SCHEDULE OF SUPPLIES/SERVICES
The Department of the Interior (DOI), Bureau of Land Management (BLM) Alaska Fire Service, requires a contractor operated and maintained airplane for exclusive use smokejumper support. This solicitation contains several unique requirements. The first exclusive use period will be for 120 days, the first 15 days of which will be to conduct the Smokejumper Aircraft Screening and Evaluation Subcommittee (SASES) "Initial" evaluation. Upon successful completion of the Initial evaluation, the following 90 days will be to complete phase 2 of the SASES process, the "Field" evaluation. If both evaluations are proven successful, the remaining 15 days of the base exclusive use period will proceed.
The aircraft shall be a high wing, multi-engine, turboprop airplane for transporting and dropping smokejumpers and paracargo, reconnaissance, testing of parachutes and other aerial equipment, transportation of personnel and cargo in support of fire suppression activities, search and rescue, natural resource missions, and other administrative and related resource activities as directed by the Government. Aircraft will be required to perform low level flights (below 500 feet) for the purpose of paracargo operations. Aircraft must have in-flight opening and closing side door (Air Operable Door) for parachute and paracargo operations.
Environmental conditions during the exclusive use period will vary from snow packed, gravel and other prepared runways.
The aircraft may be re-assigned to several field stations or fire camps throughout Alaska or dispatched to the Lower 48. While away from initial bases, the Government provided housing may consist of barracks or vendor provided tents. Meals will consist of Military MRE’s and/or cook your own, Government provided fresh food when away from dining facilities. The Government will provide a sleeping bag, mosquito net, cotton cord, and plastic sheeting.
This contract has a base two-year ordering period with a six-month extension of services option, IAW FAR 52.217-8. Contractor services include provision of an aircraft, personnel, and all other associated equipment, as prescribed in this solicitation.
With 24 hours of sunlight, temperatures and lightning storms may require double-crewing and increased maintenance. The Government may request additional pilots and mechanics should the need arise.

A1 ITEM REQUIREMENTS
A1.1 Aircraft for Ft Wainwright, Fairbanks, AK
Aircraft Required: High wing multiengine turboprop airplane equipped as specified in Section B for
Smokejumper operations.
Bureau: Bureau of Land Management (BLM).
Crew Complement Required: Pilot-in-command (PIC), second-in-command (SIC) (if required by make and model offered), mechanic, and relief personnel as required in B18 Relief Crew Requirement.
Designated Base: Fort Wainwright, AK
Performance Period: Date of Award to March 31st, 2027
Estimated Exclusive Use Period: 120 days on or around May 1st each year *(with the exception of the first 15 day evaluation).
Minimum Aircraft Requirements:
Must have a Standard Airworthiness Certificate.
Aircraft certified under Civil Air Regulation Part 3, or 14 CFR 23 or 25.
Interagency Smokejumper Aircraft Screening and Evaluation Subcommittee (SASES) approved.
An aircraft make and model for which engineering and logistical support for continued airworthiness, is provided from the current type certificate holder or supplemental type certificate holder.
VFR/IFR, Day/Night, known ice certified.
Minimum of an 85 knot stall speed for smokejumper operations.
Minimum of 19 insured passenger seats. Seats must be removable for cargo transport.
The aircraft shall accommodate a minimum of 12 smokejumpers when configured in accordance with Sec. B.
Side facing exit aft of main landing gear with FAA approval for in-flight opening of this exit door.
Cruise speed of 260 KTAS at 12,000’
Endurance of (4.5) hours at max cruise power with 6,500 lb. payload, 200 lbs. per pilot and 25 lb. survival kit.
Ability to achieve a single engine climb capability of + 1.2 percent or better at 5,000 feet pressure altitude and at 81°F, with 2.5 hours fuel on board, with no more than a 25 percent reduction in useful load.
Capable of operating from 3,500 ft gravel runway at SL pressure altitude and 20° Celsius

IMPORTANT INFORMATION: Offerors must complete and submit a pricing schedule for the item(s) they wish to be considered for. The Government plans to award one (1) contract with an annual exclusive use period of 120 days. After the 120-day exclusive use period expires, aircraft services may be extended at the discretion of the Government.
