SECTION 01 10 00
DIVISION 1 SHORT FORM GENERAL REQUIREMENTS
PART 1 – GENERAL
ITEM 1 - DESCRIPTION OF WORK
1.1 Background: The current propane (1000-gallon and 500-gallon) tanks at the Visitor Center require monthly filling in the winter months. These existing propane tanks require constant filling and the total propane storage for the Visitor Center is undersized. The proposed new 5000-gallon propane tank more than doubles the existing storage and would require filling less often.
1.2 Work Covered by the Contract Documents:
A. Project Location: Jewel Cave National Monument, 11149 US Hwy 16, Custer SD 57730
B. Work consists of: Construction of a new 5000-gallon propane tank, supplying a new regulator valve, moving the existing propane gas meter, miscellaneous pipe connections and a new concrete pad with six new bollards. Also, this project will construct approximately 220 feet of new 1½-inch HDPE propane gas line from the new propane tank site to the Visitor Center. Approximately 100 feet of gravel approach to the new tank site is included in this project to include minimal grading and tree removal at the new approach and tank site.
The existing 1000-gallon and 500-gallon propane tanks and their concrete pads/bollards shall be demolished and removed along with the existing steel propane gas line. Re-grading the demolished area is required. Purging the existing propane tanks is required and the liquid propane shall be saved and moved to the new propane tank.
C. All work will be performed under a single contract.
D. Period of performance: Work shall be completed within approximately 90 calendar days of contract award.
ITEM 2 - EXISTING UTILITIES
2.1 Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation.
2.2 Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
2.3 Water service shall be maintained throughout construction. Not Applicable.
2.4 Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:
2.4.1 Notify Contracting Officer not less than two days in advance of proposed utility interruptions.
2.4.2 Hours for Utility Shutdowns: Shut downs shall not exceed 2 to 3 hours. Temporary provisions will be needed by the Contractor for periods longer than stated allowance.
ITEM 3 - CONTRACTOR’S USE OF PREMISES
3.1 Conduct of Operations: At all times the contractor shall conduct his operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent. A. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park.
B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.
3.2 On-site work hours: Work shall be generally performed during normal business working hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated.
A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer. Submit requests for work outside of the stated normal business hours to the Contracting Officer for approval at least 48 hours in advance of the work.
3.3 Contractor Use of Site:
A. General: Contractor shall have limited use of the site for construction operations. Limit use of premises to [Staging area will be discussed at preconstruction meeting]. Do not disturb portions of Project site beyond areas in which the Work is indicated.
B. Limits: TBD at preconstruction meeting.
C. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.
D. Security and Protection facilities installation:
1. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects.
1. Cleaning of Equipment: The Contractor shall ensure that prior to moving on to the Project Area, all equipment, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds. Ensure that all equipment has been pressure washed and is free of exotic species prior to start-up of operations and moving of equipment to Project Area. Equipment shall be considered free of soil, seeds, and other debris when a visual inspection does not disclose such material. Disassembly of equipment components or specialized inspection tools are not required.
2. Pest Control: Follow NPS requirements and practices to minimize attraction and harboring of rodents, roaches, and other pests and to perform extermination and control procedures at regular intervals so Project will be free of pests and their residues at Substantial Completion. Perform control operations lawfully, using environmentally safe materials.
3.4 Storage - Staging Areas:
A. Confine Storage of materials and equipment to the project area Coordinate with COR at preconstruction meeting.
3.5 Preservation of Natural Features: N/A
3.6 Hauling Restrictions: Match State and County road requirements for all park work/access.
3.7 Housekeeping:
A. Keep project neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.
B. Dispose of waste and recycled materials legally outside of the Park. Contractor shall not use park dumpsters.

3.8 Occupancy Requirements for Buildings:
A. Existing Buildings:
1. Full Government Occupancy: Government will occupy buildings that will be under construction during the entire contract period. Cooperate with Government during construction operations to minimize conflicts and facilitate Government usage. Perform the Work so as not to interfere with Government's day-to-day operations. Maintain existing exits, unless otherwise indicated.
a. Maintain access to existing walkways, corridors, and other adjacent occupied or used facilities. Do not close or obstruct walkways, corridors, or other occupied or used facilities without written permission from the CO.
b. Maintain existing building in a weather tight condition throughout construction period. Repair damage caused by construction operations. Protect building and its occupants during construction period.
