About this file
This is a Statement of Work (SOW) for the rehabilitation of fire suppression equipment at the Sea Turtle Science and Recovery (STSR) Lab at Padre Island National Seashore (PAIS) in Corpus Christi, Texas. The primary work includes reprogramming and replacing waterflow switches, replacing failed air/water gauges, performing inspections and maintenance to issue 5-year and 3-year Inspection, Testing, and Maintenance (ITM) tags, repairing backflow prevention assemblies, and obtaining final acceptance. Specific tasks address deficiencies identified during an annual inspection on November 18, 2024, including improper signaling from the dry system waterflow switch, leaking backflow devices (Ames Colt 400N 4" and Ames LFCOLT 500N-BF 4"), failed air/water gauges, and missing ITM tags. Work must comply with NFPA 25, NFPA 72, the 2024 International Fire Code, Texas state regulations, and TCEQ Form 20700 requirements for backflow testing.
The contractor must complete all work within 60 calendar days of the Notice to Proceed, with on-site work performed during normal business hours (0700-1600, Monday-Friday). The work location is the Sea Turtle Lab at Park Headquarters Complex, 20420 Park Road 22, Corpus Christi, TX 78418. Licensed technicians must perform all work using only manufacturer-approved replacement parts. Key submittals include shop drawings, product data, completed TCEQ forms for both backflow assemblies, updated ITM tags, revised inspection reports, and evidence of EST IO64 panel reprogramming. The contractor must implement an Accident Prevention Plan complying with OSHA standards, protect existing utilities, manage dust and water discharge during sensitive turtle nesting seasons (April-September), and maintain detailed project records. Government provides water and electric power from existing systems without metering charges.

1.0 PROJECT DESCRIPTION / SUMMARY:
The primary work of this project includes, but is not limited to, the rehabilitation of fire suppression equipment for the Sea Turtle Science and Recovery (STSR) Lab at Padre Island National Seashore (PAIS). General tasks will include: reprogramming waterflow switches, replacing or repairing failed waterflow switches, replacing failed air/water gauges, performing inspections and maintenance to issue 5-year and 3-year ITM tags, repairing backflow prevention assemblies (including disassembly, installation of rebuild kits, reassembly, and testing), updating ITM tags, correcting inspection tags, and obtaining final acceptance.
2.0 OBJECTIVES:
This project is intended to address and correct deficiencies identified during the annual fire sprinkler and backflow prevention system inspections, ensuring compliance with NFPA 25, NFPA 72, the 2024 International Fire Code, and Texas state regulations. The work will restore the fire protection systems to full operational status, enhance fire protection, meet all necessary compliance standards, and transmit associated signals to the designated local monitoring station.
3.0 BACKGROUND:
Deficiencies were identified during the annual inspection conducted on November 18, 2024, at the STSR Lab facility by Firetrol Protection Systems. A yellow tag was issued due to unresolved deficiencies, including improper signaling from the dry system waterflow switch (comes in as supervisory instead of alarm), leaking backflow devices requiring internal rebuilds (Ames Colt 400N 4" and Ames LFCOLT 500N-BF 4"), failed air/water gauges, and missing 5-year and 3-year ITM tags on both risers (wet and dry systems). The inspection report details these issues, and the contractor must notify the local fire safety representative within 72 hours of yellow tag issuance. The Authority Having Jurisdiction (AHJ) is the National Park Service Regional Structural Fire Management Officer.
4.0 SPECIFIC WORK / TASKS:
a.0 Wet Sprinkler System Repairs: Reprogram the system waterflow switch to send an alarm signal instead of a supervisory signal. Update and verify configurations in the EST IO64 panel. Perform functional testing to confirm proper signaling and operation.
b.0 Waterflow Switch Compliance: Replace or repair the failed waterflow switch on the dry system. Address any other non-compliant waterflow switches as indicated in the inspection report. Ensure all switches meet the required state and NFPA compliance.
c.0 Air/Water Gauge Replacement: Replace failed air/water gauges in the systems. Confirm proper readings and pressure during testing post-installation.
d.0 5-Year and 3-Year ITM Tags: Perform the necessary inspections and maintenance (e.g., internal valve inspections, gauge calibration verification) to issue up-to-date 5-year and 3-year ITM tags for the sprinkler risers. Submit detailed inspection and maintenance records.
e.0 Backflow Prevention Assembly Repairs (Main RP Backflow in Riser): Shut down and isolate the affected backflow assembly. Disassemble the Ames LFCOLT 500N-BF 4” RP backflow device. Install rebuild kits for the 1st check valve and relief valve (manufacturer-approved parts only). Reassemble and test the backflow device per TCEQ Form 20700 requirements. Provide passing test results documented on TCEQ Form 20700, confirming no leaks and proper operation.
f.0 Backflow Prevention Assembly Repairs (Turtle Lab RP Backflow): Shut down and isolate the affected backflow assembly. Disassemble the Ames Colt 400N 4” RP backflow device. Install an internal rebuild kit (manufacturer-approved parts only). Reassemble and test the backflow device per TCEQ Form 20700 requirements. Provide passing test results documented on TCEQ Form 20700, confirming no leaks and proper operation.
g.0 Inspection Tag Correction: Upon completion of all repairs, re-inspect the sprinkler and backflow systems to confirm compliance, remove the yellow tag, and issue a green tag if applicable. Submit updated tag status and inspection report. Notify the local fire safety representative upon completion of repairs.
h.0 Technical Submittals: Provide shop drawings, product data, completed TCEQ Form 20700 for both backflow assemblies, updated ITM tags, revised sprinkler inspection report, and written confirmation of EST IO64 panel reprogramming and successful waterflow alarm test.
i.0 Final Acceptance: Obtain final acceptance from the National Park Service, confirming that all systems meet the required standards and are ready for operation. Provide thorough records of the commissioning process, including any adjustments or corrections made. Only manufacturer-approved replacement parts shall be used for backflow repairs. Licensed technicians must perform the work.