IAW 52.216-22, the maximum days of Availability that can be ordered by the Government is 180 days, per calendar year.

Note 1: Flight rate (FD) should be bid Dry, without fuel for flight services in Alaska. All fuel will be provided by the Government, or the contractor will be reimbursed for contractor provided fuel in accordance with the contract. The total estimated cost of A-E, for all years will be added together to arrive at the estimated evaluated price for each offeror. This in no way obligates the Government to extensions or the estimated days or flight hours listed in the price schedule.

A2.1 Per Diem will be paid in accordance with the Federal Travel Regulations, which means that the first and last day of travel will be paid at 75%, for meals & incidentals (if not provided by the Government) and no lodging will be paid on last day of travel.
A2.2 Minimum Guarantee - the minimum guarantee under the contract, as required by contract clause 52.216-22, is the total amount for Daily Availability during the first 120 day exclusive use period, as awarded on the first task order. However, the guaranteed quantity for daily availability is subject to reductions due to unavailability of contractor aircraft. The estimated quantity for daily availability during any extension of the exclusive use period is not guaranteed and is subject to reductions due to unavailability.
A2.3 The start date for exclusive use period may be changed by the issuance of a Notice to Proceed in accordance with C14.
A2.4 Southbound flight time through Canada shall be paid at the dry flight rate until the first enroute stop is required in the Contiguous Lower 48 States. The Contractor shall close out the invoice at this time and enter total remaining Government fuel on board. A deduction will be made for the remaining Government reimbursed fuel at this time. The Contractor shall begin a new invoice line upon resuming flight through the Contiguous Lower 48 States. The Contractor shall be paid the wet flight rate from this point until such time as they are released from service.
A2.5 Exhibits that will be applicable under the contract are included at the end of Section C; exhibits that are only applicable during the solicitation phase of this procurement are included at the end of Section E.

SECTION B – TECHNICAL SPECIFICATIONS
GENERAL REQUIREMENTS
B1 Scope of Contract
B1.1 The purpose of this contract is to obtain exclusive use aircraft flight services by the Bureau of Land Management, Alaska Fire Service in support of initial and extended attack of wildland fires, resource management activities, and other government work. Aircraft will be used for transporting and dropping smokejumpers, transporting and dropping paracargo, reconnaissance, testing of parachutes and other aerial equipment, transportation of personnel and/or cargo in support of fire suppression activities, search and rescue, natural resource missions, and other administrative and related resource activities as directed by the Government. The aircraft will begin the exclusive use period at Ft. Wainwright, AK with the possibility of operating out of several field stations that have paved or unpaved airstrips of 3,500 feet or more in length.
B1.2 The Government and Contractor must establish an effective working relationship to successfully complete this contract. The Contractor’s employees’ cooperation, professionalism, and positive attitude toward aviation safety and accomplishment of the mission are an integral element of this relationship. The aircraft and crew are an integral component of an aerial firefighting team.
B1.3 The Government has interagency and cooperative agreements with other Federal agencies, State agencies, and private landholders and may dispatch aircraft under this contract for such cooperative use.
B1.4 During any ordered use period and any subsequent extension, aircraft furnished shall be subject to the exclusive use and control of the Government 24 hours per day, 7 days per week.
B2 Certification
The Contractor must obtain and keep current all the following required certificates. The Contractor must ensure that contract personnel and aircraft are maintained in compliance with these certificates at all times.
B2.1 A Federal Aviation Administration (FAA) Air Carrier Certificate which authorizes the Contractor to operate in the category and class of aircraft and under flight conditions required by this contract (e.g., airplane, multiengine, visual flight rules (VFR) day and night, instrument flight rules (IFR), flight into known icing conditions (FIKI), passengers, and cargo).
B2.2 Aircraft shall be identified as required by 14 CFR Part 121.135(7) or 135.63 or Operations Specifications Part D, “D085 Aircraft Listing,” as appropriate. Aircraft shall be fully equipped to carry the number of passengers offered in accordance with the standards of 14 CFR Part 121 or 135 as appropriate.
B2.3 The contract aircraft must have engineering support for continued airworthiness from the current type certificate holder or supplemental type certificate holder.
