About this file
This is a Request for Proposal (RFP) and Amendment for a helicopter procurement by the U.S. Department of the Interior's National Park Service (NPS) United States Park Police (USPP). The solicitation number is 140D0426R0016, with an effective date of March 24, 2026.
The NPS seeks to purchase three new helicopters: two Bell 412 EPX medium helicopters and one Bell 407GXi light turbine helicopter. The Bell 412 EPX units must accommodate rapid configuration between law enforcement/search and rescue/medical transport operations with medical seats and stretchers, plus four additional passenger seats. The Bell 407GXi must seat seven passengers with factory seating and optional litter kit capability for medical evacuation. Both aircraft types require twin and single turbine engines respectively with FADEC (electronic engine control), crash-resistant fuel systems, and cockpit imaging/flight data monitoring devices. Delivery location is the Bell Service Center in Piney Flats, Tennessee. The contract period extends from March 31, 2026 to March 31, 2028. This is a sole-source acquisition authorized under RFO 6.103-1, with direct negotiation intended only with Bell Textron, Inc. The extended proposal closing date is April 2, 2026 at 2:00 PM Pacific Time, and the Government intends to award a firm-fixed-price contract based on technical capability and total evaluated price.
Detailed technical specifications span avionics systems (communications, navigation, audio), aircraft lighting, seating configurations, external rescue equipment, weather radar, FLIR camera systems, radio direction finding systems, and extensive maintenance and safety requirements. The solicitation includes comprehensive FAR and DIAR clauses addressing representations, certifications, payment procedures via the Invoice Processing Platform System (IPP), and standard government contract terms. All offerors must register in the System for Award Management (SAM) and provide current representations and certifications. No specific pricing information is included in the solicitation document itself.

OEM-applied exterior paint. Multi-color, high-visibility finish of moderate-to-high complexity, including standard agency markings (e.g., badges, identification lettering, and registration numbers). Final specifications will be provided prior to production.
Both 412 & 407; B7.X.X – Motorola Radios. Bell will install the provisions including mounting and adapters for the Motorola Radios; the actual radios need to be Customer Furnished Equipment because they are non-aviation radios.
B7.3.5 and B7.3.6 have been updated accordingly.
Bell 412EPx and 407GXi; B7.3.7 – Loudspeaker System. External public address/siren system (PA) providing 75 watts RMS would be Ok for siren broadcasting. Recommend a 600 watts RMS if clear, air-to-ground voice broadcast (typical law enforcement or SAR) is desired. Is 75 watts RMS sufficient for your mission?
B7.3.7 in the 412EPX and 407GXi Sections have been updated accordingly.
5 Bell 412EPx and 407GXi; Section B – FLIR Camera Systems. No options were specified for the sensor. Is the basic sensor sufficient or are there any options required? B6.17 and B6.21 have been updated accordingly.
412EPx and 407GXi; B7.3.3 – Three police band FM radio transceiver and control systems… The systems’ operational control frequency range must include the following frequency bands:
