STATEMENT OF WORK
1. DESCRIPTION OF SERVICES.
A. The contractor shall provide all tools, labor, material, supplies and equipment necessary to perform water restoration services in the basement areas of the Law Enforcements offices consisting of the basement area of two duplex buildings (four basement areas) located in Hot Springs National Park. These are historic structures and are eligible for inclusion in the National Register of Historic Places.
a. Quarters building 70 basements are approximately 600 square feet (two at 300 sq ft each).
b. Quarters building 71 basements are approximately 600 square feet (two at 300 sq ft each).
B. The contractor shall comply with all applicable local, state, and federal laws; and the requirements of this Statement of Work (SOW).
a. The contractor, through innovation, technology, and other means, shall perform the required black water restoration services to meet the standards expressed within the SOW, and its attached documents.
b. The contractor must meet the prescribed standards for the specific tasks that are stated in the “Service Delivery Summary” (SDS) to be regarded as acceptable.
c. The contractor will follow The Secretary of the Interior’s Standards for the Treatment of Historic Properties.
i. Chemical or physical treatments, if appropriate, will be undertaken using the gentlest means possible. Treatments that cause damage to historic materials will not be used. For example, on historic surfaces, do not use harmful chemicals, methods, or solvents.
C. Services considered unacceptable determined based on the prescribed method of surveillance and inspection shall be reperformed at no additional charge to the government.
a. For those services that cannot be re-performed the government inspector or Contracting Officer Representative (COR) shall notify the contracting officer.
b. The contracting officer will contact the contractor to discuss consideration.
1.2 FREQUENCY OF CLEANING
A. This is a one-time cleaning.
2. SERVICE DELIVERY SUMMARY (SDS)
2.1 Performance Objectives Performance
A. Unsalvageable materials will be removed, and properly disposed of off-site.
B. Affected walls, flooring and other hard services, including all hard salvageable materials will be cleaned and sanitized.
C. Air filters, air movers and dehumidifiers will be utilized as needed and for the time needed to facilitate proper restoration.
D. To the extent possible, antimicrobial will be applied to all affected areas.
E. All worked to be performed under relevant and appropriate industry standards.
3. NEEDED REPAIRS:
3.1. Notification
A. The contractor shall notify the government of any needed repair(s) of assigned space or of any area that may affect performance of contract work, present unsafe and/or unhealthy condition, or cause any delays or interference of work by employees of the contractor.
B. Such notification shall be made immediately by the contractor to the COR, inspector, or the Contracting Officer assigned to this contract.
4. GENERAL INFORMATION:
4.1. Hours of operation.
A. The operational hours for the site are 8:00am to 4:30 pm Monday to Friday.
a. Work shall be accomplished during these hours.
4.2. Contractor’s Personnel.
A. The contractor shall provide an on-site point of contact (POC) for contractual matters while working on-site.
4.3. Contractor personnel shall present a neat appearance and be easily recognized.
A. This may be accomplished by wearing clothing bearing the name of the company or by wearing an appropriate badge containing the company name and employee name.
B. Contractor must also be aware; background checks may be required of all employee’s working on-site.
a. The background checks will be no cost to the contractor.
4.4. Physical Security.
A. The contractor shall be responsible for safeguarding all Government property.
4.5. Facility Access
A. Contractor shall not block NPS driveways, contractor to coordinate with COR for vehicle and/or employee parking.
B. Contractor shall not interrupt facilities daily activities.
C. Contractor shall keep all access areas to and from work site clean.
4.6. Service Schedules.
A. The contractor shall develop a service schedule.
a. The service schedule shall be submitted as soon as possible after contract award but no later than the Pre-Performance Conference.
B. The contractor shall coordinate with NPS managers to agree upon a schedule and time that cleaning shall be done that is convenient both to the contractor and the occupants of the building.
C. The contractor shall comply with the submitted schedule as approved by the Contracting Officer.
4.6. Revised service
A. Schedule changes shall be submitted as soon as practical but no less than 2 hours before the scheduled start of the service.
4.7. Workload Estimate.
A. The Government's estimate of square footage represents the Government's best estimate of the actual square footage of designated areas.
B. The contractor shall notify the COR or Inspector in writing when actual conditions or actual measurements differ from those provided by the government.
a. If the contractor does not inform the COR or Inspector of differing conditions, the government shall not be responsible for any additional cost that may be incurred by the contractor.
C. The contractor shall also notify the COR or Inspector if a facility undergoes renovations, which prevents the contractor from performing cleaning duties.
D. The COR or Inspector will notify the contractor of potential renovations that may require alteration of their workload.
4.8. Material Safety Data Sheets (MSDS).
A. The contractor shall provide to the Government 1 copy of the MSDS for all approved cleaning products used during the performance of this contract.
B. The contractor shall use no cleaning product until approved.
4.9. Contractor Quality Control Plan.
A. The Contractor will establish a complete quality control plan to assure the requirements of the contract are provided as specified.
a. Copies of the Contractor's Quality Control Plan will be provided to the
Contracting Officer and his/her designated representative prior to the pre-performance conference.
B. This plan will include, but not be limited to the following:
a. Inspection system covering the services stated in the Scope of Work by section.
b. Specify the areas to be inspected on either a scheduled or unscheduled basis or the title of the individuals who will perform the inspection.
c. Method for identifying deficiencies in the quality of services performed before the level of performance is unacceptable.
C. A file of all inspections conducted by the contractor and any corrective action taken.
This documentation will be always made available to the government during the term of the contract.
5. SPECIAL REQUIREMENTS.
5.1. Cleaning Supplies.
A. The Contractor will be required to use environmentally safe “Green Cleaning Products” and “Supplies” only.
a. Exceptions will be made on a case-by-case basis if a green product needed is not available in certain situations.
B. The Contractor may not use harmful chemicals, methods, or solvents on historic surfaces.
C. The Contractor will be required to supply a list for approval, prior to beginning work, of cleaning products to be utilized on all spaces.
a. No activity may occur prior to this approval.