B. New Buildings: Not Applicable.
1. Government Occupancy of Completed Areas of Construction: Government reserves the right to occupy and to place and install equipment in completed areas of building, provided such occupancy does not interfere with completion of the Work. Such placement of equipment and partial occupancy shall not constitute acceptance of the entire project.
a. Contracting Officer will prepare a Beneficial Occupancy letter for each specific portion of the Work to be occupied before Government acceptance.
b. Obtain a Certificate of Occupancy from the NPS before Government occupancy.
c. Before partial Government occupancy, mechanical and electrical systems shall be fully operational, and required tests and inspections shall be successfully completed. On occupancy, Government will operate and maintain mechanical and electrical systems serving occupied portions of building.
d. On occupancy, Government will assume responsibility for maintenance and custodial service for occupied portions of building.
3.9 Photo Documentation:
All photos shall be in focus, show maximum range of depth of field general photo and then close up detail photo as needed. Shall be in JPEG digital form and submitted via CD-R Archival Gold or DVD-R Archival Gold media with printed labels and 8 mega pixels minimum within 7 days from time of taken or as approved by COR.
A. Existing Condition Images: Before starting construction, take color, dated, digital images of project site and adjacent property/roads/etc. that may be impacted by construction activity/traffic. Include existing items to remain or be salvaged from different vantage points and with context for location identification.
B. Construction Images:
| 1. Document all sub-surface work/ trenches etc. prior to backfill with enough overall field view to show location and then details. |
| 2. Maintain organized index for photos with date, description, etc.. |
| 3. Additional images as needed when questions or emergency situations occur. Submit within 24 hours. |
3.10 Fire and Life Safety:
As a minimum, conduct one weekly 15minute "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week. Document and submit meeting minutes to the Contracting Officer within one day after the meeting.
A. Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).
B. Store and handle hazardous materials in accordance with manufacturer’s and OSHA 29CFR1926 Subpart D requirements. Maintain readily available, on site, MSDS/Safety Data Sheets (SDS) for each chemical.
i. Immediately report all spills of hazardous materials to the park.
ii. Maintain a spill emergency response kit.
iii. Train employees how to respond to a spill and use the emergency response kit.
3.11 Noise and Acoustics Management:
Noise Control: Perform demolition to minimize noise. Perform noise-producing work in less sensitive hours of the day or week as directed by the Contracting Officer.
Repetitive and/or intermittent, high-level noise: Permitted only during Daytime.
Do not exceed the following dB(A) limitations at 50 feet:

ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION
4.1 The Contractor shall commence work in accordance with the terms and conditions of the contract.
ITEM 5 - EXAMINATION OF THE SITE
5.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on ground conditions as if they had inspected the job site. No change orders will be approved for work obvious during a site visit. Please see FAR 52.236-27 - Site Visit (Construction).
ITEM 6 - ABBREVIATIONS
6.1 The list of abbreviations, which may be used in the Construction Specifications or Special Provisions, refer to the organizations and specifications of the organizations may be found at the below location via a link ‘NPS Reference Standards.’ Noted in the ‘Contracting and Procurement’ paragraph.

ITEM 7 - ACCIDENT PREVENTION
7.1 Description: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors.
A. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary personal protective equipment in good repair at all times. As a minimum, maintain four hard hats and all other APP required equipment.
7.2 Submittals:
A. Accident Prevention Program: At the preconstruction conference submit for approval an accident prevention program. The program shall include:
1. Name of responsible supervisor to carry out the program
2. First aid procedures
3. Training, both initial and continuing
4. Planning for possible emergency situations
5. Contractor to identify nearest location of medical facility for emergencies
6. Recognition that work will be performed in remote areas with limited communication or cell phone coverage
B. Meeting and Inspection Reports: Safety Meetings: As a minimum, conduct 15 minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite. Submit a report of safety meetings and inspections. The Contractor shall document the “toolbox” meetings through the daily logs.
