About this file

This document is a Statement of Work (SOW) for a foundation repair project at the Harry S. Truman Farm Home, involving detailed restoration work for the west addition of the farmhouse. The contractor, ACI Build Group, LLC, is required to temporarily support the west addition, carefully remove the existing brick foundation, and install a new foundation system consisting of a 14" wide and 12" high grade beam with #5 rebar, a block foundation 5 courses high (three 12" blocks and two 8" blocks), and reinstall the original unbroken brick using appropriate ties.

The project scope includes carefully removing and preserving the freeze board, examining and repairing the 6x6 exterior beam for rot or pest damage, and ensuring all work is documented and approved by a National Park Service engineer. Additional requirements include maintaining site security with existing fencing, completing final pipezone bedding, fill execution, compaction, and grading in accordance with the original contract specifications. The project is associated with PMIS 239217 and is part of a solicitation (140P6025R0003) issued by the Department of the Interior National Park Service Midwest Region, with work scheduled to be performed in March 2025.

March 14, 2025 HSTR Repair Truman Farm Home Foundation

PMIS: 239217

Contractor: ACI Build Group, LLC

The NPS requires the contractor to temporarily support the entire west addition of the HSTR Farmhouse in its current location and elevation. Support the west porch roof and remove the floorboards and floor framing to allow excavation and foundation replacement in this area, leaving the posts in place to support the roof. All material temporarily supporting the house will be removed after the foundation is installed.

Excavate the temporarily filled (completed March 2025) foundation trench and remove the entire brick foundation by hand. Stockpile the unbroken brick, and store excavated fill at a location pre-approved by COR.

This foundation project will require the freeze board around the house to be removed. This will be done very carefully so the freeze board can be reinstalled in the same location as it was removed.

When the freeze board is off, the building supported and the brick foundation removed, the 6x6 beam around the exterior of the building will be examined for any rot or pest infestation and repairs will be made as necessary to ensure the beam can support the building. If the beam needs to be repaired all repairs will be completed in a similar manner as to the repairs that have been completed in the past. The beam condition will be documented by photographs and any section that need repairs will be approved by the NPS engineer.

Install a 14” wide and 12” high grade beam to act as the footing with #5 rebar throughout the beam. Extend #5 rebar vertically from the footing into the block on 24” centers around the entire footing.

Install a block foundation on the footing 5 courses high with three courses of 12” block and two courses of 8” block on top of the 12” flush to the inside of the 12” block. Tie the existing framing down to the block wall using Simpson strong ties. Install the existing unbroken clean brick with appropriate brick ties against the 8” block flush to the exterior of the 12” block ensuring that all concrete blocks will be covered by the grade when complete leaving only an exposed brick foundation.

The submitted shop drawings of this footing and block foundation must be approved by a NPS engineer prior to work being performed.

Fencing shall remain in place through extended period of performance to keep construction site secure.

Upon completion of the foundation repair, the work for final pipezone bedding, fill execution and material, compaction, grading, etc. will be completed per the specifications of original contract requirements per Section 31 23 00 and other relevant sections.
