About this file

This Request for Quotation (RFQ) seeks a firm-fixed price contract for the design, procurement, and installation of a replacement Intrusion Detection System (IDS) and Fire Alarm Control Panel (FACP) at the U.S. Fish and Wildlife Service John Heinz National Wildlife Refuge in Philadelphia, Pennsylvania. The contract is not a small business set-aside. Quotations must be submitted by July 1, 2026, at 5:00 PM EST via email to Melissa Niemi at melissa_niemi@ios.doi.gov, with a question submission deadline of June 24, 2026, at 12:00 PM EST. The contract performance period runs from July 7, 2026, to July 6, 2027.

The IDS must be UL-listed and utilize approved hardware panels—specifically Bosch 9512G series or DMP XR150 models—with capabilities for expansion modules, panel tamper notification, remote monitoring, and standard internet protocol-based communications. The system requires installation of 56 wireless motion detectors, 8 keypads, 10 door/window contacts, 7 double door contacts, 1 cellular dialer, 1 wireless receiver, and 1 repeater device across multiple buildings. The FACP for the Visitor's Building will be a new Wireless DMP XF150 panel with 7 pull stations, 8 strobes, and 7 smoke detectors. Additional fire system components are required for the Education and Administration Buildings. The contractor must provide an authorized dealer letter from the manufacturer, supply all new equipment (no used or refurbished items), provide cut sheets for components, deliver minimum 2 hours of end-user training, and provide manufacturer's standard warranty covering one year from substantial completion. Evaluation factors include technical approach and SOW understanding (Factor 1), past performance with similar projects (Factor 2), and price (Factor 3), with non-price factors weighted more heavily than price. Quotations shall be submitted in two separate volumes: Volume I (Technical, 15 pages maximum) and Volume II (Price), with proposals valid for 60 days from the quotation date.

I. Type of Contract

The Government contemplates award of a firm-fixed price contract resulting from this solicitation.

II. Proposal Instructions

1. Submission of questions

a. Interested vendors must submit any questions concerning the solicitation by Wednesday, June 24, 2026, at 12:00 PM EST. Questions may be submitted via email to melissa_niemi@ios.doi.gov.

2. Submission of quotes

a. Quotes are to be submitted via email to Melissa Niemi at melissa_niemi@ios.doi.gov by

Wednesday, July 1, 2026, at 5:00 PM EST.

3. Period for acceptance of quote

a. The vendor agrees quotes will be valid for at least 60 days from the date specified for receipt of quotations.

4. Late submissions, modifications, revisions, and withdrawals of quotes

a. Vendors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

5. Technical proposals

a. Technical quotes shall be in two (2) separate volumes and shall be no more than (15) fifteen pages not including cover page, appendix, or separate pricing volume.

i. Volume I - Technical (factor 1 & 2)

ii. Volume II - Price (factor 3)

b. Volume I – Factor 1- Technical

i. This volume should address all non-price factors. Volume I shall include the cover page, descriptive literature that explains the vendors proposed product/service with enough detail to ascertain whether the quoted product/service will meet the criteria specified in the SOW.

c. Volume I – Factor 2 Past Performance

i. The Vendor should be able to demonstrate successful past performance and experience in the installation and configuration management of a intrusion detection system to the USFWS or other government agencies.

INSTRUCTIONS TO OFFERORS

ii. The vendor shall demonstrate their prior experience as it relates to similar use cases of similar size, scope, and complexity to this requirement within the past three (3) years. Minimum of three (3) examples.

iii. The examples must include the following information:

1. Project Description

2. Dollar amount of project

3. Period of performance

4. Point of contact, telephone number, and email address.

d. Volume II – Price

i. Price volume shall include the cost of requested services listed in the SOW.

Pricing shall include the equipment and installation for the intrusion detection system.

ii. Vendors are encouraged to offer discounted prices. The Government intends to evaluate quotes and award a contract without discussions with vendors. Therefore, the vendor’s initial quote should contain its best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting officer to be necessary or in the Government’s best interest.