7.3 Qualification of Employees:
A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner to include operators of vehicles and equipment. Provide operating instructions for all equipment.
B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
7.4 Accident Reporting: The Contractor shall report all accidents to the Contracting Officer or designee as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
7.5 First Aid Facilities: Provide adequate facilities for the number of employees and the type of construction at the site.
7.6 Emergency Instructions: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
7.7 Protective Equipment: It is the Contractor's responsibility to require all those working on or visiting the site to wear necessary protective equipment at all times.
7.8 Hazardous Materials: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.
A. If a spill, leak or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the COR.
ITEM 8 - PRECONSTRUCTION CONFERENCE: See FAR 52.236-26
ITEM 9 - SUBMITTALS
9.1 General Submittal Procedures:
A. General: Prepare and submit submittals required by individual Specification Sections. Types of submittals are indicated in individual specific sections.
1. CM-16 Transmittal Form: All submittals shall be transmitted via electronic email using National Park Service form CM-16 form. The form will be provided by the Contracting Officer. No action will be taken on a submittal item unless accompanied by the CM-16 transmittal form. Submit the Co of the project.
B. Submittal List: A submittal list has been attached to the end of each Specification Section. The intent is to provide an overall summary of submittal requirements and not a comprehensive list. The requirements of the individual Specification Sections, terms and conditions of the Contract still apply regardless of what is shown on the submittal list.
C. Preconstruction Conference Submittal: The following items shall be submitted a minimum of one week prior to the Preconstruction Conference. If all these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to Proceed will not be issued, and the Contracting Officer will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued. Contracting Officer will notify Contractor of tentative date for the Pre-Construction Conference:
1. Letter designating Project Superintendent.
2. Construction Schedule.
3. A comprehensive breakdown of the Schedule of Values.
4. Accident Prevention Plan (see section 7 of this document).
5. A list of Subcontractors for this project.
6. Written statements from subcontractors certifying compliance with applicable labor standard clauses (SF1413).
7. Satisfactory evidence of liability insurance coverage and workman’s compensation for the Contactor and all subcontractors.
8. Waste Management Plan.
9. Quality Control Plan.
10. Indoor Air Quality (IAQ) Management Plan.
9.2 Shop Drawings, Product Data, and Samples: Contracting Officer will provide sample cover sheet.
A. Shop Drawings: Indicate waterproofing and electrical materials, connection details, anchorage spacing, hardware locations, and installation details.
1. Submit Shop Drawings according to Part 9.1 of this section to include one digital file (.PDF or .TIF) and two full size hardcopy documents to COR.
B. Product Data: Provide component construction, anchorage method, hardware, etc.
1. Submit Product Data according to Part 9.1 of this section to include one digital file (.PDF or .TIF) to COR.
C. Samples: Submit 2 color samples 4” x 6” in size of actual paint finish color selected on steel.
1. Submit Samples CM-16 Transmittal Form according to Part 9.1 of this section to include one digital file (.PDF or .TIF) and physical samples of actual material to COR.
D. For submittals specified above, forward submittals to Contracting Officer at least 15 days before need for approval (depends on length of project).
E. After approving submittals, Contracting Officer will return one copy to the Contractor. If submittals are not approved, Contracting Officer will return all copies to Contractor with reasons for rejection. Resubmit, identifying changes. Any work done before approval shall be at Contractor's own risk.
9.3 Approved Equals: Refer to FAR 52.211-6 - If an item in this solicitation is identified as “brand name or equal” or lists more than 3 manufacturers, the purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. The salient physical, functional, or performance characteristics that “equal” products must meet are specified in the solicitation or relevant specification.
A. For each item proposed as an “approved equal,” submit supporting data, including:
1. Drawings and samples as appropriate.
2. Comparison of the characteristics of the proposed item with that specified.
3. Changes required in other elements of the work because of the substitution.
4. Name, address, and telephone number of vendor.
5. Manufacturer’s literature regarding installation, operation, and maintenance, including schematics for electrical and hydraulic systems, lubrication requirements, and parts lists. Describe availability of maintenance service, and state source of replacement materials.
