4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.

Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.

5. Rationale.

SAP has developed this software specifically to serve as a functional component within the software solution that is interconnected with DOI’s FBMS. This is propriety software resulting in a brand name situation in which SAP’s product is the only option to provide the functionality required to ensure seamless interaction between Tableau and FBMS.

This interface was custom built for DOI, and the BIO indicates a continuing need to maintain this interface. This acquisition will extend the functionality of the software to manage Tableau reporting tool users.

In addition to the cost of transition to a less functional solution, the loss of this interface would be prohibitive. This interface reduces the effort of manually performing user account management and risk analysis for FBMS. Annually, the BIO estimates that the software supporting this interface allows DOI to avoid $600,000 in labor costs. Finally, this interface is critical for the on-going financial assurance of the Department to be incompliance with OMB A-124, FISMA, and NIST 800-53.

6. Market Research.

Pathlock was formerly Greenlight Technologies which was small business. Since rebranding as Pathlock, the company is no longer considered a small business. Pathlock is listed as a manufacturer on NASA SEWP, and the Contracting Officer (CO) believed there would be authorized resellers of this software. The CO posted a solicitation on NASA SEWP. The solicitation was open for two weeks and closed with no quotes. One vendor, SIRC, initially expressed some interest. After discussion, SIRC stated they were unable to bid because this is maintenance on a custom-built interface.

The CO then reached out to Pathlock to determine if there are any reseller opportunities.

Pathlock indicated that Carahsoft is the only authorized reseller of SAP products and they only options are to work directly with Pathlock or through Carahsoft. Given that both Pathlock and Carahsoft are large businesses, the CO determined it would be more efficient to work directly with Pathlock.

Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines the circumstances of this contract action deem only one source is reasonably available as supported herein.
