1. Introduction and Background.
1.1. In accordance with U.S. Law, Presidential guidance, Department of Defense (DoD) directives, and Army regulations, the Army is required to support, implement, and comply with the provisions of international and regional arms control treaties and agreements and associated emerging technologies, export control regimes, as well as nuclear and chemical surety guidance.
The Army is also responsible for providing forces capable of operating against adversaries armed with Weapons of Mass Destruction (WMD) and supporting DoD Counter-WMD (CWMD) efforts.
1.2. In accordance with Headquarters, Department of the Army (HQDA) General Order 2020-01 (GO 2020-01), Assignment of Functions and Responsibilities within Headquarters, responsibility for HQDA-level operations and planning functions is assigned to the Deputy Chief of Staff (DCS), Army G-3/5/7. Within the G-3/5/7 portion of the Army Staff (ARSTAF), responsibility for policy development and analysis is assigned to the Strategy, Plans, and Policy Directorate (DAMO-SS). The Treaty Compliance and Surety Division (DAMO-SSD) serves as the ARSTAF Oversight Manager for arms control and surety activities. This makes DAMO-SSD responsible for policy development, implementation, compliance, resource management, and program oversight for arms control treaties, agreements, initiatives, and associated emerging technologies, export control regimes, and chemical and nuclear surety programs. The U.S. Army Nuclear and CWMD Agency (USANCA) is responsible for providing HQDA oversight for Army CWMD policy, readiness, and capabilities development, and for administering the Army Council for CWMD (ACCWMD) per the organizational charter.
1.3. These operations and planning functions are based on a variety of international agreements, implementing statutes, and associated U.S. Government (USG) and DoD policies, guidance, directives and instructions, to include, inter alia: National Military Strategy, treaty compliance and surety initiatives and activities, policy analyses, implementation functions, and other operational requirements without specific provision in GO 2020-01 or Title 10 United States Code (USC), but that are requirements of the USG, DoD, or international initiatives.
1.4. In accordance with requirements in DoD Directive 2060.1, Implementation of, and Compliance with, Arms Control Agreements, the Assistant Secretary of the Army for Installations, Energy and Environment (ASA(IE&E)) has been designated as the Army Implementation and Compliance Review Manager for arms control treaties and agreements.

AMC has delegated TIA responsibilities under CWC to the U.S. Army Chemical Materials Activity (CMA).