B. A request for approval constitutes a representation that Contractor:
1. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.
2. Will provide the same warranties for the proposed item as for the item specified.
3. Has determined that the proposed item is compatible with interfacing items.
4. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.
5. Waives all claims for additional expenses that may be incurred as a result of the substitution.
C. Approved Equals will be evaluated and approved/disapproved during the submittal process.
9.4 Progress Schedules: As soon as possible after Notice of Award and before beginning any work, submit Progress Schedule. Contracting Officer will review the Progress Schedule for format and content. Submit electronic copy of Progress Schedule (normally in bar chart form) showing estimated starting and completion dates for each part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted. The following information must accompany submission of progress schedules prior to processing any pay application:
A. Daily/weekly progress reports during construction as part of the administration process.
B. Schedule of Values: Breakdown each lump-sum item into component work activities used in the schedule, for which progress payments may be requested. The Schedule of Values will form the basis for payment. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump-sum item. The Contracting Officer may request data to verify accuracy of dollar values. A sample Schedule of Values will be provided by the Contracting Officer.
ITEM 10 – TEMPORARY SERVICES
10.1 Description: The work of this section consists of providing temporary services required for Contractor's performance of the work of this Contract.
10.2 Fire Prevention and Protection:
A. Hazard Control: Take all necessary precautions to prevent fire during construction. Provide adequate ventilation during use of volatile or noxious substances.
ITEM 11 - PROJECT CLOSEOUT
11.1 Description: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.
11.2 Cleaning: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.
11.3 Substantial Completion and Final Inspection: Submit written certification that project is substantially complete, and a final inspection must be requested to the Contracting Officer in writing. The Contracting Officer or designee will make an inspection within 10 days of receipt of request or at a mutually agreeable time.
A. If the work is determined to be substantially complete, following the final inspection, the. Contracting Officer will prepare a Punch List and issue a Letter of Substantial Completion.
B. If the work is not determined to be substantially complete following the final inspection, the Contracting Officer will notify Contractor in writing. Contractor shall request a new final inspection after completing the work. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
C. Contractor shall complete the Punch List within 30 calendar days, documented weather permitting.
D. If Contracting Officer determines that the work is not substantially complete; he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection. Re-inspection costs may be charged against the Contractor in accordance with the Inspection of Construction contract clause.
E. If Contractor completes all items of work on the Punch List and all contractually required items, Contracting Officer will issue Letter of final acceptance of work.
F. If the Contractor fails to complete the work within the time frame, the Contracting Officer may correct the work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with the Inspection of Construction contract clause.
G. Disposition of any permits and warranties required by the specifications in this section.
11.4 Acceptance of the Work: After all deficiencies have been corrected, a Letter of Acceptance will be issued. A Release of Claims document must be executed and submitted to the Contracting Officer before final payment can occur.
11.5 Warranties
A. Construction Warranty shall be based on date of Substantial Completion.
B. Provide All Warranty information of products installed organized by Division. All contact information, extents and conditions shall be clearly noted as well as date of overall project Substantial Completion.
C. Information shall include operation and maintenance manuals for each warranted material.

PERFORMANCE REQUIREMENTS
Minimum Operating-Pressure Ratings:
For Piping Containing Liquid:
Piping between Shutoff Valves: 350 psig (2413 kPa) unless otherwise indicated.
Piping Other Than Above: 250 psig (1723 kPa) unless otherwise indicated.
Retain one of first two paragraphs below.
LPG System Pressures outside the building Buildings: Pressure ranges. Primary pressure is more than 150 psig (3.45 kPa) but not more than 200 psig (13.8 kPa) and is reduced to secondary pressure of 10 psig (3.45 kPa).
Retain paragraph below with "Seismic Qualification Data" Paragraph in "Informational Submittals" Article for projects requiring seismic design. Model building codes and SEI/ASCE 7 establish criteria for buildings subject to earthquake motions. Verify requirements of authorities having jurisdiction.