B2.4 The aircraft must have a Standard Airworthiness Certificate issued under 14 CFR 21.183.
B2.5 The installation of any special equipment called for by this contract must be FAA approved. Approval may be in accordance with an STC or FAA field approval.
B2.6 The aircraft may also have a restricted airworthiness certificate issued under 14 CFR 21.25 and 21.185 to include the special purpose of forest and wildlife conservation (fire suppression) work. Aircraft with a restricted airworthiness certificate must also have a standard airworthiness certificate. Multiple Airworthiness Certificates are issued in accordance with 14 CFR 21.187.
B2.6.1 When the aircraft is configured for smokejumper operations it may be operated in the restricted airworthiness category.
B2.6.2 Installation of Government Simula seats and operations with an open door may necessitate the aircraft to be operated in the restricted category.
B2.6.3 If the aircraft is to be operated with a restricted airworthiness certificate, then the Contractor must have a certificate of waiver or authorization issued from the FAA to the Contractor authorizing operation of a Restricted Category aircraft over densely populated areas. The specific regulation required to be waived is: 14 CFR 91.313(e)(1)(2) and (3).

B2.7 For contracts less than 90 days, the Contractor must have a certificate of waiver or authorization issued from the FAA to the Contractor authorizing operations at less than minimum safe altitudes as prescribed in 14 CFR 91.119 (a)(b) and c). Paracargo operations are conducted between 150 feet AGL and 400 feet AGL. Paracargo is dropped in congested areas, other than congested areas and in sparsely populated areas as required to support firefighting operations.
B3 Order of Precedence - Specifications
In the event of inconsistencies within the technical specification, the following order shall be used in such resolution: (i) Typed provisions of these specifications; (ii) DOI OAS Office of Aviation Services supplements and/or exhibits incorporated by reference; (iii) 14 CFR incorporated by reference; (iv) aircraft manufacturer's specifications; (v) other documents incorporated by reference.
B4 Contracts and Task Orders
B4.1 The Contractor must maintain a complete, current copy of the contract, modifications, and task orders (if applicable) in each contract aircraft throughout the performance period.
B4.2 The pilot must have task order information (i.e. task number, performance period) in his/her possession prior to any flights under this contract and make this information available to government representatives on request.
B4.3 Electronic copies of contracts and task orders may be used. The contractor must ensure that the contract is current including all modifications and are uploaded on an appropriate viewing device (e.g., laptop or tablet), which must be charged and made available at the aircraft for reference by government representatives upon request. Further, the contractor must agree to hold the government harmless for any inadvertent or accidental damage to the device.
EQUIPMENT REQUIREMENTS
B5 Condition of Equipment
B5.1 The Contractor-furnished aircraft and all other required equipment must be operable, free of damage, and in good repair.
Aircraft systems and components shall be free of leaks except where specified by the manufacturer.
B5.2 Prior to inspection and acceptance, the Contractor must permanently repair or replace all windows and windshields that have been temporarily repaired. All windows and windshields must be maintained at all times and must be clean and free of scratches, cracks, crazing, distortion, repairs, or tinting which hinder visibility.
B5.3 The aircraft interior must be clean and neat with no unrepaired tears, rips, or other damage. The exterior finish, including the paint, must be clean, neat, and in good condition. Any corrosion must be within manufacturer or FAA acceptable limits.
B5.4 The internal cabin area near the exit door and the external fuselage aft of and below the exit door shall be free of protrusions and sharp edges. Protrusions and sharp edges that cannot be removed shall be adequately protected to prevent snagging or chaffing of equipment.
B5.5 See the Unacceptable Lap Belt and Shoulder Harness Conditions Exhibit for examples of lap belt and shoulder harness conditions that are not acceptable.
B6 Aircraft Equipment Requirements
The Contractor must provide one fully compliant aircraft that is equipped as shown below:
B6.1 Standard Equipment.
B6.1.1 A first aid kit containing items specified in the First Aid and Survival Kits Exhibit shall be installed in the cabin.
B6.1.2 A survival kit containing items specified in the First Aid and Survival Kits Exhibit shall be carried aboard the aircraft on all flights and shall be included in weight and balance/load calculations.