III. Evaluation Factors

The technical features of each quote shall be evaluated against the Request for Quote (RFQ) requirements, assessing the strengths and weaknesses of each quote in light of evaluation criteria described below. The Contracting Officer will screen quotes to identify and eliminate any quotes that are so incomplete as to preclude consideration of award. The remaining quotes will be evaluated based upon the following factors:

1. FACTOR 1 – Technical approach and demonstrate your understanding of the SOW

a. The vendor’s demonstration of its technical approach and understanding of the requirements as set forth herein, including how it described meeting the specific details in the SOW.

2. Factor 2 – Past Performance

a. The vendor shall clearly demonstrate satisfactory or better performance with projects of similar size, scope, and complexity of this requirement.

3. FACTOR 2 – Price

a. Pricing shall be evaluated to determine completeness and reasonableness per the criteria specified in the SOW. The Government will evaluate the quoted price for reasonableness.

IV. Basis of Award

Award shall be made to the responsible vendor whose quote is determined to be the most advantageous to the Government, with appropriate consideration given to the evaluation factors. Award shall be made to the vendor whose quote, conforming to this RFQ, provides the best value to the Government. Non-pricing features of a vendor’s quote shall be evaluated in such a manner as to assess the value of those features as compared to the quoted prices or costs to the Government. Implicit in this process is the Government’s willingness to accept other than the lowest priced quote or highest rated quote. Overall, the non-price factors are more important than the price factor. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

INTRUSION DETECTION SYSTEM (IDS) and Fire Alarm Control Panel (FACP)

This Replacement Intrusion Detection System (IDS) and Fire Alarm Control Panel (FACP) is specified for the U.S. Fish & Wildlife Service (FWS) John Heinz National Wildlife Refuge (NWR) Philadelphia, Pa.

The contractor shall install, and make fully functional, an Underwriters Laboratory (UL) listed Intrusion Detection System (IDS). The system hardware (panel) shall be of a model listed below (unless equivalent is approved) and shall have the capability of expansion with expansion modules, panel tamper notification, remote monitoring, and remote annunciation using standard internet protocol-based communications. Contract bidders shall provide an authorized dealer letter from the manufacturer prior to contract award.

MONITORING SOLUTIONS:

The Government will provide additional connection/monitoring information to the vendor once the vendor has offered an approved panel.

The Government may choose to contract with the U.S. Department of Homeland Security (DHS) - Federal Protective Service (FPS) for monitoring services. All systems monitored by DHS will require the completion of the DHS MegaCenter Alarm Requirements 2023 (MAR) package (Instructions are associated with the MAR package). If connected to DHS, the system will require a static Internet Protocol (IP) address that the government will furnish.

If the vendor is to provide monitoring services, the station will provide FWS-OEMPS an alarm zone data sheet obtained from the commercial monitoring company prior to acceptance of the system. Commercial monitoring may not be connected via ethernet to the FWS network and will therefore require a separate internet connection or a POTS line.

The Government may request the system be programmed to auto-arm daily (TBD).

The IDS control panels and associated power distribution hardware will be located within the Mechanical rooms in both the Visitor’s Building and Maintenance Building in a locked enclosure that shall be mounted to a ¾ “plywood backer board affixed to the room wall. The FACP and associated power distribution hardware for the Visitor’s building will be co-located with the IDS control panel in the Mechanical Room of the Visitor’s Building. This location must be properly ventilated to ensure appropriate cooling of electronics. Vendor should have prior experience and knowledge of connecting IDS systems and FACP systems for monitoring via cellular and internet.

Offeror must provide a letter from the system manufacturer showing they are an authorized dealer and certified installer for the proposed system.

A battery backup shall be incorporated into the IDS panel using a 7 AMP hour battery that will allow for a minimum of 4 hours of backup power, from initial commercial power failure.

System Panels Authorized

A. Bosch model numbers 9512G series B. DMP model XR150 Note: Proprietary panels will not be accepted due to the inability to provide adequate support.

