About this file
This is a combined synopsis/solicitation and Request for Quote (RFQ) issued by the Department of the Interior's National Park Service for the procurement of commercial products.
The RFQ 140PS126Q0047 seeks to procure two (2) Ferris IS 6200 zero turn mowers on a Firm-Fixed-Price basis to support landscaping maintenance operations at the Kosciusko District of the Natchez Trace Parkway. The NAICS code is 333112 (Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing) with a small business size standard of 1,500 employees, and the PSC is 2420 (Tractors, Wheeled). This acquisition is set-aside exclusively for small business concerns. The Contracting Officer has justified this brand name requirement under RFO 6.104-1(a), determining that the Ferris IS 6200 is the only mower offering the necessary 48 horsepower engine to safely operate on the slopes and shoulders of the parkway, with adequate stability and power for thick grass mowing. The mowers will replace end-of-life equipment currently in use. Responses must be submitted electronically via email to David Villani, Contracting Officer (david_villani@ios.doi.gov), with the subject line referencing "RFQ No. 140PS126Q0047" by the closing date specified in the solicitation. All quoters must be registered in the System for Award Management (SAM). The RFQ includes five sections: Pricing, Specifications, Terms and Conditions, Proposal Preparation Instructions, and Evaluation of Proposals. The Contracting Officer anticipates fair and reasonable pricing through authorized Ferris dealers offering discounts from published price lists.

SYNOPSIS:
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Accordingly, the Government will utilize simplified procedures for soliciting competition, evaluation, award documentation and notifications that comply with Revolutionary FAR Overhaul (RFO) Part 12.
Solicitation number 140PS126Q0047 is issued as a request for quote (RFQ). The United States Department of the Interior, on behalf of the National Park Service (NPS) anticipates awarding a Firm-Fixed-Price (FFP) Purchase Order to procure two (2) brand-name specific, Ferris IS 6200 zero turn mowers to support the landscaping maintenance of the Kosciusko District of the Natchez Trace Parkway. The applicable North American Industry Classification System (NAICS) code is 333112, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, with a small business size of 1,500 employees. The applicable Product Service Code (PSC) is 2420, Tractors, Wheeled.
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
All potential quoters must be registered in the System for Award Management (SAM) (www.sam.gov) in order to receive Government contracts.
The point of contact for this procurement is Dave Villani, Contracting Officer, Department of the Interior, Office of Acquisition and Property Management, BSEE/BOEM/OSMRE Programs, 45600 Woodland Rd., Sterling, VA 20166. Email: david_villani@ios.doi.gov.
Responses to this solicitation must be submitted electronically via email to david_villani@ios.doi.gov no later than the closing date and time referenced in the solicitation. All email correspondence must reference “RFQ No. 140PS126Q0047” in the subject line.
The RFQ includes the following: Section 1 – Pricing, Section 2 – Specifications, Section 3 – Terms and Conditions, Section 4 – Proposal Preparation Instructions, and Section 5 – Evaluation of Proposals.
This is a Brand Name Requirement for Ferris Products. ITEM PECULIAR TO ONE MANUFACTURER JUSTIFICATION: In accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.104-1(a), this memorandum serves as the Contracting Officer’s determination in writing the basis for restricting consideration to an item peculiar to one manufacturer.
a. This requirement for a justification for other than full and open competition is for the
Kosciusko District of the Natchez Trace Parkway of the National Park Service of the Department of the Interior.
b. This is the acquisition of two (2) brand name Ferris IS 6200 zero turn mowers.
c. The statutory authority permitting this other than full and open competition is 41 U.S.C.
3304(a)(1).
d. There are a number of 72-inch deck mowers in the marketplace; however, the Ferris IS 6200 zero turn mower is the only mower that has a 48 horsepower (HP) engine which offers the stability and power needed to safely mow the thick grass on the slopes and shoulders of the Natchez Trace Parkway.
e. Since this effort is valued below the simplified acquisition threshold (SAT), will be posted to the Government Point of Entry (GPE) in accordance with RFO 5.201, and will permit the public to respond to the solicitation electronically, in accordance with RFO 5.101(b), the proposed action does not require the posting of a presolicitation notice.
f. The Contracting Officer anticipates the anticipated cost to the Government will be fair and reasonable as the mowers will be sold via authorized Ferris dealers who offer discounts from the published price lists of Ferris.
g. These mowers will replace end-of-life mowers currently used by the Kosciusko District.
The size and power of these new mowers will ensure safe and secure landscape maintenance operations.
h. It is anticipated that any SAM registered Ferris authorized dealer will have interest in this effort.
Therefore, based on the above analysis, the Contracting Officer has determined that an item peculiar to one manufacturer can meet the Government’s minimum needs and the use of a limited-source, brand name request under RFO 6.104-1(a) is justified.