B6.1.3 Fire extinguisher(s), as required by 14 CFR Part 135, for the purposes of this contract, must be a handheld bottle, minimum

2-B:C rating, mounted and accessible to the flight crew while seated. The fire extinguisher must be maintained in accordance with National Fire Protection Association (NFPA) Manual 10, Standards for Portable Fire Extinguishers or the Contractor’s 135 operations manual.
B6.1.4 FAA-approved seats, seatbelts, and shoulder harnesses for the pilot and copilot.
B6.1.5 Contractor provided seats must be FAA-approved seats and must be removable to allow for a cargo configuration.
B6.1.6 Federal Aviation Administration-approved anti-collision lighting to include at least one high visibility strobe light.
B6.1.7 High visibility, pulsating, forward-facing, conspicuous light.
B6.1.8 A strobe light or flashing LED, with either a white, or half white and half red lens, mounted on top of the aircraft, or otherwise visible from above. If the aircraft certification requires the anti-collision light to be aviation red, then a white strobe or white flashing LED with an independent activating switch must be provided in addition to the red anti-collision light.
B6.1.9 FAA-approved cargo restraints, cargo nets, and cargo straps for cargo tiedown in cabin and baggage compartment areas.
B6.1.10 Cabin heater.
B6.1.11 The aircraft must be equipped in accordance with 14 CFR Parts 91 and 135 for carrying passengers at day and night, VFR and IFR.
B6.1.12 Reserved.
B6.1.13 No protrusions are permitted between the jump door and the tail of the aircraft that might interfere with the parachute deployment or retrieval of static lines and deployment bags.
B6.1.14 Heavy-duty floor stressed to 75 pounds per square foot.
B6.2 Contractor-furnished specialized equipment. All contractor-furnished specialized equipment must be FAA approved.
B6.2.1 For the purpose of in-flight egress of personnel and or equipment, at the onset of this contract, the contractor must furnish an aircraft with an FAA STC’d in-flight door.
B6.2.1.1 A jump door "guard" (i.e., fiberglass/Teflon fairing) must be installed to cover the aft and bottom edges of the door opening.
B6.2.2 Smokejumper side-facing seats. ORO or similar Government accepted fold up style seating system.
B6.2.3 Two (primary and secondary) horizontally mounted parachute static line attachment cables.
B6.2.4 A handrail of smooth contour on the jumper exit/paracargo door opening. The handrail shall be designed and installed so as not to restrict the size of the door opening and not to hinder the opening or removal of the door. The handrail must be constructed and installed in accordance with manufacturer’s specifications.
B6.2.5 Quick install and removable continuous roller track that covers the length of the cabin floor, level to the exit, for paracargo.
B6.3 Government Equipment and Drawings. To be furnished to Contractor prior to use or at a mutually agreed upon time.

B7 Avionics Requirements
B7.1 General
B7.1.1 The Contractor must provide, install, and maintain the following systems in accordance with the manufacturer's specifications and the installation and maintenance standards of Section B7. Detailed avionics systems performance requirements are listed in Avionics Operational Test Standards (copies available upon request from OAS Avionics, or the most recent list may be found online at: https://www.nifc.gov/resources/NIICD/niicd-documents.
B7.2 Avionics Installation and Maintenance Standards
B7.2.1 Strict adherence to the recommendations in the following FAA Advisory Circulars is required: AC 43.13-1B Chapter 11, "Aircraft Electrical Systems," and Chapter 12, "Aircraft Avionics Systems”; AC 43.13-2B Chapter 1, "Structural Data," Chapter 2, "Communication, Navigation, and Emergency Locator Transmitter System Installations," and Chapter 3, "Antenna Installation."
B7.2.2 All avionics systems requiring an antenna must be installed with a properly matched, aircraft-certified antenna, unless otherwise specified. Antennas must be polarized as required by the avionics system and must have a voltage standing wave ratio (VSWR) of 3.0 to 1 or better.
B7.2.3 The aircraft's static pressure system, altimeter instrument system, and automatic pressure altitude reporting system must be maintained in accordance with the IFR requirements of 14 CFR Part 91.411 and inspected and tested every 24 calendar months, as specified by 14 CFR Part 43, appendices E and F.