Retain "Seismic Qualification Data" Paragraph below if required by seismic criteria applicable to Project. Coordinate with Section 230548 "Vibration and Seismic Controls for HVAC." See SEI/ASCE 7 for certification requirements for equipment and components.

CLOSEOUT SUBMITTALS
Operation and maintenance data.
QUALITY ASSURANCE
Retain one or both of first two paragraphs below for welding supports. Retain first for welded piping supports and retain second for welded steel pipe joints. If retaining, also retain "Welding certificates" Paragraph in "Informational Submittals" Article.
Steel Support Welding Qualifications: Qualify procedures and personnel according to AWS D1.1/D1.1M, "Structural Welding Code - Steel."
Pipe Welding Qualifications: Qualify procedures and operators according to ASME Boiler and Pressure Vessel Code.
Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application.

PIPES, TUBES, AND FITTINGS
This article includes examples of materials listed in NFPA 58, "Liquefied Petroleum Gas Code"; NFPA 54, "National Fuel Gas Code"; and the 2003 International Fuel Gas Code, which has been jointly adopted by AGA and ICC. Steel Pipe: ASTM A 53/A 53M, black steel, Schedules 40 and 80, Type E or S, Grade B.
Malleable-Iron Threaded Fittings: ASME B16.3, Class 150, standard pattern.
Wrought-Steel Welding Fittings: ASTM A 234/A 234M for butt welding and socket welding.
Unions: ASME B16.39, Class 150, malleable iron with brass-to-iron seat, ground joint, and threaded ends.
Retain subparagraph below for underground steel piping. Cathodic protection may be required in addition to protective coating. Coordinate with requirements in Section 134700 "Cathodic Protection."
Protective Coating for Underground Piping: Factory-applied, three-layer coating of epoxy, adhesive, and PE.
Joint Cover Kits: Epoxy paint, adhesive, and heat-shrink PE sleeves.
Plastic Pipe: Iron Pipe Size High Density Polyethylene, HDPE 4710 gas pipe for outdoor underground distribution of propane gas. ASTM D3350 Tubing in first paragraph below is limited in application to 0.5 psig (3.45 kPa) and less and NPS 1 (DN 25) and smaller. Verify acceptability with authorities having jurisdiction before retaining.
JOINING MATERIALS
Joint Compound and Tape: Suitable for LPG.
Welding Filler Metals: Comply with AWS D10.12/D10.12M for welding materials appropriate for wall thickness and chemical analysis of steel pipe being welded.

MANUAL GAS SHUTOFF VALVES
Coordinate valve materials in this article with "Underground Manual Gas Shutoff Valve Schedule" and "Aboveground Manual Gas Shutoff Valve Schedule" Articles. See "Writing Guide" Article in the Evaluations for a discussion of how this Section is organized and the most efficient way to edit this Section.
Shutoff valves for LPG service must comply with one or more standards. Revise this article if compliance with specific standards apply. If locking devices are required, verify that they are available from listed manufacturers.
See "Underground Manual Gas Shutoff Valve Schedule" and "Aboveground Manual Gas Shutoff Valve Schedule" Articles for where each valve type is applied in various services.
Metallic Valves, NPS 2 (DN 50) and Smaller for Liquid Service: Comply with ASME B16.33 and UL 842.
CWP Rating: 250 psig (1723 kPa).
Threaded Ends: Comply with ASME B1.20.1.
Tamperproof Feature: Locking feature for valves indicated in "Underground Manual Gas Shutoff Valve Schedule" and "Aboveground Manual Gas Shutoff Valve Schedule" Articles.
Valves 1-1/4 inch (32 mm) and larger shall be suitable for LPG service, with "WOG" indicated on valve body.
Caution: Two-piece ball valves with a full or regular port are recommended for most services. One-piece ball valves have a reduced port but one fewer leak paths.
One-Piece, Bronze Ball Valve with Bronze Trim: MSS SP-110.
Body: Bronze, complying with ASTM B 584.
Ball: Chrome-plated brass.
Stem: Bronze; blowout proof.
Seats: Reinforced TFE; blowout proof.

Where pressure drop is a concern, use full-port ball valves. For corrosive or high-temperature applications, use stainless-steel trim ball valves.