The doors/areas as listed in table below, shall be alarmed using appropriate methods for the types of doors and areas. All doors are to be fitted with either recessed or frame mounted magnetic contacts. Ceiling or wall mounted passive infrared (PIR) motion detectors should be positioned to ensure no gaps in coverage in areas to be monitored.

Each sensor (door, PIR, glass break, etc.) must be configured as a separate zone. The IDS panel box must have a panel tamper switch.

Areas – site may elect to have multiple areas configured within the system, allowing individual areas (or all areas at once) to be armed or disarmed by authorized users.

Specify which DMP or Bosch keypads are to be provided.

All components provided under this contract must be new. Used, repurposed, or refurbished equipment is not authorized for use and will not be accepted.

Offeror must provide cut sheets (specifications) for proposed system components.

The contractor must provide a minimum of 2 hours of end-user training to facility staff prior to facility acceptance.

Warranty: Manufacturer's standard form in which manufacturer and Installer agree to repair or replace components of intrusion detection devices and equipment that fail in materials or workmanship within one year from date of Substantial Completion.

Intrusion Detection System Post Installation Checklist

The checklist below is provided as a way for facility managers, station managers, or Facility Security Officers to ensure an Intrusion Detection System (IDS) is installed as designed and specified in the contracting Scope of Work (SOW). This checklist should be completed by the facility point of contact (e.g., station manager, contract COR) and the security integrator (installer technician) prior to final acceptance and payment. The station manager or COR should notify their CO and Geographic Physical Security Specialist (GPSS) if there are any issues noted.

QUESTIONS YES NO

Was the procurement of the IDS system initiated with an IT Purchase Authorization (ITPA) reviewed by Office of Emergency Management and Physical Security staff?

Is the approved IDS equipment (see SOW) on the contractors “install list” and was it provided prior to install?

If the equipment installed is not approved IDS equipment as per the SOW, does the contractor have a variance approval from the Contracting Officer?

Are all components for the system new (not used, repurposed, or refurbished)?

Does the system have all devices and peripherals as listed in the SOW and are they placed in the proper location?

Are any components or products discontinued models?

Is the system installed in a fashion that is clean and professional in appearance?

Is the IDS control panel located in the approved secure room and is the room properly ventilated/cooled to protect electronics?

Does the IDS control panel have a battery backup capable of 8 hours of power when commercial power is interrupted?

Is approved cable (Category 6e) installed between the IDS control panel and all devices, and is the cable continuously within conduit at all locations?

Is the conduit, containing IDS cabling, closer than 12 inches from any wiring of greater than 24 Volts?

Does any door/ground floor window with a device have wires visible?

If emergency exit doors are monitored by IDS, are the doors always armed, and do they have audible annunciators to provide notification of door use?

Is the system is using network monitoring to the FPS MegaCenter?

Has the panel been connected to a FortiGate device?

Has the installer completed the MegaCenter Alarm Request (MAR) form?

Has the panel been placed in DHCP mode?

Has IT configured the FortiGate device with Lumen and reserved the IP address?

Has the MAR form been submitted to the MegaCenter to schedule testing?

Has the connection been successfully tested with the MegaCenter?

Is the system is going to be monitored by a commercial provider via POTS or cellular dialer, has the POTS line or cellular card been installed, connected, and configured?

Has the monitoring account been established and tested?

Does IDS system function properly at the panel, and are all devices annunciating at the panel (every sensor individually tested)?

Have sufficient user codes (should not have shared codes) and access levels been assigned?

Has the panel User code information been reset from default and shared with customer and GPSS?

Has the contractor provided at least 2 hours of end user training on the use of the system to all designated staff?

Has all Warranty information been shared with the customer?

Final checklist reviewed with GPSS/OEMPS?

If for any reason the system has any defects or flaws in operability, or you have concerns about the operability, do not accept the system and notify the CO/COR immediately. Do not give direction or suggestions to the contractor/vendor. Unless you are the CO/COR, any direction or suggestions may be construed as authority to modify the contract and may be an unauthorized obligation placed on the Government.