B7.2.4 Transmitters must not open squelch on, or interfere with, other AM or FM transceivers in the aircraft which are monitoring different frequencies. So-called “Transmit Interlock” functions must not be used with communication transceivers.
B7.3 Communications Systems
All installed transceivers must be placarded with designations matching the transmitter/receiver controls on the installed audio control system(s).
B7.3.1 One automatic-portable or automatic-fixed 406 MHz Emergency Locator Transmitter (ELT/AP or ELT/AF), meeting FAA TSO-C126 and COSPAS/SARSAT specifications, must be installed in the aircraft per the manufacturer's installation manual, in a conspicuous or marked location. The ELT must include a 121.5 MHz homing beacon and be equipped with an external fixed-type antenna, mounted in a location approved by the aircraft manufacturer. Documentation of bi-annual registration from the National Oceanic and Atmospheric Administration (NOAA) is required for all TSO C126 and newer ELTs.
B7.3.2 Two panel-mounted VHF-AM (VHF-1, VHF-2) aeronautical transceivers, each with a minimum of 760 channels covering
118.000 to 136.975 MHz. The transceivers must have channels selectable in no greater than 25 kHz increments and a minimum of 5 watts carrier output power. The transceivers’ operational controls must be mounted so they are readily visible and accessible to the pilot. Although not required by Federal Aviation Regulations, the aircraft’s radio call sign (normally the aircraft registration number) must be displayed on the instrument panel, in view of the flight crew.
B7.3.3 Two P25-compliant VHF-FM transceivers. Each transceiver (FM-1, FM-2) must provide selection of narrowband analog (12.5 kHz) or narrowband digital (12.5kHz) operation on each of a minimum of 100 channels. Each transceivers’ operational controls must be located and arranged so that the pilot and observer/copilot when seated, have full and unrestricted movement of each control without interference from clothing, the cockpit structure, or the flight controls.
B7.3.3.1 Each transceiver’s operational frequency range must include the band of 136.0000 MHz to 173.9975 MHz. The operator(s) must be able to program any usable channels within that band, along with any required CTCSS tones, National Access Codes (NAC’s), or Talk Group ID’s (TGID’s), while in flight. Each transceiver must also incorporate a separate, programmable GUARD receiver, with accompanying GUARD transmit capability. B7.3.3.2 Carrier output power for each transceiver must be 10 watts nominal value (original design specification). Each transceiver must be capable of displaying receiver and transmitter operating frequency, alpha-numeric channel labels, and must provide both receiver and transmitter activation indicators for MAIN and GUARD. Simultaneous monitoring of both MAIN and GUARD receivers is required. Scanning of the GUARD frequency is not acceptable.
B7.3.3.3 Prior to acceptance under this contract, at least one transceiver must be programmed with the narrowband analog GUARD receive and transmit frequencies of 168.625 MHz, with a 110.9 Hz CTCSS tone on transmit only.
B7.3.3.4 The following VHF-FM aeronautical transceivers are known to meet the above requirements:
Technisonics: TDFM-136, TDFM-136A, TDFM-136/NV, TDFM-136A/NV, TDFM-136B, TDFM-136B/NV.

B7.3.4 Reserved.
B7.3.5 One satellite-based aircraft tracking hardware compatible with the government’s Automated Flight Following (AFF) Program (https://aff.gov). Not all available satellite-based tracking systems are compatible with the Government’s AFF Program, nor meets AFF’s requirements. The contractor must ensure that the aircraft hardware offered is compatible with AFF. For questions about current compatibility requirements see the HELP page at: https://www.aff.gov.
B7.3.5.1 The AFF aircraft hardware must be powered by the aircraft’s electrical system, installed per the manufacturer’s installation manual, and operational in all phases of flight. AFF aircraft hardware must utilize as a minimum: Satellite communications, an externally or internally mounted antenna, provide data to the Government’s AFF viewing software, use aircraft power via a dedicated circuit breaker for power protection, and be mounted so as to not endanger any occupant from AFF aircraft hardware during periods of turbulence. Antennas should be placed where they have the best view of the overhead sky as possible. Externally mounted antennas are recommended to improve system performance. Any visual indicators for remotely installed units must be mounted so that they can be easily viewed by the pilot.
