About this file
This is a Questions and Answers document for Solicitation 140D0425R0003 regarding Flight Services for Smokejumper Operations. The document addresses a single question about flight time measurement requirements specified in Section C21.1 of the solicitation.
The government's response, provided in Amendment 1, clarifies how flight time should be measured for this contract. Flight time is defined as beginning when the aircraft moves under its own power for flight purposes and ending when it comes to rest after landing. The measurement must be done using an approved method, specifically "block out and block in" clock times that are recorded and confirmed by both the flight crew and onboard spotter. This amendment removes the previous reference to an "approved electrical time recorder" that was erroneously cited as being required in Section B.

Solicitation 140D0425R0003 Questions and Answers
Q = Question A = Government response
Q1: Section: C21 Flight Time, Page: 50, Paragraph: C21.1
We understand the requirement for recording of times, however the second sentence makes reference to "an approved electrical time recorder, as required in Section B". We have searched Section B as referenced in the paragraph C21.1 but haven't located any information related to an electrical time recorder. Please identify where in Sec B where reference to “approved electronic time recorder” is located specifically.
Government response A1: See Solicitation Amendment 1 correcting language in Paragraph: C21.1 to read as follows:
C21.1 Measurement of Flight Time. Flight time will be measured from when the aircraft moves under its own power for the purpose of flight and ends when the aircraft comes to rest after landing at an airport.
Flight time will be measured by an approved method (i.e., block out and block in clock time recorded and confirmed by the flight crew and the spotter on board).
