St. George Ware Yard Security Fencing Summary of Work 01010 - 1

SECTION 01010

SUMMARY OF WORK

PART 1: GENERAL

1.1 COAL CREEK WARE YARD SECURITY FENCING SUMMARY

A. Description of Work: Furnishing labor, equipment, supplies, and materials to install security fencing.

B. Location: Work under this Contract is located in Washington County, Utah. The work site is located near the Saint George Utah airport approximately 3.2 miles south of the Washington Fields and Warner Valley road. See construction drawings for general and detail location maps.

C. Period of Performance: 30 days from the notice to proceed.

1.2 REFERENCES

Requirements: None apply to this contract.

1.3 QUALITY ASSURANCE

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough-in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.

1.4 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products in such a manner that protects them from damage.

1.5 PROJECT AND SITE CONDITIONS

A. Access to the Work: Operations shall be scheduled so that work is done during regular office hours which are Monday – Friday during daylight hours. Work on Saturday or Sunday shall be requested in writing to the CO and is not guaranteed.

B. Environmental Considerations: Fuel or oil spills occurring during the work of this project shall be excavated to a depth of 12 inches beyond contaminated material and removed from the work location. Prescribed measures to prevent water pollution to nearby water resources shall be strictly observed.

1.6 SEQUENCING AND SCHEDULING

A. Requirements: None apply to this contract.

1.7 UTILITY CONNECTIONS

PART 3: EXECUTION

3.1 PROJECT MEETINGS

A. Pre-Work Conference: Will be held prior to the start of the work. The Contractor will be notified in advance of the meeting time, date, and place. The purpose will be to review required work, project drawings, specifications, construction schedules, payroll, and payments, and administrative provisions of the Contract.

1. Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

B. Progress Meetings: May be requested by either the COR or the Contractor.

The request shall state who should attend and include an agenda.

C. Final Inspection: Notify the COR in writing at least five working days before the completion date, so the Government can schedule final inspection.

3.2 PREPARATION

A. Surveying: Contractor shall coordinate with the BLM to have survey work completed.

a. Fencing: The BLM will provide surveying for the layout of the fencing. This includes the corners and gate locations.

3.3 PROJECT MONUMENT

A. Requirements: Protect survey markers and monuments marking property corners.

3.4 PROTECTION

A. Damage: Repair of damage to new or existing construction and equipment resulting from construction procedures, shall not be initiated prior to notification of the Contracting Officer.

B. Repairs: Repair damages to new or existing active utility above or below ground, whether indicated on the drawings or not, and immediately report such damage to the Contracting Officer. Costs of repair for damages due to the Contractor's negligence shall be paid by the Contractor. The Contractor is required to call Blue Stakes prior to any excavation.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT

A. Payment: No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.

SECTION 01330

SUBMITTAL PROCEDURES

1.1 SUMMARY

A. Section Includes: Requirements for submittals of the work schedules, shop drawings and manufacturer's literature.

B. Requirements: Refer to specifications for submittals required.

Allow 5 working days for review. Review time commences upon receipt by the COR. Submittals shall be delivered to the COR.

1.2 QUALITY ASSURANCE

A. Approval: Written approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Installation of material on the basis of written approval of submittals shall not relieve the Contractor of the responsibility for incorporating material which conforms to the requirements of the drawings and specifications. Written approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing. After written approval of an item, the Contractor may submit a substitution for approval, if the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

There are no applicable requirements.

PART 3: EXECUTION

3.1 WORK SCHEDULE:

A. Requirements: The schedule shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within three calendar days. As a minimum, the estimated start and completion dates of every major item should be shown in the schedule.

3.4 SHOP DRAWINGS AND MANUFACTURER'S LITERATURE

A. General: The Contractor shall deliver to the Contracting Officer the shop drawings and manufacturer's literature required by the specification sections in this Contract to the Contracting Officer.