B7.3.5.2 AFF communications must be fully operational in all 50 states. Contractors working in or accepting dispatches to the State of Alaska, Southern Canada, or Western Canada must have an AFF system capable of being tracked in these locations at all times. Not all manufacturers’ AFF equipment communication links will operate effectively in all geographic areas.
B7.3.5.3 The contractor must maintain a subscription service through the AFF aircraft hardware provider allowing AFF position reporting for satellite tracking via the Government AFF viewing software. The position-reporting interval must be every two minutes while the aircraft is in flight. The contractor must register their AFF aircraft hardware with the Government through https://www.aff.gov providing: complete tail number; manufacturer and serial number of the AFF transceiver; aircraft make and model; contractor contact information, etc. If the contractor relocates previously registered AFF aircraft hardware into another aircraft, then the contractor must contact the government’s AFF Program making the appropriate changes prior to aircraft use. In all cases, the contractor must ensure that the correct aircraft information is indicated within AFF. The contractor must contact the Government of system changes, scheduled maintenance, and planned service outages

B7.3.5.5 Prior to the aircraft’s annual contract inspection, the contractor must ensure compliance with all AFF systems requirements.
The contractor must additionally perform an operational check of the system. As a minimum, the operational check must consist of confirming the aircraft being tested is displayed in AFF (indicating it is currently transmitting data to AFF) and that all information displayed in AFF is current. A username and password are required to access AFF. Visit the AFF website at https://www.aff.gov to request a username and password.
B7.3.5.6 If AFF becomes inoperable/unreliable the aircraft may, at the discretion of the Government, remain available for service utilizing radio/voice system for flight following. Contact the AFF Help desk via telephone at 866-224-7677 or 616-323-1667 ONLY in the event of an AFF outage. The contractor will return the AFF system to full operational capability within 72 hours after the inoperative/unreliable unit is first discovered as defective.

B7.3.6 Satellite Telephone (SatPhone) System. The Contractor must furnish one Iridium-based SatPhone system whose installation must be FAA-approved. The SatPhone handset or remote dialer must be cockpit-mounted in a location convenient for use by both the pilot and copilot/observer (Sattalk or equal).
B7.3.6.1 The SatPhone must be permanently interfaced to the aircraft’s audio control systems in such a manner that, although access to the handset/dialer may be limited to the cockpit occupants, it may be used via any of the four required positions in aircraft in the same manner as the aircraft’s radios.
B7.3.6.2 The SatPhone must include a “Speed Dial” capability, which may be pre-programmed with a minimum of six telephone numbers via the cockpit mounted handset/dialer.
B7.3.6.3 The SatPhone must be equipped with a TSO-C129a L-band antenna mounted atop the fuselage in such a manner as to provide the greatest possible view of the overhead hemisphere.
B7.3.6.4 The SatPhone may be integrated into the Automated Flight Following system above, either using the same Iridium communicator or having a separate Iridium communicator. If the SatPhone’s communicator is also utilized for AFF, brief interruptions of AFF position reports are acceptable. In this case, the Contractor must ensure that all flight crew personnel are instructed regarding the possible conflict.
B7.4 Navigational Systems
B7.4.1 One permanently installed, panel-mounted, WAAS-enabled, IFR-certified (under FAA TSO-C129), Global Positioning System (GPS). The GPS must utilize the WGS-84 datum, reference latitude and longitude coordinates in the degrees/minutes/decimal minutes (DM) mode for aircraft positioning; utilize an approved, fixed, external aircraft antenna; and be powered by the aircraft electrical system. The GPS navigation database must be current at all times and cover the lower 48 states and Alaska. The GPS installation must be FAA approved (or approval pending). Handheld, portable, and/or marine type equipment is not acceptable.
B7.4.2 Additional Navigational Systems. The aircraft must be equipped with the navigational equipment required for IFR operations as specified in 14 CFR 135.165, including, but not limited to, the following:
B7.4.2.1 Two VHF, VOR/LOC aeronautical navigation receivers with indicators (NAV-1, NAV-2), each with a minimum of 100 navigation receive channels.
