Statement of Work
Transcribing Audio and Video Recordings for Brown v. Board of Education National Historical Park, Topeka, Kansas
1. PURPOSE
Brown v. Board of Education National Historical Park (BRVB) intends to contract for transcription of various forms of recently digitized recorded media, including hundreds of audio and videos files. These digital materials are currently stored at BRVB in Topeka, Kansas, as part of the site’s collections. The recorded media dates from the last thirty years and was produced by various entities conducting oral history interviews for the National Park Service (NPS). The oral histories will be made available on our website for public use. As a result, we need transcripts to make the digital audio and video files accessible. The Contractor chosen to complete this work will produce accurate and thorough transcriptions of the video and audio oral histories.
1. DESCRIPTION OF THE MEDIA
BRVB has recently digitized audio and video recordings in MP3 and MP4 formats. Below are the total hours of all the audio and video files.
· Audio Files in MP3 Format: 69:39:28 HR:MM:SEC
· Video Files in MP4 Format: 107:36:09 HR:MM:SEC
Most of the audio and video files are traditional oral histories with one interviewer and one interviewee. However, some of the recordings feature an additional interviewee or they a group of people. The total length of recording with more than two people is as follows:
· Audio Files: 6:00:00
· Video Files: 43:20:13
1. SCOPE OF WORK
The Contractor shall perform all work at the Contractor’s work site. The Contractor shall provide all labor, materials, and equipment required for the transcription process at the Contractor’s location.
2. All transcriptions will be to the verbatim standard, defined here as “word-for-word capture including all non-verbal sounds or fillers such as um’s, ah’s, uh’s as well as stutters, stammers, repetitions and false starts.”
2. All transcripts will include time stamps at one-minute intervals.
2. All transcripts will be in English delivered as Word (docx) files, with one transcript file per interview and the file named according to NPS instructions.
2. If a question arises regarding a particular item, the contractor shall communicate such questions to the COR before beginning the work.
BRVB will provide digital recordings to the contractor through file share. As the interviews vary by the number of speakers and by the original method of recording (audio vs. video), all bids should include variables in pricing such as:
1. Base transcription cost per minute of audio recording, good to excellent quality, with one interviewer and one interviewee.
2. Additional costs per minute for transcribing from video recordings.
3. Additional costs per minute for multiple speakers (three people or more).
4. Additional costs per minute for fair or poor quality audio recordings. If contractor actually receives recordings that it believes fall into these quality categories, contractor will consult with COR and reach agreement before proceeding with transcripts.
1. COPYRIGHT AND OWNERSHIP
The government retains any copyright it holds and other use rights to this material. The copyright is not necessarily owned by the government for materials represented in this body of work. Where permissible, it shall be the sole owner of all of the media, and any copies thereof, produced by the Contractor from the media. No part of the original media, preservation masters, or digital access copies produced under this contract may be sold or given away by the Contractor.
1. DELIVERABLE SCHEDULE
Within 30 days of the award of contract, NPS will provide recordings of interviews to be transcribed along with metadata for each interview in an Excel spreadsheet. NPS will provide naming conventions for contractor to use in each Word document produced.
Within 30 days of receipt of recordings and metadata from NPS, contractor will provide a completed sample interview transcript for NPS review and approval.
From receipt of NPS approval of sample transcript, contractor will have 120 days to complete the remainder of work. At each 30-day interval following the receipt of NPS approval of the sample transcript, contractor will provide completed transcripts to the COR by email.
At the conclusion of the 120 days, contractor will deliver all completed transcripts.
1. INSPECTION AND ACCEPTANCE
The Contracting Officer’s Representative (COR) is empowered to inspect and evaluate all work of this Contract for compliance with terms of this Scope of Work Statement. The COR for this project is the museum curator.
Acceptance of the work of this contract and any changes to the terms of this contract shall be made in writing only by the Contracting Officer.
