(END OF ADDENDUM TO 52.212-1)

ADDENDUM TO 52.212-2

ADDENDUM TO 52.212-2

The Government award will be made on the basis of the lowest price technically acceptable (LPTA) of quotes meeting or exceeding the acceptability standards and Delivery Date. The following factors shall be used to evaluate offers:

1. Price

2. Technical

3. Delivery (No Later Than 30 days After Contract Award) (Expedited Delivery is Desired)

The Technical element of the evaluation shall be a determination as to whether the product proposed for each CLIN meets or exceeds the salient characteristics specified in PART 4 of the Performance Work Statement (PWS), located at the end of this document. The Technical element of the evaluation shall be based solely on information furnished by the vendor. The Government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the Government to determine whether the product meets the performance characteristics and specifications of the requirement. If the offeror proposes to modify a product so as to conform to the requirement of this solicitation, the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications.

Price shall be evaluated for each CLIN group individually based on the total proposed price for each CLIN group’s base year plus both option years for each CLIN group.

- CLIN 0001, 1001, and 2001 is one CLIN group.

- CLIN 0002, 1002, and 2002 is the second CLIN group.

For purposes of evaluation, the government will add six (6) months of cost at the rate specified in CLINs 2001 and 2002 to each CLIN group’s total cost to account for consideration of the Option to Extend The Terms of the Contract granted by FAR 52.217-8 and 52.217-9. (Reference 52.217-8 and 52.217-9 in Clauses Incorporated by Full Text)

If the minimum Delivery Date of thirty (30) days after contract award cannot be met, the Government reserves the right to determine the offer to be unacceptable or non-responsive. Offers with expedited delivery will be evaluated more favorably.

It is the Governments intent to issue a single firm fixed price purchase/delivery order. The Government intends to evaluate quotes and award a contract without discussions. The vendor’s initial quote should contain the best terms from a price and technical standpoint. However, the Government reserves the right to conduct conversations if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotations if such action is in the public interest and waive informalities and minor irregularities in quotations received.

-- Please note that expedited delivery is desired and encouraged.

-- The government reserves the right to exercise one, some, all, or none of the CLIN items listed in this document.
