Padre Island National Seashore (PAIS)

Task Order#:

Prepared By:
National Park Service Contracting Officer Representative (COR) / Project Manager
Date:
03 DEC 2025

1.0 PROJECT DESCRIPTION / SUMMARY:

The primary work of this project includes, but is not limited to, the removal of the existing 1,000-gallon jointed concrete wastewater (sewage) tank at the Fee Collection building and the installation of a new 1,000-gallon capacity sealed polyethylene (poly) wastewater tank with supporting apparatus or approved equivalent. This includes site preparation, excavation, tank removal and disposal, new tank installation with ballast anchoring and corrosion-resistant straps, plumbing connections, backfilling, site restoration, and system testing. The project addresses deferred maintenance and health/safety concerns in a wetland/estuary environment, ensuring compliance with environmental protections and applicable codes.

2.0 OBJECTIVES:

This project is intended to replace the failing existing concrete wastewater tank to prevent groundwater infiltration, reduce operational and maintenance (O&M) costs, improve restroom facility capacity for Fee Collection staff and visitors, and eliminate potential wastewater discharges. While enhancing visitor enjoyment, access, and health/safety in alignment with Federal Lands Recreation Enhancement Act requirements. The new system will support increased staffing and visitation (approximately 600,000 annual visitors) by providing reliable wastewater management in a hypersaline, corrosive marine environment.

3.0 BACKGROUND:

The current septic tank is a jointed concrete constructed tank installed prior to 2020, which is failing due to groundwater infiltration through unsealed joints and is undersized for current operational needs. With the addition of two renovated Fee Collection stations and increased staffing, the tank requires frequent servicing, spiking O&M costs. Recent weather changes have elevated groundwater levels, exacerbating infiltration. A 2020 regional condition assessment identified system deficiencies, with requested solution to maintain operations. The park's environment includes relentless marine influences from the Gulf of Mexico and hypersaline Laguna Madre, causing rapid corrosion, sand abrasion, and pest issues, necessitating durable, corrosion-resistant materials.

4.0 SPECIFIC WORK / TASKS:

The Contractor shall perform all work in accordance with the following detailed specifications, using industry-standard practices and complying with referenced codes and standards. All materials shall be new, free from defects, and certified for wastewater use. The Contractor shall coordinate with the NPS COR for site access and inspections. The Contractor is responsible for all methods, sequencing, and safety used during construction unless specifically addressed otherwise in the contract documents. The Contractor shall comply with all local, state, and federal laws and regulations applicable to the construction covered by these plans, including but not limited to OSHA regulations.

Contractors shall satisfy themselves as to actual quantities and site conditions prior to providing proposals for the work. By submitting a bid proposal, each Contractor certifies that they have thoroughly inspected the project location, are familiar with local codes, and have read and fully understood the contract documents as they relate to the work involved, provisions, and the physical conditions present or likely to be encountered.