B. Identification: When full catalogs or pages and tables are submitted, the specific items to be used on this project shall be circled, blocked in or underlined. Completely identify each submittal by showing the following information:

1. Name and address of preparer, plus name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

C. Substitutions: The Contractor shall present requests for substitutions to the COR according to the following:

1. Deliver sufficient calculations and data to justify selection of the proposed item and permit comparison with the original item.

2. Show complete layout of system, except that which is identical to

Contract documents, unless unchanged portion must be shown to indicate clearances.

3. Include drawings, same (or larger) scale as Contract drawings, marked to show differences.

4. Submit complete technical data including test data, drawings, manufacturer's literature, samples, and complete performance specifications.

5. The Contractor is responsible for the cost of redesign and modifications to this or other parts of the project caused by the substitutions.

3.5 SAMPLES

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT

A. Payment: No direct payment for the work described under this section will be made. Consideration for this item shall be included in the bid price for other items of the Contract.

SECTION 01505

MOBILIZATION

1.1 SUMMARY

A. Section Includes: Preparatory work and operations, including those necessary to the movement of personnel, equipment, supplies and incidentals to the project site; and for other work and operations which must be performed or costs incurred prior to beginning work on the various items on the project site.

(There are no applicable requirements.)

PART 3: EXECUTION

(There are no applicable requirements.)

4.1 METHOD OF MEASUREMENT:

A. Units: Progress payments will be made as follows:

1. When 5% of the original Contract amount is earned from other bid items,50% of the amount bid for mobilization or 5% of the original Contract amount, whichever is lesser, will be paid.

2. When 10% of the original Contract amount is earned from other bid items, 100% of the amount bid for mobilization or 10% of the original Contract amount, whichever is lesser, will be paid.

3. Upon completion of work for the project, payment of the amount bid for mobilization in excess of 10% of the original Contract amount, will be paid.

4. The total sum of all payments shall not exceed the original Contract amount bid for mobilization, regardless of the fact that the Contractor may have shut down the work on the project or moved equipment away from the project and then back again.

4.2 BASIS OF PAYMENT:

A. Payment: No direct payment for moves between project sites will be made. The Contractor shall include consideration for moves between project sites in the bid price for other items of the Contract. Prices and payment will be full compensation for the work described in this section. Payment will be made under:

SECTION 02821 – CHAIN LINK FENCES AND GATES

PART 1 GENERAL

1.1 SECTION INCLUDES

A. Furnishing and installing chain link security fences and relocating existing chain link security fence.

1.2 SUBMITTALS

A. Shop Drawings: Submit shop drawings for fences and each gate to be used on this project showing details of post installation, extension arms, gate swing, hardware and accessories.

1.3 QUALITY ASSURANCE

A. Single-Source Supplier: Obtain chain link fences and gates, including accessories, fittings, and fastenings, from a single source.

1.4 DELIVERY, STORAGE, AND HANDLING

A. Requirements: Deliver materials to site in an undamaged condition.

Store materials off the ground to provide protection against oxidation caused by ground contact.

PART 2 PRODUCTS

2.1 FENCE FABRIC

A. Steel Fabric: Fabricated in one-piece widths for fencing 12 foot and less in height and with requirements indicated below:

1. Mesh and Wire Size: 2-inch mesh, 0.120-inch diameter wire.

B. Selvage: Knuckled at the top and twisted at the bottom.

2.2 FENCE FRAMEWORK

A. Rails: Manufacturer's longest lengths, minimum of 17 ft, with swedged-end or expansion-type coupling, approximately 6 inches long for joining. Provide rail ends or other means for attaching top rail securely to each gate post and fence post. Rails must not rotate.

2.3 BARBED MATERIAL

A. Barbed Wire Supporting Arms: Manufacturer's standard barbed wire supporting arms conforming to ASTM F 626, metal and finish to match fence framework, with provision for anchorage to posts and attaching three rows of barbed wire to each arm. Supporting arms may be either attached to posts or integral with post top weather cap and must be capable of withstanding 250 pounds downward pull at outermost end. Provide following type:

1. Single vertical arm for three strands of barbed wire, one for each post.

B. Steel Barbed Wire: Three-strand, 0.099-inch diameter 12-1/2 gauge steel wire with 0.080-inch diameter 14-gauge, four-point barbs spaced not more than 5 inches apart; metallic-coated finish to match fabric.

