About this file

This is a Questions and Answers document for RFQ W91QVP-26-Q-0303, which supports the Keris Strike 2026 (KrS26) exercise and clarifies requirements for Port Handling and Inland Transportation (PHIT) services in Malaysia from 5-30 July 2026. The document addresses 36 vendor questions regarding deployment and redeployment of military equipment, ammunition, vehicles, and personnel baggage from Kota Kinabalu Port to field locations near Kota Belud.

Key operational details include: deployment and redeployment movements must occur within a 42-hour window (8-10 July for deployment); the route from port to LSA features significant bottlenecks including steep gradients, narrow roads, low overhead utilities, and weight-restricted bridges; vendors must price all-inclusive unit costs per cargo line item including truck/trailer, loading/unloading, securing/lashing, and power washing where applicable; ammunition containers (Class 1.1D through 1.4S) move to WHISKEY site (grid 50N MN 44020 98548) either first or last depending on clearance and local authority approval; 510 personnel duffels (approximately 6,750 cubic feet) require three to four 3-5 ton enclosed box trucks on daily rate basis; Material Handling Equipment (MHE) including a 25K forklift/crane and off-road equipment must be available for continuous daily standby at WHISKEY and LSA sites from 9-30 July for loading/unloading and daily support; aircraft will be assembled at port and flown to LSA rather than transported; military unit personnel will handle vehicle loading/unloading at port; and government will coordinate contractor access, security, and escorts. Vendors may combine compatible cargo on trailers, propose alternative equipment suitable for site conditions, and conduct 24-hour operations with security support where authorized.