B7.4.2.2 One glideslope (GS) system, with a minimum of 20 receive channels.
B7.4.2.3 One marker beacon receiver system with three-light indicator.
B7.4.2.4 Reserved.
B7.5 Audio Systems
B7.5.1 Three audio control systems must be provided, one each for use by the pilot, observer/copilot, and the two aft spotters. Each system must provide separate controls for selection of receiver audio outputs and transmitter microphone/PTT audio inputs for all installed transceivers, the ICS, and PA systems. Each system must also provide separate audio level controls for adjustment of both the ICS and the receiver audio output levels.
B7.5.1.1 Transmitter selection and operation. Separate transmitter selection controls must be provided for the microphone/PTT inputs at each of the three stations. The systems must be configured so that each of the three users may simultaneously select and utilize a different transmitter or the PA system via their respective microphone/PTT. Whenever a transmitter is selected, the companion receiver audio must automatically be selected for the corresponding earphone. Transmitter sidetone audio must be provided for the user as well as for cross-monitoring via the corresponding receiver selection switch on the other audio control system.
B7.5.1.2 Receiver selection and operation. Separate controls must be provided for each user to select audio from one or any combination of available receivers. B7.5.1.3 The controls of the audio system(s) must be located and arranged so that each user when seated, has full and unrestricted movement of each control without interference from their clothing, the aircraft structure, or the flight controls. Labeling and marking of controls must be clear, understandable, legible, and permanent. Electronic label maker marking is acceptable.
B7.5.2 An ICS must be provided for the pilot, copilot/observer, and two aft spotter positions. ICS audio must mix with, but not mute, selected receiver audio. An ICS audio level control must be provided for each position above. Adjustment of the ICS audio level at any position must not affect the level at any other position. A "hot mic" capability, controlled via voice activation [VOX], must be provided for each position above. ICS sidetone audio must be provided for the earphones corresponding with the microphone in use. The ICS audio output must be free of excessive distortion, hum, noise, and crosstalk, and must be amplified sufficiently to facilitate ease of use in a noisy cockpit/cabin environment.
B7.5.3 Earphones, microphones, PTT's, and jacks designed for operation with 600-ohm earphones and carbon-equivalent, noise-canceling boom type microphones (Gentex electret type Model 5060-2, military dynamic typeM-87/AIC with CE-100 TR preamplifier, or equivalent) must be furnished at all required positions.
B7.5.3.1 A single set of J-033 and J-034 type connector jacks, providing all specified radio and ICS functions, must be provided at each required position in the aircraft. These jacks must accept the PJ-055B and PJ-068 type connector plugs as utilized with the headset/ microphone.
B7.5.3.2 Push-to-talk (PTT) operation: separate PTT switches must be provided for radio transmitter and ICS microphone operation at the pilot, copilot/observer, and each of the two aft spotter positions. The pilot's PTT switches must be mounted on the control yoke.
Note: PTT switches other than those mounted on the flight controls must be furnished at the copilot/observer position. The PTT switches for each of the two spotter positions must be mounted on the cord to the earphone/microphone connector. A cord of coiled construction, capable of stretching to a length of 20 feet, must be furnished for use at one spotter position. The Contractor must furnish an additional spare PTT switch/cord assembly for the spotter positions.
B7.6 Other Required Avionics
B7.6.1 One air traffic control (ATC) transponder and altitude reporting system meeting the requirements of 14 CFR Part 91.215 (a) and (b) which must be maintained in accordance with the requirements of 14 CFR Part 91.413 and inspected and tested every 24 calendar months.
B7.6.2 Public Address (PA) system. The pilot, copilot/observer, and spotters must be able to convey messages to the occupants of the cabin by means of a PA system which utilizes the same microphone as utilized for radio and ICS communications. The PA system must include the following:
B7.6.2.1 An amplifier with output adequate to convey intelligible messages to all cabin occupants, including fully-outfitted smokejumpers, while in flight at cruise speed with open jump door.
B7.6.2.2 One or more speakers, as necessary to meet the requirements specified in B7.6.2 above.
B7.6.2.3 Audio system controls which enable routing of transmit and receive audio, from one or any combination of required radios, as well as ICS messages from the pilot, copilot/observer, or spotter positions, through the cabin speakers.