1. Galvanized Finish: Comply with ASTM A 121, chain link fence grade with Class 3 zinc coating with not less than 0.8 oz/ft2 as determined by ASTM A 90.

2.4 RAZOR WIRE

A. Core Wire: High tensile spring steel, diameter 2.5mm, stainless steel or hot dipped galvanized.

B. Blades: Galvanized or stainless, thickness 0.6 mm

1. Blade type CBT-65 C. Coil: 18” diameter coil.

2.5 FITTINGS AND ACCESSORIES

A. Material: Fabricate from pressed steel or cast iron, and hot-dip galvanized with a minimum of 1.2 oz/ft2 of zinc coating of surface area.

Tie wires, clips, and hog rings shall withstand forming and twisting operations without cracking or flaking of the coating.

B. Post Brace Assembly: Use material specified below for bracing.

Provide manufacturer's standard galvanized-steel or cast-iron cap for each pipe or tube end.

1. Truss Rod: 3/8-inch diameter rod and adjustable tightener capable of withstanding a tension of 2000 lb.

2. Round Pipe: as shown on the drawings.

3. Roll-Formed Steel: 1-1/4 by 1-5/8-inch C section weighing a minimum of 1.40 lb/ft.

C. Tension or Stretcher Bars: Hot-dip galvanized steel with a minimum length of 2 inches less than the full height of fabric, a minimum cross section of 3/16 by 3/4 inch, and a zinc coating of 1.2 oz/ft2 minimum.

Provide one bar for each gate and end post, and two for each corner and pull post, except where fabric is integrally woven into the post.

D. Steel Bottom Tension Wire: 0.177-inch diameter metallic-coated steel marcelled tension wire conforming to ASTM A 824 with finish and coating to match fabric.

E. Hog Rings: Shall be 12-gauge steel wire with a minimum of 0.8 oz/ft2 of zinc coating in accordance with ASTM A 641 Class 3 or A coating.

F. Tie Wires: Provide tie wire constructed of the same material as the fencing fabric.

1. Steel: 0.106-inch diameter 12-gauge galvanized steel with a minimum zinc coating of 0.80 oz/ft2 according to ASTM A 641, Class 3 to match fabric.

2.6 CONCRETE

A. Ready-Mixed: ASTM C 94, using 3/4 inch maximum size aggregate, and having a minimum compressive strength of 3500 psi at 28 days. Slump shall be 4 inches as determined by ASTM C 143. One part portland cement to three parts clean, well-graded sand and gravel and the minimum amount of water to produce a workable mix.

2.7 FENCE GROUNDING

A. Conductors: Bare, solid wire for No. 6 AWG and smaller;

stranded wire for No. 4 AWG and larger.

1. Material above Finished Grade: Copper.

2. Material on or below Finished Grade: Copper.

3. Bonding Jumpers: Braided copper tape, 1 inch wide, woven of No. 30 AWG bare copper wire, terminated with copper ferrules.

B. Connectors and Grounding Rods: Comply with UL 467.

2.8 GROUNDING AND BONDING

A. Fences within 100 Feet of Buildings, Structures, Walkways, and

Roadways: Ground at maximum intervals of 750 feet and at a minimum of each corner and gate.

1. Grounding Method: At each grounding location, drive a grounding rod vertically until the top is 6 inches below finished grade. Connect rod to fence with No. 6 AWG conductor. Connect conductor to each fence component at the grounding location.

B. Bonding Method for Gates: Connect bonding jumper between gate post and gate frame.

1. Connections: Make connections so possibility of galvanic action or electrolysis is minimized.

C. Bonding to Lightning Protection System: If fence terminates at lightning-protected building or structure, ground the fence and bond the fence grounding conductor to lightning protection down conductor or lightning protection grounding conductor complying with NFPA 780.