Questions and Answers for KrS26 PHIT / RFQ W91QVP-26-Q-0303
NumberQuestionAnswer
1For UDL Deployment and Redeployment, please confirm the exact movement window vendors should price for each phase, including the earliest start date/time, latest completion date/time, and whether 24-hour operations are authorized if required to complete the movements. Both deployment and redeployment will be moved within a 42 hour window and will be informed if time/date changes. It will all be based on how the pace of the offload/onload of port operations since this contract will only handle outside the port to final destination.
2For UDL Deployment and Redeployment, please confirm whether vendors should price each listed cargo/equipment item as a complete movement from origin to destination, including truck/trailer, loading/unloading, securing/lashing, power washing with wash rack / agricultural wash requirements if applicable, and related movement support. We have created a separate line item for Agricultural Wash on the order form
3For UDL Redeployment, please confirm whether the movement is from the LSA / KB Airstrip / field locations back to SPOD/port, and whether any agricultural wash or inspection must be completed before arrival at port.Movement will start at the LSA/KB Airstrip back to the SPOD. Agriculture wash will be at the port, inspection at the port.
4
For the MHE tab, please confirm the intended purpose of the listed crane/forklift at WHISKY ASP and forklift at KB Airstrip/LSA. Should vendors treat these as general COR-coordinated site/ LSA / AHA support, or should they be used for UDL loading/unloading?MHE (crane/forklift) will be utilized at both the LSA and the ASP (required 25K) for UDL loading/unloading. Also support daily activities as needed for the exercise.
5For KB Airstrip/LSA MHE support, may vendors propose the safest suitable equipment for actual site conditions and cargo handling requirements, including mobile crane support instead of forklifts where ground conditions (loose/oversized rocks) may not be suitable for forklift operation?Yes that is fine.
6For the Box Truck / Baggage and TAT requirement, please provide the estimated dimensions, weight, or total cubic volume of the approximately 1,500 baggage/TAT pieces so vendors can determine the correct number and size of enclosed box trucks required.
Without exact cubic volume for 1,500 baggage pieces, assume a standard military duffel bag profile (~4.5 cubic feet / 0.13 m3 per piece). 1,500 pieces equal roughly 6,750 cubic feet. Factor in structural spacing and weight limits under the Malaysian Road Transport Act 1987, and price three to four standard 3-ton or 5-ton enclosed box trucks on a daily rate basis.
7
The UDL list includes UH-60M and HH-60M aircraft. Please confirm whether vendors should include contractor-provided road movement for these aircraft, or whether they will be assembled at port and moved by air.Aircraft to be assembled at the SPOD and flown from that site to the LSA
8Please confirm the actual UDL Deployment movement dates and number of days allocated to move all cargo/equipment from SPOD/port to the receiving site(s). If all cargo/equipment must be moved in one day, please confirm the exact required movement date.As of now, deployment movement date window is on 8-10 JUL. The company providing vessel offload will have 42 hours to offload and your role will be based of off their speed.
9Are vendors allowed to perform multiple trips per truck/trailer per day during UDL Deployment? If yes, how many trips per day should vendors reasonably plan for based on the Government’s intended schedule, port access, loading/unloading windows, route conditions, receiving site access, and COR coordination?Customer would prefer more linehaul vehicles for less trips if possible. Just keep in mind the 42 hour movement window along with the pace of the vessel offload/upload team.
10Will all cargo/equipment from SPOD/port move to one receiving site (apart from AMMO), or will items be delivered to multiple sites/locations? If multiple sites are required, please provide the destination location/grid or delivery grouping for each cargo group. It will be delivered in various locations in the same vicinity. More accurate drop off locations will be provided by POC during port operation days
11The UDL Deployment sheet appears to list AMMO containers separately from the main cargo destination. Please confirm the correct destination grid/location for the AMMO containers.AMMO containers will be transported to WHISKEY site, grid coordinates 50N MN 44020 98548
12Please confirm whether AMMO containers must be moved on dedicated trailers separate from general cargo due to ammunition handling requirements, HAZMAT placarding, escort/security requirements, special routing, restricted movement hours, movement priority (first in last out) or other movement controls. Please also confirm whether the Government will provide required escort/security/coordination, or whether vendors should include this support in pricing.Plan is to have the AMMO moved immediately to the WHISKEY site if it is cleared early, other option provided is to move it last to the site depending on local authorities
13Will the Government/COR provide a load sequence or priority list for UDL cargo release at SPOD/port, or should vendors plan their own loading sequence based on available cargo, equipment type, and destination?UDL Cargo will not be prioritized, other than the AMMO containers, vendor can load up equipment and containers as they seem fit
14Please confirm whether contractor trucks/trailers may stage at SPOD/port and receiving site(s), or whether movements must be conducted by call-forward only due to space, security, or access restrictions. This can be addressed post award once awarded vendor is contacted by embassy.
15Please confirm whether the Government will coordinate contractor access, gate passes, port entry, installation/site entry, and escorts for all trucks, drivers, crane operators, and support personnel, including after-hours movements if authorized.Yes, the government will coordinate access for the awarded contractor prior to.
16For rolling military vehicles, will Government operators be available to drive equipment on/off trailers where applicable, or should vendors include equipment operators, winching, crane support, or other loading/unloading support for vehicles that cannot self-load?Military personnel from the units will be at the SPOD site to move vehicles from the vessel and onto the vessel
17May vendors combine compatible cargo on the same trailer where safe and within legal/load limits, such as loading smaller vehicles, trailers, howitzers, shelters, or containers with larger vehicles, or must cargo remain segregated by unit, chalk, destination group, or individual line item?Yes, vendors may combine compatible cargo on the same trailer for movement
18Please confirm whether HIMARS launchers and other major vehicles such as HEMTT wreckers, HEMTT tank/fuel trucks, and 5T cargo truck with MHE must each be moved individually on their own low loader/lowboy, or whether compatible smaller items may be loaded with them if deck length, axle loading, tie-down, route clearance, and safety requirements allow.Larger vehicles will be moved
19Please confirm whether there are any known route or site restrictions between SPOD/port and receiving site(s), including bridge weight limits, low overhead wires, narrow roads, turning limitations, soft/uneven ground, road permits, police escort requirements, or restricted travel hours. The route from the primary SPOD in the region (typically Sepangar Bay/Kota Kinabalu Port) to Kota Belud features significant geographic bottlenecks, including steep gradients, narrow two-lane sectors, low overhead utility wires, and weight-restricted bridges. There will be security available if it is required for night movements.
20If 24-hour operations are authorized, please confirm whether night movement is allowed for oversized/heavy vehicles, AMMO containers, and military equipment, or whether any cargo categories are restricted to daylight movement only.
21For any UDL Deployment items with missing or estimated dimensions, weights, dates, or destination information, will the Government issue an updated order sheet, or should vendors price based on the current sheet and clearly state assumptions? If a vendor has an item that is estimated or different from the order sheet provided,
22Please confirm the exact Malaysian port/SPOD where the cargo will arrive and depart, as Malaysia has multiple ports and the RFQ currently refers to SPOD/origin generally.Kota Kinabalu Port, Malaysia
23Please confirm the final destination/site locations for deployment and redeployment movements.SPOD Kota Kinabalu Port ( 50N LM 98341 62748) and LSA site (50M MN 41529 03579)
24Please confirm whether any of the cargo listed in the UDL is classified as Dangerous Goods / HAZMAT. We noticed items such as rockets listed in the UDL. Please confirm whether these items are inert/training items or regulated hazardous/controlled cargo.Row 73 (Cartridges, Small Arms): Class 1.4S. This represents substances or articles that present no significant hazard, with the effects largely confined to the package.

