PART 1: GENERAL

1.1 SERVICES AND SCOPE: The services required will include all the design and preparation of construction plans and specifications, and construction, of shade structures to shade up to 200,000 plant seedlings at the Santa Ana National Wildlife Refuge. The purpose of this project is for the Fish and Wildlife Service to shade up to 200,000 plant seedlings grown in a nursery. These plants are used to restore native habitat on Refuge lands in the Rio Grande Valley.

Contract will include:

Demolition of existing shade structure and other infrastructure as determined necessary to provide the new facilities. This will include the removal of existing shade fabric, aluminum poles and wire attachments.

All shade structure(s) will overhead a sprinkler system for growing and staging areas of a plant nursery.

Design concept is for two shade structures, each approximately 7000 square feet.

Each structure to have manually operated retractable shade panels in sections.

Structure will be approximately 8' in height. Shade structures shall meet International Building Code, ASCE-7, and local codes for wind speeds and other loads. Shade will be suspended between two layers of aircraft cable and secured using latch and spring wire, or other approved method for support and retraction of shade panels.

Provide all drawings, sketches, parts list, and proposed work in sufficient detail to allow Refuge personnel to provide efficient future maintenance.

A pre-proposal site visit is strongly encouraged for all prospective offerors to view the existing conditions and ask questions about the SOW before submitting bid proposals. This is deemed important to provide a dependable system that is specific to our facility. Attached drawing is considered conceptual; a site visit is needed to determine actual conditions.

Design and materials shall be of high quality, durable, and easily maintained.

1.2 CONTRACTOR RESPONSIBILITY: The contractor shall be responsible for the professional quality, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based.

1.3 CURRENT DESIGN LEVEL: The current design level has been developed to approximately 10% completion consisting of the attached concept drawing and the other requirements set forth in this SOW.

1.4 BUDGET PARAMETERS: See rough order of magnitude, if any, in solicitation.

1.5 CONSTRUCTION SITE: The construction site is at the Marinoff Reveg Facility as shown in Part 5.2.

1.6 Use the most energy efficient equipment that is practical in all mechanical, electrical and plumbing systems.

1.7 PERIOD OF PERFORMANCE: Design and construction period shall not exceed 150 days after Notice to Proceed is given for Design and Construction.

1.8 PROJECT MANAGER: The FWS Project Manager/Contracting Officer Representative for this project will be assigned.

1.9 GOVERNMENT FURNISHED INFORMATION:

Drawing titled Marinoff Reveg Facility Expansion

Site Location Plans

The government-furnished documents describe the general intent and desired components, functions and adjacencies. Modifications in the Contractor's proposal and during the design phase that are deemed to enhance the overall development and/or result in improvements to aesthetics, functionality or construction and cost, may be considered by the government.

1.10 CONTRACTOR SUBMITTAL REQUIREMENTS:

Submit for approval of the Contracting Officer within 10 days of Notice of Award, a Design/Build Management Plan for this project which includes a schedule of design review meetings and design submittals to be submitted to the COR/program manager who will be identified after award with copy to the CO. The 65% design 30 days after award, the 100% 60 days after award. Note they will be submitted via email. When approved this will become the schedule for the design portion of the project. There will be a minimum of three design phase milestones: A Design Kickoff Meeting; a Design Development documents (65%) review; and a Final Documents review (99/100%).

Design Development (DD) 65%: Fully define and develop Schematic Design incorporating Government SD review comments. At the end of Design Development, all major building systems should be defined in sufficient detail so that the Government has a complete understanding of what is included. All major issues and system questions should be resolved and approved. All that remains is design production and the completion of Construction Documents.

Prepare and submit a DD submittal for Government review and comment. A Design Review Meeting for this submittal will be held at a location designated by the Contracting Officer Representative, attended by the A/E, his site designer, his Architect, his Mechanical Engineer, and his Electrical Engineer.

Deliverables: Two sets of the following items shall be present and submitted to the FWS Project Manager and/or Contract Officer Representative 15 days prior to this design review meeting.

Note that failure to fulfill this list of elements may delay payment for the 65% phase until all documents are received.

Coordinated Construction Documents, drawings, specifications, developed to the 65% phase.

These documents shall be reflective of any geotechnical investigation work and survey data obtained for the project if any is still pending.

Record copy of the previous meeting’s accepted minutes.

Example of 100% design: Construction Documents (CD) 100%: Develop drawings and technical specifications that fully describe the work to be constructed and that are suitable for construction services. Incorporate Government review comments. Prepare and submit a Construction Document submittal for Government review and comment. Submit all drawings, specifications, Engineering calculations and other required data to the FWS Project Manager for distribution to the Refuge and Contracting Officer for review. Submit the detailed construction price including separate line-item costs and using unit prices and quantities for all materials and labor for the project to the Contracting Officer with a copy to the FWS Project Manager. The Government will require a maximum of 21 days for review of these documents. During this phase of Government Review, the plans will be analyzed for constructability and for safety/code issues identified by the Government. Additional Revision and submittal may be required due to an incomplete submittal or Safety- mandated revision. Additional submittals will not be separately paid for by the Government and will be at the A/E’s cost. Additional submittals are considered to be part of the contract scope.

Deliverables: Three sets the following items shall be submitted to the FWS Project Manager and/or Contract Officer Representative upon completion. Note that failure to fulfill this list of elements may delay a construction NTP and payment for this phase until all documents are received and accepted by the Contracting Officer as fulfilling the design phase.

Coordinated Construction Documents, drawings, specifications, developed to this phase. These documents shall be checked for accuracy and stamped by the design professionals responsible for the work.

Printed Documents: Provide stamped blackline sets of drawings. Provide copies of written specifications.

Electronic Documents: Provide an email with attachment containing all construction documents, design data and files.

a. Record copy of the previous meeting’s accepted minutes.

b. Design Narrative with Calculations

c. Construction Cost Estimate: Develop a document that outlines items included in the construction price, including separate line- item costs and using unit prices and quantities for all materials and labor for the project.

d. Drawings and written specifications for construction. The drawings and specifications shall be coordinated with all contract documents prior to submission. The Government will provide any review comments within 21 days of receipt of the 100% construction document package. Once the A/E has addressed the government’s review comments to the drawings and written specifications, the A/E will provide (4) sets of stamped 24”x36” printed drawings, (2) sets of 11”x17”, and specifications marked “FOR CONSTRUCTION”.

After government acceptance of these documents, no changes will be allowed without Contracting Officer approval.