PART 3 EXECUTION

3.1 PREPARATION

A. Scheduling: Do not begin installation and erection before final grading is completed, unless otherwise permitted.

B. Clearing: Maximum clearing width is 4 ft on each side of the fence line.

Clear with minimum disturbance to existing vegetation. Dispose of debris off site at contractors’ expense.

C. Excavation: Drill or hand-excavate holes using post-hole digger to diameters and spacings indicated, in firm, undisturbed or compacted soil.

1. Excavate holes for each post to minimum diameter as shown on the drawings.

2. Unless otherwise indicated, excavate hole depths approximately

3 inches lower than post bottom.

3.2 INSTALLATION

A. General: Construct and install fence to comply with ASTM F 567 and manufacturer's written instructions.

B. Alignment and Setting of Posts: Set posts plumb, and align posts in holes 3 inches above bottom of excavation. Space a maximum of 10 feet center to center, unless otherwise staked or indicated on the drawings, to the grades indicated. Locate a terminal post at each change in horizontal or vertical direction of 30 degrees or more. Protect the portion of posts above ground from concrete splatter. Place concrete around posts and vibrate or tamp for consolidation. Extend concrete 2 inches above grade and trowel to a crown to shed water. Check each post for vertical, horizontal and top alignment, and hold in position during placement and finishing operations.

1. Cure Time: Allow concrete to cure a minimum of 72 hours before performing other work on posts.

C. Terminal Post Bracing:

1. Securely fasten diagonal braces to the terminal post and the adjacent line post or its footing or a footing of equal size. There shall be no more than a 50 degree angle between the brace and the ground.

Securely fasten horizontal braces with truss rods to the adjacent line post and terminal posts.

2. When the top rail is used, attach the brace at the halfway point of the terminal post above grade and, when the top rail is omitted, at the two-thirds point above grade.

D. Top Rail and Tension Wire:

1. Support the top rail at each post so that a continuous brace from end to end of each stretch of fence is formed. Securely fasten the top rail to the terminal posts and join with sleeves or coupling to allow for expansion and contraction.

E. Fabric:

1. Place chain-link fabric on the outside of the area enclosed.

2. Place the fabric by securing one end, applying sufficient tension to remove slack before making attachment elsewhere. Tighten the fabric to provide a smooth uniform appearance free from sag.

3. Cut the fabric by untwisting a picket and attach each span independently at terminal posts. Use stretcher bars with tension bands at maximum 15 inch intervals or other approved method of attachment.

4. Install fence fabric 2 inch above ground level. Measure clearance at the post with a tolerance of plus or minus 3 inches. Fasten the fabric to the line posts at intervals not exceeding 15 inches.

Fasten the fabric to the rail or tension wire at intervals not exceeding 24 inches.

5. Join rolls of wire fabric by weaving a single picket into the ends of the rolls to form a continuous mesh.

F. Tension or Stretcher Bars: Thread through fabric and secure to end, corner, pull, or gate posts with tension bands spaced not over 15 inches center to center.

G. Tie Wires: Use wire of proper length to secure fabric firmly to posts and rails. Bend ends of wire to minimize hazard to persons or clothing.

1. Maximum Spacing: Tie fabric to line posts 12 inches center to center and to rails and braces 24 inches center to center.

H. Barbed Wire: Extend end members of gate frames above top member of gate to match the height of adjacent fence and prepare to receive the same

SGFO Ware Yard Security Fencing Chain Link Fences and Gates 02821 - 5 number of strands as adjacent arms of fence posts. Pull taut to remove sag, firmly install it in the slots of the extension arms and secure it.

Provide necessary clips for securing wire to extensions. Attach at maximum intervals of 8 ft.

I. Fasteners: Install nuts for tension bands and carriage bolts on the side of the fence opposite the fabric side. Peen ends of bolts or score threads to prevent removal of nuts.

PART 4 MEASUREMENT AND PAYMENT

A. Units: The work described in this section will be measured and paid for on a lump sum basis.
