About this file
This document is a set of technical specifications for the NBHMA West Entrance Parking Lot Asphalting project for the Roseburg BLM District in Oregon. The project involves comprehensive site preparation and paving work, including site grading, aggregate surfacing, asphalt concrete paving, and pavement marking at 6100 N Bank Rd, Roseburg, OR.
The specifications detail precise requirements for materials and execution, including ODOT Class C Hot Mix Asphalt Concrete (½" dense, Level 3), aggregate surfacing meeting AASHTO standards, and specific compaction and placement techniques. The project scope includes approximately 420 linear feet of 4" striping, four directional arrows, two handicap accessible symbols, and nine rubber parking stop curbs (eight existing, one new). Environmental considerations include temperature and moisture restrictions for paving, and a requirement for a Spill Prevention, Control, and Countermeasure Plan. Payment will be made on a lump sum and per-unit basis for different project components, with specific measurement and quality control requirements throughout the construction process.

D. Additives for AC Surface Course: Additives, such as filler, hydrated lime, anti-strip agents may be used as necessary to meet specifications. Reclaimed Asphalt
002551-2
Pavement (RAP) Material – Using processed, reclaimed AC pavement (RAP) material in the production of new AC pavement is optional. No more than 30% RAP material will be allowed in the new pavement.
3.01 DELIVERY AND PLACEMENT:
A. Transportation of AC Mixtures: Trucks used for hauling AC mixtures shall have tight, clean, smooth metal beds that have been thinly coated with a material to prevent the mixture from adhering to the beds. Truck beds shall be drained prior to loading. Each truck shall have a cover to protect the mixture from weather.
When necessary to ensure that the AC mixture will be delivered at the specified temperature, truck beds shall be insulated, and covers shall be securely fastened.
B. AC pavers shall have an adjustable vibrating screed or strike-off assembly, heated, if necessary, an auger ahead of the screed to distribute the mixture, and shall be capable of spreading and finishing a course of AC mix material in lane widths and thicknesses shown on the drawings. Unless otherwise shown on the drawings, towed type pavers, or Layton type pavers may be used to place and spread the AC mix material.
C. Three to five ton rollers maybe used where it is impractical to operate larger rollers.
D. The AC mixture shall not be placed when weather conditions prevent proper handling or finishing. Such conditions include but are not limited to the following: when the base course has pools of water, is frozen, or when the average temperature (over the last 24 hours) of the underlying surface upon which the AC mixture is to be placed is less than 45 degrees F.
E. Immediately before placing the AC mixture, the existing contact surface shall be cleaned of loose or deleterious materials.
F. The edge of existing asphalt which is directly adjacent to new paving shall be saw cut to form a straight, smooth, vertical line. All contacted surfaces of saw cuts, curbing, manhole, and other structures will be cleaned of loose material and coated with a thin, uniform layer of asphalt tackifier prior to placing AC.
G. The COR may reject any batch, load, or section of roadway that appears defective in gradation, asphalt cement content or moisture content. Material rejected before placement shall not be incorporated into the pavement. Any rejected section of roadway shall be removed. No payment will be made for the rejected materials or the removal of the materials.
002551-3
H. The AC mixture shall be spread and struck off to the grade and elevation established. Maximum compacted lift thickness shall be four (4) inches unless otherwise shown on the drawings.
I. The longitudinal joint in one layer shall offset that in the layer immediately below by approximately six inches. The joint in the top layer shall be at the centerline of two-lane traveled way. Traverse joints in seceding layers and in adjacent lanes shall be offset at least ten feet.
J. On areas where irregularities or unavoidable obstacles make the use of mechanical spreading and finishing equipment impracticable, the AC mixture may be placed and finished by hand tools.
K. Initial breakdown rolling shall be accomplished while the AC mix temperature exceeds 250°F. Rolling shall be completed while AC mix temperature exceeds 175°F.
3.02 COMPACTING:
A. Compaction equipment shall be capable of obtaining compaction requirements without detrimentally affecting the compacted material. The compacting units may be of any type, provided they are capable of compacting each lift of material as specified and requirements for rollers are as follows:
1. In areas too small for the roller, a vibrating plate compactor shall be used.
2. Steel-wheeled rollers, other than vibratory, shall be capable of exerting a force of not less than 250 pounds per inch of width of the compression roll or rolls.
3. Vibratory steel-wheeled rollers shall have a minimum weight of 6 tons. The compactor shall be equipped with amplitude and frequency controls and specifically designed to compact material on which it is used.
4. Pneumatic-type rollers shall have smooth tread tires of equal size that will provide a uniform compacting pressure for the full width of the roller and capable of exerting a ground pressure of at least 80 psi.
3.03 TESTING
A. Requirements: Nuclear Density Gauge (NDG) testing shall be performed to determine that ideal compaction is in range between 92% to 98%, in accordance with ASTM D2950.
002551-4
3.04 CLEANING:
A. Requirements: The contractor shall be responsible for cleanup of all waste, spilled, and excess material as a result of this work.
3.05 PROTECTION:
A. Requirements: The Contractor shall provide for controls to prevent unauthorized traffic in or on work areas until those areas are suitably prepared for traffic.
3.06 SHOULDER BACKFILL:
A. Backfill against asphalt surfaces as shown on the drawings.
A. Units: The work described in this section will be measured and paid for on a lump sum basis.
A. Payment: Prices and payment will be full compensation for work described in this section. Payment will be made under:

PART 1 - GENERAL
1.1 SUMMARY:
A. Section includes painted markings applied to asphalt. The painted markings for the West Entrance Parking Lot include approximately 420 LF of 4” striping, four
(4) directional arrows, and two (2) handicap accessible symbols, as locations are indicated on the plans. Paint color to be used for striping and arrows is white.
Paint colors to be used for the accessibility symbols are blue and white.
Directional arrow locations to be decided by COR. Parking stall markings shall be staked out by COR after paving is completed.
Furnish, place and secure rubber parking stop curb and hardware for each parking spot. Eight (8) existing rubber parking stop curbs on site will be reused, but all hardware is to be replaced with ½” rebar spikes. One new rubber parking stop curb is to be purchased. Secure rubber parking stops in four places with rebar.
Refer to drawings.
Note: Quantities provided are approximate and are provided for biddability purposes only, the Contractor is solely responsible to verify by field measurement the size and location of all features.
