Part I.

17. Can we include a project that is greater than $50 Million or would this have a negative impact on our proposal?

USFWS Response Inclusion of a project greater than $50 Million is acceptable, however evaluation may be higher for projects in the general price range of $16,600,000.

18. Will Hydrology be required for this solicitation?

SOW section 5.6.1 states: “ There are no known FEMA Flood Insurance Rate Maps for the project area. Flooding is known to occur in several areas within the project site. AE is responsible for the accurate analysis and design of specific building locations and elevations, and routing of runoff by way of levee enhancements and/or general grading and drainage throughout the project site.” Prediction of runoff and flooding potential involve hydrology.

19. Can we increase the number of pages in Section H to 10 pages? Current requirement is 5 pages.

USFWS Response Yes

20. Could you please clarify the design fee and construction value amounts?

This is covered in SOW 1.4.

21. Could you please elaborate on the fabrication scope?

Fabrication is the building or fabrication of the exhibitry, independent of exhibitry design and installation.

22. Is there a cultural aspect to the scope?

See Attachment 1.9.8.

23. Could you please elaborate on the exhibitry required?

Described in Attachment 1.9.8 and SOW including section 5.2.

24. Can one person act in the capacity of two required disciplines?

This would depend on the disciplines themselves and the experience and expertise of the person, but if the person met the requirements for licensure and experience in both fields then they would not be excluded from consideration.
