SPECIFICATIONS/REQUIREMENTS
Reservoir Simulation Software Application for Worst Case Discharge (WCD) Analysis for
Bureau of Ocean Energy Management
2.1 INTRODUCTION AND BACKGROUND
The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development, and environmental reviews and studies. BOEM performs the task of conducting
Worst Case Discharge (WCD) verification for exploration and development plans. WCD is defined as:
The daily rate of an uncontrolled flow from all producible reservoirs into the open wellbore. The package of reservoirs exposed to an open borehole with the greatest discharge potential will be considered the worst case discharge scenario. Shallower producible reservoirs isolated by casing and cement will not be considered in the uncontrolled flow. (Definition of WCD adapted from NTL 2015-N01 FAQs)
The WCD analysis is carried out by personnel located at Bureau Headquarters in Washington, D.C, with Regional Offices in Sterling, VA, Camarillo, CA, Anchorage AK, and New Orleans, LA.
The BOEM’s intent under this effort is to re-evaluate and modernize the use of existing WCD reservoir simulation technology utilized by the BOEM Resource Evaluations Program nationwide. The existing BOEM WCD reservoir simulation software applications are commercial off-the-shelf (COTS) Reservoir Simulation Software applications.
2.2 SCOPE AND OBJECTIVES
The Contractor must have ability to provide COTS reservoir simulation software, maintenance, technical support, software and non-software consulting services, and training to meet the requirements of the BOEM. The scope of this requirement is to obtain tools necessary to perform reservoir simulation for WCD verification for exploration and development plans, while maintaining technical parity with industry.
The main objective of this requirement is to obtain a cost-effective solution to modernize, maintain, or replace current reservoir simulation software, while leveraging existing investments in hardware infrastructure and software. BOEM has invested heavily in existing reservoir simulation software through both direct costs, including the cost of the software, maintenance, and support services; and through indirect costs, which include the cost of personnel time, training, and technology. Critical data are stored in existing software application database formats and workflows have been developed around these existing project data stores. The
RFQ No. 140M0123Q0002 Worst Case Discharge Page 16 of 79 current reservoir simulation software primarily is based on Merlin, Apprentice, VR-3D, Lucent, Avalon, Camelot-HM, and WCD software that are deployed within the BOEM IT environment.
The BOEM requires flexibility in managing software licenses. The flexibility includes the ability to reorganize the existing and future portfolio of software applications, and ability to purchase perpetual software licensing to be deployed within BOEM IT environment. All licenses must be network/floating/concurrent licenses.

The Bureau is investigating a migration of local client access of applications and geoscientific data to a hyperconverged VDI environment. This infrastructure will leverage advances in high-speed storage, and graphic capabilities to provide interpretation software to almost any hardware device.
The current environment is assembled around both a local area network (LAN) and a wide area network (WAN) using a combination of Ethernet, fiber optic and dedicated communication lines.
The architecture utilizes both on-line and near-line data storage in a network attached storage
(NAS) configuration. System architecture may change in parallel with available technology or due to IT Security requirements as mandated by the Department of the Interior. All software must maintain compatibility with changes in BOEM/BSEE system architecture throughout the life of the contract, provided that such changes are aligned with the documented contractor’s recommended specifications.
The current data management philosophy is based on the master data store to project level data store concept. The master data store is the primary repository for corporate data in BOEM and
BSEE and is a combination of an Oracle-based relational database and related files that. The master data store includes TIMS (Technical Information Management System), an internally developed data model, and other software applications. The corporate database is continually updated by program groups throughout BOEM and BSEE regions and remote district offices.
Any quoted software solution must provide an efficient means to access and transfer the data to and from the corporate data store and other project data stores.
As new technologies develop and are acquired, compatibility between the software applications becomes a concern. To maintain software compatibility, any software obtained should adhere to industry standards. The Contractor must indemnify the Government against any loss of functionality of the acquired software applications due to the discontinuance of a product during the term of the requirement.