Bottom section with base to fit over valve and barrel a minimum of 5 inches (125 mm) in diameter.
Adjustable cast-iron extensions of length required for depth of bury.
Include tee-handle, steel operating wrench with socket end fitting valve nut or flat head and with stem of length required to operate valve.
PRESSURE REGULATORS
General Requirements:
Single stage and suitable for LPG.
Steel jacket and corrosion-resistant components.
Elevation compensator.
End Connections: Threaded for regulators NPS 2 (DN 50) and smaller.
DIELECTRIC UNIONS
Unions in paragraph below are available in at least NPS 1/2 to NPS 2 (DN 15 to DN 50).
Dielectric Unions:
Standard: ASSE 1079.
Revise pressure rating and temperature in first subparagraph below to suit Project, or insert other options for specific applications.
Pressure Rating: 250 psig (1725 kPa).
End Connections: Solder-joint copper alloy and threaded ferrous.
PROPANE STORAGE TANK
Description: Factory fabricated, complying with requirements in NFPA 58 and ASME Boiler and Pressure Vessel Code and bearing the ASME label. Tanks shall be rated for 250-psig (1723-kPa) minimum working pressure.
Liquid outlet and vapor inlet and outlet connections shall have shutoff valves with excess-flow safety shutoff valves and bypass and back-pressure check valves with smaller than 0.039-inch (1-mm) drill-size hole to equalize pressure. Liquid-fill connection shall have backflow check valve.
Connections: Color-code and tag valves to indicate type.
Liquid fill and outlet, red.
Vapor inlet and outlet, yellow.
Level gage shall indicate current level of liquid in the container. Gages shall also indicate storage container contents; e.g., "Butane," "50-50 LPG Mix," or "Propane."
Pressure relief valves, type and number as required by NFPA 58, connected to vapor space and having discharge piping same size as relief-valve outlet and long enough to extend at least 84 inches (2130 mm) directly overhead. Identify relief valves as follows:
Discharge pressure in psig (kPa).
Rate of discharge for standard air in cfm (L/s).
Manufacturer's name.
Catalog or model number.
Container pressure gage.
For outdoor installation, exposed metal surfaces mechanically cleaned, primed, and painted for resistance to corrosion.
Ladders for access to valves more than 72 inches (1830 mm) aboveground.
Stainless-Steel Nameplate: Attach to aboveground storage container or to adjacent structure for underground storage container.
Retain both IP and SI units of measure in first 11 subparagraphs below because NFPA 58 requires both IP and SI units of measure on labels.
Name and address of supplier or trade name of container.
Water capacity in gallons and liters.
Design pressure in psig (kPa).
Consult with container manufacturer for maximum pressure to insert in first subparagraph below.
Outside surface area in sq. ft. (sq. m).
Year of manufacture.

TRANSPORT TRUCK UNLOADING FACILITY
Description: Comply with requirements in NFPA 58.
Support structure consisting of a minimum 6-inch (150-mm) steel channel or 6-by-4-inch (150-by-100-mm) rectangular steel tubing, a minimum of 36 inches (914 mm) above and below grade.
Liquid-fill and vapor-return, quick-disconnect fittings.
Liquid and vapor shutoff valves with hydrostatic relief valves mounted between the quick-disconnect fittings and shutoff valves.
Excess-flow safety shutoff valve in vapor-return line.
Backflow check valve in liquid-fill line.
Remote emergency shutoff valve station with underground cable to the vapor emergency shutoff valve.
LABELING AND IDENTIFYING
Detectable Warning Tape: Acid- and alkali-resistant PE film warning tape manufactured for marking and identifying underground utilities, a minimum of 6 inches (150 mm) wide and 4 mils (0.1 mm) thick, continuously inscribed with a description of utility, with metallic core encased in a protective jacket for corrosion protection, detectable by metal detector when tape is buried up to 30 inches (750 mm) deep; colored yellow.
EXECUTION
EARTHWORK
Comply with requirements in Section 312000 "Earth Moving" for excavating, trenching, and backfilling.