B7.6.2.4 A PA audio level control at the spotter position audio control panel which enables adjustment of the audio level on all cabin speakers.
B7.6.3 One three-axis autopilot system for single pilot IFR operation per 14 CFR 135.105.
B7.6.4 One Vertical Gyro (VG) attitude indicator system, with indicator located at the pilot's station.
B7.6.5 One Horizontal Situation Indicator (HSI), with VOR-1/GPS on single needle and VOR-2/GPS on double needle, coupled to the autopilot system above.
B7.6.6 Automatic Dependent Surveillance – Broadcast (ADS-B)

B7.6.6.1 The aircraft must be equipped to meet the ADS-B OUT requirements of 14 CFR 91.225. ADS-B OUT systems must be approved to either TSO-C154c (978MHz Universal Access Transceiver [UAT]) or TSO-C166b (1090MHz Extended Squitter [1090ES]). Aircraft operating outside of the United States must be equipped with systems approved to TSO-C166b.
B7.6.6.2 ADS-B IN systems are not required, but any such system furnished must be TSO-approved, use diversity antennas on both the top and bottom of the aircraft, receive both UAT and 1090ES, and be interfaced to a multifunction display (MFD) capable of displaying TIS-B traffic and FIS-B weather.
B7.6.7 The aircraft must be equipped with an FAA Technical Standard Order (TSO) -approved traffic awareness and avoidance system (TCAS/TAS/TCAD/etc.) featuring active interrogation of threat aircraft. The system must be equipped with antenna(s) mounted to minimize airframe shadowing and provide 360-degree coverage. The system must also incorporate visual alerts for both pilot and co-pilot and an aural alerting feature which announces an alert of threat aircraft whenever such aircraft enter a zone of a programmable size with range selections from no more than two nautical miles to at least ten nautical miles around the aircraft. The audio alert output must be interconnected to the aircraft's audio system in such a manner that all ICS-equipped positions will receive the alert. If the aircraft is equipped with a Multi-Function Display (MFD), GPS, or other system capable of displaying threat aircraft output data, the system must also be interfaced to such.
B7.6.7.1 The system must be installed in accordance with an STC or FAA Field Approval based upon an existing STC and the manufacturers installation manual. Installation of the system must be accomplished by a certified avionics repair station which has been approved for such by the system’s manufacturer. The system must be maintained for continued airworthiness but may be listed in an approved Minimum Equipment List (MEL), provided the MEL does not permit the system to be inoperable for a period exceeding 15 days.
B7.6.7.2 The following systems are known to meet the above requirements:
TCAS: Any TSO’d system which provides a range selection of 2 nautical miles or less.
TAS: Bendix-King KTA 870, Goodrich Skywatch HP
TCAD: Avidyne TAS600/610/620 (formerly Ryan International TCAD 9900BX) only when a separate, approved Multi-Function Display (MFD) is used to display threat aircraft data.
Note: TIS-B systems furnished as part of any ADS-B system do NOT meet this TCAS/TAS/TCAD requirement.
B7.6.8 Terrain Awareness and Warning System (TAWS). Any aircraft furnished must be equipped with a TAWS meeting, as a minimum, the requirements specified in 14 CFR 91.223 for six or more passenger seats, regardless of any exceptions for status as a Public Aircraft operation or firefighting operation. Additionally, the system must be equipped with a feature, selectable or deselectable in flight, which inhibits the system’s aural warning.
B7.6.9 A thunderstorm detection (or weather radar) system, meeting the same requirements as those specified for aircraft carrying 10 or more passengers in 14 CFR 135.173.
B7.6.10 One radar altimeter with indicator, having a minimum altitude range of from 20 to 2000 feet, variable decision height selection, and decision height arrival aural warning (King KRA 10A or equal).
B7.6.11 Electronic Flight Bag (EFB) charging capability. The aircraft must be furnished with two conveniently-located, circuit breaker-protected ports for charging FAA-approved Electronic Flight Bags (EFB). The charging ports must consist of standard USB-type connectors, one located in the cockpit, and the other on the rear bulkhead, aft of the jump door. Standard cigarette lighter sockets with USB adapters are not acceptable.