Row 74 (Grenade, Hand, Smoke, Green, M18): Class 1.4G. This covers pyrotechnic substances or articles containing a pyrotechnic substance used for signaling or illuminating.

Row 75 (Simulator, Hand Grenade): Class 1.3G. This indicates substances and articles that have a fire hazard and either a minor blast hazard or a minor projection hazard.

Row 76 (Cap, Blasting, M7): Class 1.4B. This consists of detonators and similar initiating articles that present a lower risk if initiated during transport.

Row 77 (Cord, Detonating, Flexible): Class 1.1D. This is a high hazard classification for substances and articles that have a mass explosion hazard.

25Please confirm whether all loading and unloading locations have ramps available, or if the contractor is required to provide all loading/unloading equipment. This can be addressed post award once awarded vendor is contacted by embassy.
26Please confirm the expected daily operating hours and whether 24-hour operations are anticipated during any phase of the exercise.24-42 hours will be expected.
27Can we confirm that these MHE (Crane & Forklift) is only used at the camp site (Whisky, LSA & Airstrip) to offload containers and/or equipment from the truck to the site? Or is it also required at the port to offload from the ship to staging area and/or from the staging area onto the truck during deployment and redeployment?MHE needed only at the WHISKEY and LSA site
2836k forklift is not available in Kota Belud area. Is it okay to substitute it with a crane? Also, the ground surface at the airstrip and LSA is not suitable for forklift operation and there are possibilities of forklifts getting stuck in gravel/mud.25K forklift will be fine for the containers, if no forklift a crane will be fine. Off road forklift should suffice
29What is the purpose of the truck? Is it used for transporting 510 pax’s luggage from the APOD to LSA?Box truck to transport 510 PAX luggage and equipment from the APOD to the LSA
30There are 2 helicopters in the UDL list. Please confirm whether a lowboy is required to transport these helicopters or if they will take off from the port to the camp.Aircraft to be assembled at the SPOD and flown from that site to the LSA
31For the UDL Deployment and Redeployment tabs, the order sheet appears to require pricing by individual cargo/equipment line item. Please confirm that vendors may submit an all-inclusive unit price per listed item, with the contractor’s internal truck/trailer/MHE calculation included separately if needed for pricing support.Yes, vendors can include an all inclusive unit price per listed item, with the contractor’s internal truck/trailer/MHE calculation included separately if needed for pricing support.
32Please confirm whether UDL Redeployment is intended to be the reverse movement from the field locations / LSA / KB Airstrip back to SPOD. The current UDL Redeployment tab appears to show the same general SPOD-to-site direction as the Deployment tab.UDL redeployment is intended to be the reverse movement from the LSA back to the SPOD
33Several UDL rows appear to have blank move dates, blank quantities, blank destination grids, or “???” destination information. Please confirm whether the Government will issue an updated order sheet with final details, or whether vendors should price based on the current order sheet and make reasonable assumptions where information is incomplete.Complete UDL has been submitted with all cargo and equipment to be taken off the vessel for Keris Strike Exercise
34For the MHE requirement, the order sheet lists one crane/forklift at WHISKY ASP and one forklift at KB Airstrip/LSA from 9 July to 30 July. Please confirm whether MHE is required for continuous daily standby throughout the listed period, or only during coordinated loading/unloading windows as directed by the COR.MHE equipment is required for continuous daily standby thoughout the listed period of the exercise
35For UDL movements from SPOD, please confirm who is responsible for loading cargo/equipment onto contractor-provided trucks/trailers at the port. Should contractors include port-side MHE, operators, rigging/lashing labor, access passes, and standby time, or will loading at SPOD be performed by the Government and/or port operator?Another company will be providing loading of cargo/equipment onto contractor provided trucks/trailers at the port.
36For the Box Truck requirement, the order sheet lists movement descriptions but does not clearly state the required quantity of box trucks. Please confirm the required quantity and whether pricing should be submitted per truck, per day, or per movement.Without exact cubic volume for 1,500 baggage pieces, assume a standard military duffel bag profile (~4.5 cubic feet / 0.13 m

per piece). 1,500 pieces equal roughly 6,750 cubic feet. Factor in structural spacing and weight limits under the Malaysian Road Transport Act 1987, and price three to four standard 3-ton or 5-ton enclosed box trucks on a daily rate basis.
