About this file
This is a Request for Proposal (RFP) for the U.S. Department of the Interior to purchase three new helicopters for the United States Park Police (USPP). The solicitation is designated as a Women-Owned Small Business (WOSB) sole-source acquisition authorized under RFO 6.103-1, with the Government intending to award directly to Bell Textron, Inc., provided their offer conforms to requirements and pricing is reasonable. The procurement includes two Bell 412 EPX medium helicopters and one Bell 407GXi light turbine helicopter, with delivery required by March 31, 2028 to the Bell Service Center in Piney Flats, Tennessee. The aircraft will support law enforcement, medevac, visitor security, search and rescue, prisoner transport, SWAT operations, and Presidential security missions.
The RFP specifies extensive technical requirements across Sections A and B, including FAA certifications (14 CFR Parts 29 and 27), dual-engine turbine FADEC systems with crash-resistant fuel systems, sophisticated avionics suites (Garmin systems including GTN-750 and GTN-650 GPS/COM/NAV units), communications equipment (dual VHF radios, three police band FM systems, inter-communications systems), search and rescue capabilities (external hoists, rappel fixtures, searchlights, FLIR systems), and specialized medical transportation features (litter kits, oxygen systems, fluid barrier flooring). Aircraft must include energy-attenuating seats, dual controls, environmental systems, landing lights compatible with night vision goggles, and comprehensive flight data monitoring systems. The proposal deadline is March 17, 2026 at 1500 PDT, with submissions required via email to Contracting Officer Melanie Johnson at melanie_johnson@ibc.doi.gov. Offerors must complete SF 1449, acknowledge any solicitation amendments, provide Schedule of Prices in Section A3, and submit technical capability documentation certifying that offered aircraft meet all specified requirements. The solicitation incorporates FAR clauses 52.212-1 through 52.212-5 for commercial item acquisitions and includes standard federal clauses regarding small business utilization, equal opportunity, ethics, payment processing via the Invoice Processing Platform, and contractor performance assessment reporting through CPARS.
