About this file

This is Amendment 0001 to Request for Quote (RFQ) Number 140P4326Q0004 for the installation of osprey nesting platforms on existing power poles at Acadia National Park. The amendment, effective February 6, 2026, provides responses to five contractor questions and includes a list of attendees from the pre-bid site visit conducted on January 28, 2026. The solicitation is administered by the National Park Service, Northeast Region, Boston National Historical Park, located at Charlestown Navy Yard in Boston, Massachusetts. The period of performance is March 1, 2026, through April 4, 2026.

The amendment addresses critical operational questions regarding project execution. Key clarifications include: no nest deterrents are required after platform installation; tracked equipment may be used without limitation if ground access remains frozen; contractors should relocate up to 25 percent of existing nesting material to new platforms if available; alternate access routes to the second pole are permitted when ground conditions are frozen, as shown on an attached map; and the government will plow and remove snow from roadways to provide access for line trucks and utility trucks at the northern riser poles, with no contractor responsibility for snow clearing. The pre-bid site visit attendee list identifies three participants representing Farrell Electric Inc., H&M Line, and H&M Line, with associated contact information and phone numbers.

DESCRIPTION OF AMENDMENT/MODIFICATION

The following are a list of questions received for the Solicitation Number 140P4326Q0004, Installation of Osprey Nesting Platforms on Existing Power Poles at Acadia National Park.

1) Does the park service want any nest deterrents put up on the crossarms after the new nesting platforms have been installed?

Answer: No, the park service does not wish to add any deterrents.

2) What is the limitation for tracked equipment as long as access is frozen. Any?

Answer: There is no limitation for use of tracked equipment if access is frozen.

3) Is there a percentage of the nest that needs to be transferred to the platform upon completion?

Answer: If nesting material exists upon the utility pole, contractors should do their best to relocate up to 25% of the existing nesting material to the new platform.

4) Will there be alternate access points to the second pole if the ground remains frozen?

Answer: Access to the second pole will be allowed from two additional locations as long as the ground remains frozen. Alternate routes are shown in the attached map.

5) Will the government plow and remove snow from the roadway so we can get a line truck or utility truck into the first set of riser poles at the north end of the line to disconnect the cut-outs and bond out the lines?

Answer: The government will plow and remove snow from the roadway such that the contractor can get a line truck or utility truck into the first set of riser poles at the north end of the line to disconnect the cut-outs and bond out the lines. The contractor will not need to clear the snow to gain access. The Park will complete this task prior to the contractor mobilizing to the site.
