About this file

This Statement of Work (SOW) details a project for the National Park Service at Acadia National Park to install two Osprey nesting platforms on existing power poles in the Schoodic District of Winter Harbor, Maine. The objective is to support wildlife conservation by providing safe nesting sites for Ospreys, reducing the risk of nesting on active utility infrastructure. The contractor will be responsible for bonding and grounding power supply lines, assessing pole structural integrity, fabricating and installing two platforms that can support Osprey nests, and relocating existing nesting materials.

The project is scheduled from March 1 to April 4, 2026, with specific requirements including: using existing utility poles without adding new ones, ensuring platforms are elevated above transmission lines, and complying with OSHA safety standards and U.S. Fish and Wildlife Service guidelines. The government will provide generator power during the work. Contractor responsibilities include providing all tools, equipment, materials, transportation, and personal protective equipment. Site access is limited, with vehicular access restricted and UTV/ATV access potentially permitted with approval. The project's point of contact is Keith Johnston, NPS Facility Manager, and the final deliverables include two installed platforms and a comprehensive installation report.

Statement of Work (SOW)

Installation of Osprey Nesting Platforms on Existing Power Poles National Park Service, Acadia National Park Schoodic District, Winter Harbor, ME 04693

1. Objective

The purpose of this project is to install two Osprey nesting platforms on two existing power poles located within National Park Service-managed lands. This initiative supports wildlife conservation efforts and provides safe nesting sites for Ospreys, reducing the risk of nesting on active utility infrastructure.

2. Scope of Work

The contractor shall provide all labor, equipment, materials, and supervision necessary to:

Bond and ground out the existing power supply lines for the duration of the work. Work will require close coordination with the National Park Service to allow for operations to continue reliant upon generator power. The contractor is not responsible to supply power during the period of work.

Assess the structural integrity and suitability of two designated existing power poles for platform installation.

Fabricate and install two Osprey nesting platforms sufficient to carry the weight of typical Osprey nests and the animals. Structures are to be designed by the contractor and submitted for review by the contracting officer prior to installation. Structures should be affixed in such a way that they are elevated above the existing lines, utilizing the same utility poles carrying the transmission lines. Placement of new utility poles will not be authorized.

Remove and save any existing nesting materials to be relocated onto the newly installed platforms. Safely install the platforms atop the designated poles using appropriate hardware and techniques.

Ensure all work complies with applicable safety regulations, environmental protection standards, and utility coordination requirements.

Power outages must be closely coordinated with the government and should not exceed 4 consecutive working days.

3. Location of Work and Site Access

The contractor will be responsible for their own access or transportation to the utility poles.

Access to the northern most pole is achieved via the Frazer Creek entrance to the utility line corridor. See attached maps below. Vehicular access is limited. Proposals that consider use of UTV/ATV may be permissible with approval by the Contracting Officer. This pole had two separate nesting events that resulted in fires and were removed in 2025; cross arms need to be evaluated for structural integrity.

The southern pole has a known existing nest upon it that will need to be relocated onto the new platform. Vehicular access is not possible. Access by UTV/ATV may be permissible with approval by the Contracting Officer. Possible access routes are shown on maps below.

Coordinates of Pole #1: 44.357320, -68069560

Coordinates of Pole #2: 44340947, -68056429

Both poles are located within the Schoodic District, Winter Harbor, Maine under the jurisdiction of the National Park Service. The electrical wires and poles are the property of the National Park Service.

4. Deliverables

Two fully installed and secure Osprey nesting platforms.

Final installation report including photos, installation date, and any issues encountered.

Documentation of coordination with utility providers (if applicable).

5. Period of Performance

Start Date: March 1, 2026

Completion Date: April 4, 2026

Any delays must be communicated in writing and approved by the Contracting Officer.

6. Government-Furnished Property/Services

The government will provide power via generator in lieu of transmission line power.

7. Contractor-Furnished Items

All tools, equipment, and materials required for installation.

Transportation to and from the site.

Personal protective equipment (PPE) and safety gear.

8. Standards and Regulations

Work must comply with OSHA safety standards.

Installation compliance will follow guidelines established the U.S. Fish and Wildlife Service and/or Maine Department of Inland Fisheries and Wildlife for Osprey platforms.