OUTDOOR PIPING INSTALLATION
Comply with NFPA 58 and the International Fuel Gas Code requirements for installation and purging of LPG piping.
NFPA 54 requires a minimum of 18 inches (457 mm) of cover over buried LPG piping, or 12 inches (305 mm) with shielding. Pipe with less than 12 inches (305 mm) of cover must be installed in a containment conduit.
Install underground, LPG piping buried at least 36 inches (900 mm) below finished grade. Comply with requirements in Section 312000 "Earth Moving" for excavating, trenching, and backfilling.
Steel Piping with Protective Coating:
Apply joint cover kits to pipe after joining to cover, seal, and protect joints.
Retain one of two subparagraphs below. Verify acceptability of repaired coating systems with authorities having jurisdiction.
Repair damage to PE coating on pipe as recommended in writing by protective coating manufacturer.
Replace pipe having damaged PE coating with new pipe.
CSA B149.1 requires protective coating for Type G and Type L (Type B) copper pipe and tube installed underground.
Install fittings for changes in direction and branch connections.
Install pressure gage downstream from each service regulator. Pressure gages are specified in Section 230519 "Meters and Gages for HVAC Piping."

VALVE INSTALLATION
Install underground valves with valve boxes.
Install regulators and overpressure protection devices with maintenance access space adequate for servicing and testing.
Install anode for metallic valves in underground PE piping.
PIPING JOINT CONSTRUCTION
Ream ends of pipes and tubes and remove burrs.
Remove scale, slag, dirt, and debris from inside and outside of pipe and fittings before assembly.
Threaded Joints:
Thread pipe with tapered pipe threads complying with ASME B1.20.1.
Cut threads full and clean using sharp dies.
Ream threaded pipe ends to remove burrs and restore full ID of pipe.
Apply appropriate tape or thread compound to external pipe threads unless dryseal threading is specified.
Damaged Threads: Do not use pipe or pipe fittings with threads that are corroded or damaged. Do not use pipe sections that have cracked or open welds.
Welded Joints:
Construct joints according to AWS D10.12/D10.12M, using qualified processes and welding operators.
Bevel plain ends of steel pipe.
Patch factory-applied protective coating as recommended by manufacturer at field welds and where damage to coating occurs during construction.
CONNECTIONS
Coordinate piping installations and specialty arrangements with schematics on Drawings. If Drawings are explicit enough, these requirements may be reduced or omitted.
Delete first two paragraphs below if utility makes connection to its gas main, or retain one of two paragraphs and revise to suit Project.
Connect to utility's gas main according to utility's procedures and requirements.
TRANSPORT TRUCK UNLOADING FACILITY
Coordinate this article with Drawings.
Install remote emergency shutoff station with cable release in an accessible location, a minimum of 25 feet (7.6 m) and a maximum of 100 feet (30 m) away from transport truck unloading.
STORAGE CONTAINER INSTALLATION
Fill storage container to at least 80 percent capacity with propane.
Install piping connections with swing joints or flexible connectors to allow for storage container settlement and for thermal expansion and contraction.
Ground containers according to NFPA 780. Grounding is specified in Section 264113 "Lightning Protection for Structures."
Retain first paragraph below for aboveground storage containers only.
Set storage containers in felt pads on concrete or steel saddles. Install corrosion protection at container-to-felt contact.
Retain first two paragraphs below for aboveground storage containers where authorities having jurisdiction require in seismic restraint for Project site.
Install tie-downs over storage containers on saddles with proper tension.
Set concrete saddles on dowels set in concrete base. Anchor steel saddles to concrete base.
Retain five paragraphs below for underground storage containers.
Set storage container on concrete ballast base large enough to offset buoyancy of empty storage container immersed in water.
Install tie-down straps over container anchored in ballast base and repair damaged coating.
Backfill with a minimum coverage for underground or mounded storage containers according to NFPA 58.
Backfill with pea gravel as required in Section 312000 "Earth Moving."
LABELING AND IDENTIFYING
Retain one of two paragraphs in this article.
Install detectable warning tape directly above gas piping, 12 inches (305 mm) below finished grade, except 6 inches (150 mm) below subgrade under pavements and slabs.
