Statement of Need/Terms and Conditions Boat Support and Operations Assistance Blanket Purchase Agreement (BPA) FY23 to FY28

Padre Island National Seashore 20300 Park Rd 22 Corpus Christi, TX 78418

I. Background:

Padre Island National Seashore is located along the southern coast of Texas and has a diverse natural and cultural resource background. Since 1962, Padre Island National Seashore (PAIS) has provided a vast array of critical habitat types to an even more diverse spectrum of inhabitants.

Active conservation efforts depend on surveys of the island which encompasses 130,434 acres of undeveloped beach terrain and grasslands. It is imperative to rely on many forms of transportation to maintain cultural and resource conservation work in the park. There are many areas of the park that are not accessible by foot or by vehicle, therefore requiring alternative forms of transportation such as boats to access the Upper Laguna Madre and Gulf of Mexico waters. Emergency responses may also depend on alternative sources of transportation.

II. Description of Agreement:

a. A blanket purchase agreement (BPA) is a simplified method of filling anticipated repetitive needs for services by establishing "charge accounts" with qualified sources. A BPA allows for a call or order be made as support is required.

b. Boat support and operations assistance, to include providing boat(s) with operator, is required for a five-year BPA supporting both routine and non-routine park operations. Examples of these operations include wildlife rescue or release, wildlife surveys, debris removal, Special Use Permit (SUP) monitoring, and events managed by PAIS incident command team, such as sea turtle cold water stunning events. Airboats must be provided, but other boat types, such as V-hull and/or shallow draft, should also be available. Transportation and/or operation of NPS owned boats may sometimes be needed.

c. When requested by the Contracting Officer Representative and/or the Contracting Officer, the contractor shall provide the specified boat with boat operator for hours requested to conduct work where needed. Padre Island National Seashore will provide trained personnel and/or trained volunteers as passengers on the boat to perform work duties. Detail of anticipated work to be supported by this service may include:

i. Rescue sick and injured sea turtles.

ii. Conduct surveys to locate and rescue cold stunned turtles in the Upper Laguna Madre waters.

iii. Release sea turtles in the Upper Laguna Madre and the Gulf of Mexico.

iv. Wildlife surveys in tidal flats (primarily for birds, including colonial waterbird nesting counts, migratory/winter resident counts, etc.).

v. Marine debris removal in tidal flats.

vi. SUP monitoring (e.g., for removal of floating cabins grounded within the park boundary in tidal flats).

vii. Other routine or non-routine park operations

d. The contractor shall provide firm-fixed price hourly rates for each boat type and operator rate, to be updated annually upon request from the Contracting Officer. Annual price sheets will be approved and stand for one year.

III. Extent of Obligation:

a. The Government is obligated only to the extent of authorized purchases actually made under the BPA.

b. The Contracting Officer Representative (COR) and/or Contracting Officer (CO) must confirm there is funding available on the BPA prior to performance for a call.

c. Work shall be coordinated directly with the COR.

IV. Purchase Limitations:

a. There is no purchase limitation other than the funding provided by the BPA.

b. It is anticipated the maximum per year will not exceed $20,000.

V. Delivery Tickets/Service Receipts:

a. The contractor shall provide a detailed receipt for all work under the agreement upon completion of the service. The following minimum information must be provided:

i. Name of supplier

ii. BPA number

iii. Date(s) of service

iv. Call number

v. Itemized list of services furnished (type of boat/service)

vi. Quantity, unit price, and extension of each item, less applicable discounts, to detail hours and total cost

VI. Invoicing/Payment:

a. A summary invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occurs first, for all deliveries made during that month, identifying the delivery tickets covered therein, stating their total dollar value, and supported by receipt copies of the delivery tickets.

b. Upon receipt and acceptance of each call, completed invoices will be reviewed and processed by the COR. Upon verification, an invoice must be submitted in IPP for approval. 100% of all detailed work per call-out will be paid in full, with guidance from the Contracting Officer.

c. Contractor shall invoice per the payment clause of the contract after coordination with the Contracting Officer.