FIELD QUALITY CONTROL
Test, inspect, and purge LPG according to NFPA 58 and the International Fuel Gas Code and requirements of authorities having jurisdiction.
See Section 014000 "Quality Requirements" for retesting and reinspecting requirements and Section 017300 "Execution" for requirements for correcting the Work.
LPG piping will be considered defective if it does not pass tests and inspections.
Prepare test and inspection reports.
OUTDOOR PIPING SCHEDULE
Piping sizes are limited to maximum NPS 2 (DN 50).
Retain and revise applicable piping applications. Coordinate with materials specified in Part 2. Retain multiple materials for Contractor's option.
Retain "one of" option in first paragraph below to allow Contractor to select piping materials from those retained.
Underground LPG liquid piping shall be the following:
Schedule 40 steel pipe with wrought-steel fittings and welded joints. Coat pipe and fittings with protective coating for steel piping.
Retain "one of" option in first paragraph below to allow Contractor to select piping materials from those retained.
Aboveground LPG liquid piping shall be the following:
CSA B149.1 requires Schedule 80, steel pipe and fittings for threaded joints. Authorities having jurisdiction may require threaded joints to be seal welded and may require the break between threaded and welded pipe to occur at a different pipe size.
NPS 2 (DN 50) and Smaller: Schedule 40 steel pipe, malleable-iron threaded fittings and threaded joints. Coat pipe and fittings with protective coating for steel piping.
Retain "one of" option in first paragraph below to allow Contractor to select piping materials from those retained.
Underground LPG vapor piping shall be the following:
PE pipe is available in NPS 1/2 to NPS 16 (DN 15 to DN 400), maximum NPS 2 (DN 50) in 1000-foot (305-m) rolls.
Schedule 40, steel pipe with wrought-steel fittings and welded joints. Coat pipe and fittings with protective coating for steel piping.

SECTION 312000 - EARTH MOVING
Revise this Section by deleting and inserting text to meet Project-specific requirements.
This Section uses the term "Architect." Change this term to match that used to identify the design professional as defined in the General and Supplementary Conditions.
GENERAL
SUMMARY
Section Includes:
Excavating and filling for rough grading the Site.
Preparing subgrades for slabs-on-grade.
Excavating and backfilling trenches for utilities.
DEFINITIONS
Backfill: Soil material used to fill an excavation.
Initial Backfill: Backfill placed beside and over pipe in a trench, including haunches to support sides of pipe.
Final Backfill: Backfill placed over initial backfill to fill a trench.
Bedding Course: Aggregate layer placed over the excavated subgrade in a trench before laying pipe.
Borrow Soil: Satisfactory soil imported from off-site for use as fill or backfill.
Consider revising "Drainage Course" Paragraph below and throughout this Section to suit Project or office standard.
Fill: Soil materials used to raise existing grades.
Utilities: On-site underground pipes, conduits, ducts, and cables as well as underground services within buildings.

PRODUCTS
SOIL MATERIALS
General: Provide borrow soil materials when sufficient satisfactory soil materials are not available from excavations.
Revise "Satisfactory Soils" and "Unsatisfactory Soils" paragraphs below and identify soil materials according to geotechnical engineer's written recommendations. Revise soil groups and size of stone to suit Project. Most soils are classified according to ASTM D2487. Heavy civil or highway projects may use AASHTO M 145.
Terms, descriptions, and gradations of granular soil materials in remaining paragraphs are examples only. Revise to comply with local practices and to suit Project. For example, granular materials may be referenced by state or local highway designations rather than by ASTM classifications.
Subbase Material: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D2940/D2940M; with at least 90 percent passing a 1-1/2-inch (37.5-mm) sieve and not more than 12 percent passing a No. 200 (0.075-mm) sieve.
Base Course: Naturally or artificially graded mixture of natural or crushed gravel, crushed stone, and natural or crushed sand; ASTM D2940/D2940M; with at least 95 percent passing a 1-1/2-inch (37.5-mm) sieve and not more than 8 percent passing a No. 200 (0.075-mm) sieve.
